1) Roll Call at 6 pm: Commissioners Christenson, Brown, Popp, Schommer, Vaughan and Vandehoef,
Parks and Recreation Director Bernstein and Superintendent Smith.
Absent: Commissioner Rohloff
2) Approved February meeting minutes. Motion by Brown. Seconded by Vaughan. Passed
unanimously.
3) Setting Agenda: Director Bernstein requested two additions to New Business - Levee Park Public
Review and Lions Park Shelter Bid. Commissioner Christenson requested that Greten Park be
considered under Old Business. Agenda item #10 (WHEP presentation) was moved to the beginning
of the agenda.

4) WHEP- Water Quality Presentation: Joe Beattie, Team Leader for the Wetland Health Evaluation
Project in Hastings, made a presentation to the NRRC. The presentation was also filmed by the Local
Cable Acce~s channel. There are four main goals ofWHEP: 1) Volunteers receive skills to identify
and analyze biological health. 2) Educate on the importance of wetland health. 3) Provide reliable
date to local decision makers. 4) Work to improve wetland health. There are four areas that are
monitored in Hastings - Stonegate Road, Lake Rebecca, Sand Coulee, and 180th St. Marsh. The
macroinvertebrates and veg~tation are monitored at each site. The presentation showed how they are
collected for analysis and gave current Hastings data for 2005 and earlier. Anyone wishing to
volunteer for WHEP was encouraged to contact either Joe Beattie or Parks Superintendent Kevin

5) Director Bernstein handed out departmental updates to the NRRC members for their review.
Commissioner Vaughan mentioned that he really likes the new park signs that have gone up.
Superintendent Smith informed the NRRC that four more park signs would be placed this year along
with an interpretive sign at Old Mill Park. Director Bernstein mentioned that a letter had recently been
received that expressed concern over the dilapidated Civic Arena sign. That sign is scheduled to be
replaced in 2007.
6) Park Dedications: Director Bernstein passed out copies of the League of MN Cities regulations, the
City of Hastings ordinance and a survey of various city park dedication fees. Commissioner Brown
was curious where it specifically states that park dedication money must be spent in the specific ward
in which it was acquired. Commissioner Christenson stated that the City Attorney had advised that
this is the way park dedication money was to be handled and referred the NRRC to the League ofMN
Cities Subd. 2b, point number 3, under "statutory requirements." Commissioner Brown would like to
see it in writing and so Director Bernstein will make sure that the NRRC receives a complete copy of
the ordina.nces regarding park dedications.

Xcel Energy Light Poles: Director Bernstein passed out copies of a letter from Xcel Energy stating
their position to no longer maintain the trail light poles in our trail system due to repeated acts of
vandalism. The letter also stated that in 2002, the City Council had passed a resolution to accept
financial responsibility for poles damaged by vandalism. Director Bernstein mentioned that the
broken light poles in Levee Park won't be replaced until after the proposed redevelopment.
Superintendent Smith said that all new light poles will be aluminum and should be more difficult to
vandalize.

8) Mississippi River Dock: An e-~ail from Dave Osberg, City Administrator, was passed out regarding
the Mississippi River Dock. In short, the Army Corps of Engineers received a letter from the u.s.
Coast Guard on December 15, 2005 which stated that there were strong reservations regarding this
project and requesting a denial of our permit. The Army Corps of Engineers is unwilling to approve ,//
our permit unless there are significant changes in the u.s. Coast Guard's view of this project.
9) Riverwood Security Light: Director Bernstein mentioned that there was a request last fall from the
neighborhood to place a security light in Riverwood Park. There are evidently groups of young people
who are gathering in the park after hours. The Parks & Recreation Department got cost estimates from
Dakota Electric on a 3-way light fixture that would face south and should cause minimal light
disturbance. Commissioner Brown wondered if we needed to get any other neighborhood input before
approving this request. Director Bernstein is planning to notify the neighbors surrounding the park if
the NRRC approves the project. Commissioner Vaughan wondered how large of an area the light
would reach. Superintendent Smith said that it would light up the basketball court and about a 1/3 of
the playground.
MOTION: Commissioner Vandehoef motioned to approve the installation of a security light at
RivelWood Park per the Park & Recreation Department's recommendations. Seconded by
Commissioner Schommer. Passed unanimously.
10) Larson - Trail Repair/Maintenance: Director Bernstein explained that a study of our trails has been
completed and the work has been approved by City Council. There will be about $70,000 of repair
and general maintenance done this year on trails and parking lots. The tennis courts will also be
patched again this summer.
11) Pioneer Backstop: Director Bernstein mentioned that a larger backstop will be placed in Pioneer Park
this year for safety reasons. Since the price of the new backstop came in lower than expected, there (.. ...
will also be an 8' fence placed along 15th Street. The NRRC questioned whether or not the park plan f )
for Pioneer was still in place. Director Bernstein explained that there was to be a realignment of the
park if the skate park would have been placed there. As that is now a dead issue, the realignment will
not take place. However, other parts of the park plan are still valid.
12) New Business
Levee Park Public Review: A public meeting will be held on March 22nd from 4:30-6:30 p.m. at
City Hall to show the community the revised concept plan and allow opportunity for comments.
- Lions Park Shelter Bid: Director Bernstein explained that the architect who drew up the plans
for the Wallin Park Shelter wants to charge us $10,000 to use the same plan for Lions Park.
There is a program called Design to Build, where we provide the plans for Wallin with our
requested modifications. The local architect that Director Bernstein and Superintendent Smith
met with believed that we could reduce our overhead. We would for sure cut the $10,000
architect fee and hopefully lessen other costs, possibly by making the building 4-sided as
opposed to the 6-sided Wallin shelter. Superintendent Smith emphasized that the shelter at Lions
woulrl be as good as the shelter at Wallin - it may just be a different shape. Director Bernstein
explained that every design needs to be certified by a design architect. 'Ine local architect would
be able to do that and also could review the bids that come in for the construction aspect of the
project. Commissioner Vaughan mentioned that he likes the idea of building multi-purpose
shelters, as opposed to just warming shelters.
MOTION: Commissioner Vaughan motioned that the Parks & Recreation Department seek
bids for Design to Build, and if those bids are not accepted, the previous Wallin Park shelter PIanO
be used. Seconded by Commissioner Vandehoef. Passed unanimously. . .

'13) Old Business
Commissioner Popp wondered what the status of the fishing pier was. Director Bernstein said it
is still in process and we are waiting to hear.
Director Bernstein mentioned that he met with Bess Freeman, President of the East Hastings
Improvement Association, regarding Lake Isabel. Approval for the contract with Barr
Engineering to see what the next steps are regarding Lake Isabel is being sought at the City
Council meeting on March 20th. Commissioner Schommer mentioned that he" believes although
people know where Lake Isabel is, they misunderstand what it is, thinking it is a backwater.
HHB Dryfloor: No update at this time.
Skate Park Task Force Recommendations: A letter from Director Bernstein to Dave Osberg was
passed out for review by the NRRC. This letter has been revised slightly with a few minor
corrections. A full report will be sent to City Council.
MOTION: Commissioner Scho~er motioned to accept the Skate Park Task Force's
recommendations as written. Seconded by Commissioner Brown. Passed unanimously.
Greten Park: Director Bernstein has had no further updates at this time. The proposal to add
playground equipment was removed from the City Council Agenda. The City Council did feel
however, that the NRRC did not disapprove the plan - they only moved it to a lower priority. It
is believed that there may be a petition by some of the residents or possibly attendance by
residents at an NRRC meeting. The residents are saying that the demographics have changed
since the park was built and that it is now inadequate. Commissioner Schommer questioned that,
since the park is only 3 years old. Director Bernstein feels the NRRC needs to develop a process
and/or criteria by which it can prioritize various parks' redevelopment. Commissioner Vaughan
felt that it wasn't so much an objection to purchasing the additional equipment, as it is an issue
of priorities. Director Bernstein reminded everyone that the costs involved are around $16,000.

Parks Maintenance Activities
· We had one major snow incident where the staff was used to clear City
Hall, HRA property sidewalks& the City trails. The 24 inches of snowfall
was the most we have experienced in a long time. One of our staff was
required to work the whole time with the Public Works Department.
Another two employees did help for a portion of the time doing cul-de-
sacs. Overtime was required to complete work at City Hall and HRA
properties.
· The tree pruning program in the parks & trails continued from last month.
Most of the trails were completed and about one forth of the parks. This
puts us at about a 4 year rotation for our program in the Parks.
· A Parks Perspective Show was done with Cable Access. The show is on
pruning your trees and our City Forester give pointers that Hastings
homeowners can use.
· The trail sweeping and turf repair along our trails was completed.
· Water to the building at the aquatic center was turned on.
· Tennis Nets are up and lights have been checked there and at Wilson
Park BB court.
· Completion of repairs has been made on the Crew Cab truck and the
Chevy Pick used for general grounds clean up tasks.
· Two staff members attended the Best Practices Workshop at the
Landscape Arboretum to learn better ways for Parks to serve the needs of
the changing public.

· Coping stones to be delivered April 13th or 14th. Work to begin as early as
April 18, 2006, weather depending.
· Shade structure deadline for bids is April 7, 2006. Recommendation letter
will follow shortly after.
· 75% seasonal staff is re-hired... .interviews for new staff to take place April
12th and 13th.
· Caulking and plaster repair bids have begun. Work to be coordinated
around coping project.
· Building water has been turned on. Found a couple of minor pipe leaks
and repaired them.
· Pool heater exchange has been ordered per recommendation of Kurt
Stoudt, installation date April 18, 2006.
· Met with Community Season on more opportunities for software. Could
really benefit HFAC with registrations.

Bids have been collected from 4 vendors for the shade structure in the concession area at the Hastings Family
Aquatic Center and shade coverings for above 6 lifeguard chairs. I have researched and checked with reference and
would like to recommend that we purchase the shade structures from Sun Ports in Dallas Texas_ Sun Ports has
provided me with extensive infonnation regarding their product including installation directions and a direct help line
for 24 hour help. Total bid price for the concession shade stmcture is $15,900.00 and the bid for the lifeguard shade
stmctures is $8000.00. Shipping is approximately $4000.00. These prices do not include installation, permits that
may be required, or sales tax.
Shadesure is a high density polyethylene shade cloth, which will provide hail protection, approximately 80% shade
and 90% UV protection. The cloth has an unlimited warranty of 10 years against fading, 3 years for red, cracking,
tearing, fraying or mildew. The expected life is 10-12 years. The powder coated steel frames have a 20 year
warranty on the stmcturaI integrity.

Backeround Information:
The original "Hastings Hawks agreement (2000) was scheduled to be revisited at the
conclusion of each season, but as of today, my records indicate that this agreement
was not revisited until now. This is not terrible due to the fact that neither side had
any issues. I felt that there are some items that needed to be cleared up to minimize
the City's exposure. I have met with representatives from the Hastings Hawks and
Shawn about revising this agreement and all parties involved believe we have a
revision to this agreement that satisfies both parties. This will be brought before City
Council by April 17th.
The major changes are access to the restrooms at the baseball field. Since we will be
having evening staff at Vet's Park, I would like to have these restrooms open to the
public even if the Hawks are not playing, but the restrooms _ will not be open if there is
no activity at the ball field. Other changes ,were minor and revised language to clear
up some grey areas. Shawn Moynihan, City Attorney, has reviewed the document.
I have enclosed a draft copy. I will forward a fmal copy of the agreement to the
NRRC as soon as the Hastings Hawks are in.agreement if you wish.

I have been approached by a person representing T -Mobile about the possibility of
placing a tower along Highway 55 between Pine Street and Todd Field. It seems as if
they have a dead spot in this area of our community. During the initial communication
with T-Mobile, they asked to replace a light pole at the HFAC with a 75' tower and
place a parking lot light onto the tower. I told them that the Hastings Family Aquatic
Center was out of the question due to the esthetics and residential area surrounding the
HF AC. Then T -Mobile asked about the tennis court location. I visited the site with
them and I am seeking information from John Hinzman about land ownership in this
location and any restrictions from a planning standpoint. The third location that was
discussed is at the Parks and Recreation facility. As I read T-Mobile's proposal, we
. are not close with the amount of rental money they have offered even if the tennis
court or another site works. I will keep you posted as to any developments.

I have been concerned with the issue of cell phone use at our facilities since my arrival
in Hastings. With the advancement in technology of cell phones and camera options,
it is becoming difficult to determine which models have camera options and which do
not. My concern is if a person were to take a pictufe of someone in the locker room or
restroom area, the victim may not even be aware that a picture was taken of them and
within seconds the picture is allover the internet. I have enclosed a sample of a
proposed policy statement for your review. I have discussed this matter with Shawn
Moynihan and will be meeting with him to further discuss this issue.

The City of Hastings has Public Restrooms and Changing/Locker Rooms for males,
females and families. For your protection, the City of Hastings is asking that there is !!!!
cell phone use in any of the restrooms or changing/locker rooms. Due to ever changing
technology, the camera feature found on many cell phone models and the difficulty in
distinguishing between a phone with a camera and a phone without a camera, this
measure must be taken. Therefore, all cell phones are banned from restrooms and
changing/locker rooms.

Scholarship Procedures

Not only as part of our grant that we received for the redesign of the aquatic center,
but as part of our mission, we issue scholarships to persons/families who otherwise
would not be able to actively take part in our programs or gain entrance into the pool.
In the past, this scholarship program was intentionally not restricted nor was any
application or other requirements requested of the applicant.
What I am asking of the NRRC is to review the enclosed revised scholarship
application policy and procedure. You will see it is drastically different than what was
an understanding prior. If we take the HFAC as an example, in the past, the
person/family seeking assistance would meet with the HF AC Manager and she would
determine if,a scholarship was awarded. The new proposed procedure eliminates the
arbitrary determination of whom and how much a person/family should receive. In
addition, instead of a single member of a household receiving assistance, we are
proposing that a family receives an amount that has a floating scale to be
accommodating to larger families. The family will then determine how the
scholarship funds are distributed within the family. The fmancial scale that we are
basing our information on is consistent with Dakota County. If acceptable, I would
like to place this issue on the April 17th City Council Agenda.

'.Proqram Overview
The City of Hastings Parks & Recreation Department provides
scholarship dollars to City of Hastings resident households who meet the
'criteria listed below. Residents are distinguished as those who reside
within the city limits. This does NOT include townships or rural areas of
Hastings. These scholarship dollars are awarded on a yearly basis and
can be used for various programs under the City of Hastings Parks &
"Recreation Department. It is the responsibility of the household to
:'prioritize programs and decide how the scholarship dollars are used.
For example, if household is awarded $250.00, the household decides
w,hat is "purchased". For example, $36.00 to use for swimming lessons,
'$50.00 used for 1 season pass at the Hastings Family Aquatic Center,
.$10.00 used to purchase a daily open skate pass at the Hastings Civic
Arena. Total used would be $96.00 and the household would have a
.balance of $154.00 to use on additional programs before December 31,
of the same year. As of January 1, re-application would be required.

is used to determine and verify whether individuals in your household qualify for
scholarship dollars. The information you provide on this application is not released
for any other purpose unless a parent or guardian requests the release in writing.
The City may use the information provided on the application forms to carry out
efforts to verify the correctness of household size and income and public assistance
information stated on the application. These verification efforts may be carried out
through program review, audits, and investigation and may include contacting state
agencies such as MN Department of Human Services or Revenue to verify income
or current approval for public assistance. These efforts may result in reduction of
benefits, administrative claims or legal actions if incorrect information is reported.

In the operations of the City of Hastings programs, no individual will be
discriminated against because of race, color, national origin, age, sex, or disability.
Income Limits
To be considered for Hastings Parks & Recreation Scholarship dollars your total
household income MUST fall below the listed maximum incomes. Income

As we have discussed previously, the Hastings Hockey Boosters wish to construct a
dry floor practice area in the mezzanine of the east hockey rink. I have enclosed some
plans that the lllIB developed and an email correspondence of questions that City
staff requested the lllIB address. One jssue that still has yet to be further discussed is
do we have the Hastings Hockey Boosters enter into an agreement similar to the
agreement with the Hastings Hawks. I will work on such an agreement. Shawn is out
of town at this time, but I will consult with him. If we do proceed with an agreement,
I will bring it before council. I am recommending to move forward with the dry floor
project and be placed on the April 17th City Council agenda so that the IllIB may
possibly proceed with construction of this project in early spring.

Hastings Civic Arena improvements of placing a dry floor practice area in the currently
vacant mezzanine level above the north side of the East Rink. A letter and sketch drawing
is attached.
. I have summarized our conversation below and detailed the Arena improvement.
- Purpose
From discussing this project with Jerry Baum, and the enclosed letter, it seems as if other
hockey associations have facilities to utiliZe for dry level instruction. Jerry also
mentioned that a facility such as this would benefit the hockey community by being able
to instruct the hO.ckey enthusiasts in an affordable m81U1er. Otherwise, Hastings hockey
players would need to travel and pay high fees for similar instruction.
..Scope of Protect .
The Hastings Hockey Boosters propose to construct a 20' x 3,6' enclosed room for ~s dry
level instructional area. Their plan is to place netting extending from the 10' walls to
capture errant hockey pucks.
-- The room would 'have a synthetic ice sheet to simulate the ice conditions. Access doors
would be installeQ to ensure access to any arena storage that is currently located in this
area.

The following questions were asked by the Parks & Recreation. Director and received the
following responses:
Q. Is there any formal agreement with Stotko Speedling Builders?
A. The ~astings Hockey Boosters at the present time do not have nor intend to have a
formal agreement with this contractor, but would enter into a formal agfeement if
necessary.
Q. Who is supplying the labor?
A~ From conversation .with Jerry Baum, and from the attached letter, it seem~ as if the
contractor is. only going to provide support and will utilize volunteers to assist with
construction.

Q. Funding and Long-Term maintenance/Replacement
A. The estimated project cost is approximately $8,000. The funding would entirely
come from the Hastings Hockey Boosters. In addition, it was mentioned that the _

maIntenance Issues. -
Q. Compliance with all Building Construction and Codes
A. I mentioned to Jerry that all building code regulations must be met and-be reviewed
before, during and after construction.
Q. Rental of Area
A. At the present time, there are no plans to rent out this space.
Q. ~ Use of Practice Area
. A. It was mentioned to Jerry that the Hastings Hockey Boosters would only be able to
utilize this area when the arena is open. No special provisions will be made.
Q. Cleaning / Upkeep
A. Other than garbage, all cleaning and upkeep will be left solely up t<;> the Hastings
Hockey Boosters.
Q. Should the City of Hastings and the Hastings Hockey Boosters enter into an
agreement?
A. As the _City has done with the Hastings Hawks, I would recommend all provisions of
this- project be spelled out in a formal agreement authored b.y the City Attorney, Ci!y
Staff and the Hastings Hockey Boosters. (/ ')

Q. Upper "Level Security
A. ~t was proposed that the Hastings Hockey Boos~ers supply and construct accordion
gates to prevent others from gaining access to. restricted areas. In addition, the
current railing needs to be modified, at Hastings Hockey Boosters' expense, to satisfy
building codes.
Q. Timing of Construction
A. The Hastings Hockey Boosters wish to potentially have.this area ready for the 2006
summer use.
Q.uestions that still need to be answered:
Q. Should we have other contracting / building companies?
Q. _ City Staff needs to make sure volunteers and the City are protected from possible
exposure if volunteer help is used.
Q. Who is going to be the project manager duri.J.lg COllStructiol1?

. It is my recommendation to pursue this project provided the Hastings Hockey

- -This, letter is to formally request city approval for the Hastings Hockey Association to build a dry-l~nd training facility in the
open ~torage area above the lobby in the East Rink Of the Hastings- Civic Arena. The Hastings H~ey Association has
been looking for more ways to proyide the youth of Hastings- with more opportunities to improve their- hockey skills. We
, are currently one of the few associations. without some kind of dry-land and/or shOOting area within its home rink.
Hockey training at the association has become a more- specialized process. USA Hockey advocates the use of both on
and off ice skill enhancement.- Off ~-skill enhancement concentrates on form and muscle memory with more individual
attention.' .
// -~ The facility we propose would be constructed with 1,0' walls. A con.tainment net would be hung above the Walls to keep
\ . ) any errant pucks within the training area. Synthetic ice sheets would be installed throughout the training area to allow
- ~--- players to use their skates to enhance the variety and quality ot-the training. Several shooting tarps would line,the walls,to
allow for multiple shooting areas. T'NO ,goalie creases vvould be established for goalie training. A dimensional drawinQ has

'Doug Speeding has agreed to provide support in- constructing this facility. He has prQposed using student/player help to
build the facility under the supervision and- assistance from his staff. We believe this will help the players identify this a
their facility and '$omething to be proud of. '.
To ensure proper use of,the facility, HHB 'NOO1d require that a USA certified coach to ,be used for each training session
and each participant 'Will. need to be registered with USA hockey. This will provide the same insurance level' that, covers
our aS$OCiation for on ice practices. Players would not be allowed in the dry-land area without a certified' coach, present.
The facility should remain I~ect when not in use to avoid improper use~
With the city's permission, we would like to begin, construction as soon as possible to allow the facility to be used yet this
season.

Again, Hastings is c:J.sked to use the Natural Re-s-ource,Lake Re~cca, to
promote down-town business by a development, within the lake, of

docks and launchin.g for pleasure boats. This plan would again, re-
engineer the lake's confluence -with the Mississippi River. T'he
promoters plan to ask the City to fund a study to indicate the

possibility of such an idea. A study and its cost are not necessary;
b'ecause history and practicality have, emphatically established that
Lake Rebecca and the low-lands between her and the Mississippi are'
and should remain flood-plain with its natural process. Check records
of the floods of 1-965, 1997, 1998, 2001, and the damage to Dam #2,
bathhouses, roads, paths, and swimming beach.

From pre'-historic- time until the I 940s', Lake Rebecca was a popular,
spring-fed lake, where .child-ren and adults swam and. fished. Nature
kept the lake flushed clean by sprin'.g floods and in s,u:m:mer, aquatic
rooted tre.es and grasses filtered the waters. Today, the. past years,
non...;ecological en.gineering of the water flow and the increasin.g
pollution hav.e resulted in a stagnant pool filled with aq-uatic growth
from the farm and lawn fertilizer- run-off The once sp'arkli-ng waters'_
are now gree.n slime.
HEP and Qthe'rs im.plore the City: Don't add gas, oil, and, bilge from
boats. Do not add more parking-lots, structures, bridges, UN-natural
-development and congestion and NOISE to what was intended to be
"just1" a swamp--\yetland--flood plain. Whatever the name, th'ese
watered areas .are the birth places for much of wild-life; they cleanse
our contaminated waters; they hold tre.e.s that clean out polluted air;
and they give us ~anctuary from the clashing world.

DO take measures to establish conservation easements in perpetuity
for Lake Rebecca, and her, flood~plain, hillsides an shorelines. The
Dakota County Far.mland and Natural Areas program can do this.
And do co-nt-inue to w-ork with'groups to re-store this important part
of the Mississippi CorriQor, where 40% of our- song-birds and water
fowl mi.grate.
