I) Roll Call at 6 pm: Commissioners Brown, Christenson, Rohloff, Schommer, Vandehoef, and Vaughan, Parks and
Recreation Director Bernstein, and Superintendent Smith.
Absent: Commissioner Popp
2) Approved July meeting minutes. Motion by Schommer. Seconded by Vaughan. Passed unanimously.
3) Setting Agenda: Director Bernstein added Lake Isabel Meeting, Tax Forfeit Property, and 2007 Budget Items to the
agenda.
4) The next NRRC meeting will be held on September 19th due to an election conflict on the normal meeting date of
September 12th.
5) Departmental Updates were passed out to the members of the NRRC. Superintendent Smith mentioned that since the
updates were written, there have been a few additional projects. The contractor has been back to Wallin and has installed
vibration dampeners, so the lights should be completely fIxed now. A concrete picnic table was installed at Eagle Bluff
Park. The Parks Department and Public Works have been working together to prep/pave a trail extension at Vermillion
Falls Park. Staffhas also been working on the north soccer fIeld at Vet's Athletic Complex - more irrigation is being
installed. Director Bernstein mentioned that all of the arena lighting is going to be replaced by Xcel Energy with energy
, efficient lighting. We will receive a signifIcant cost savings due to assistance from the Center for Energy and Environment
and the city will receive 0% fInancing for the remainder of the cost.
6) Eaflle Bluffs Park Neighborhood ResDonse: Jim Kummer, a representative from the Eagle Bluffs Neighborhood who
resides at 1364 Eagle Bluff Dr., was in attendance. Commissioner Christenson recapped the neighborhood meeting again
for the benefIt of all in attendance. An e-mail was received by the Parks & Recreation Department from the Neighborhood
Association President listing the requests the neighborhood feels would be of benefIt to the park. Superintendent Smith
mentioned that because of the conservation easement, he is researching the possibility of planting a hedge of native
material along the back of the park. This would be a more natural, less intrusive option than a fabric fence, but would still
address the safety concerns due to the river. Mr. Kummer requested that since neighbors on each side of the park are
concerned about the traffic in their yards, could the hedge be run up each side of the park as well to create boundaries. He
also mentioned that the neighborhood would be willing to assist in the maintenance of the hedge (trimming, etc.)
Commissioner Christenson stated that the previous Parks & Recreation Director had spoken of putting a barrier of some
sort on each side of the park for the neighbors. Commissioner Brown asked about the run-off that is killing the neighbors'
lawns. What can be done about that? Superintendent Smith has spoken with the operators and this fall, the fertilizer that is
applied to the turf will be a much lighter dose or will be worked into the soil to minimize run-off into the surrounding
lawns. Director Bernstein mentioned that the neighborhood needs to be aware that if a picnic shelter is placed in the park,
it will be a public city facility and as such, will be a part of the Park & Recreation Department's reservation process. If a
basketball court is plat:~cl in lh~ park, it will hav~ tu b~ quit~ small clue tu spat:e limitatiuns, pussibly 20' x 20'. Mr.
Kummer asked if a shelter or basketball court is placed, does the NRRC or staff feel that there would be issues with youth
loitering or noise? Director Bernstein replied that since it is a small, neighborhood park, any issues of this kind should be
minimal and would most likely be neighborhood kids. Commissioner Rohloff stated that one of the neighbors mentioned
thnt the neighborhood is willing to fInd matching funds to nssist in the implementation of these projects. Superintendent
Smith said that a park sign is in the plan for the future, but that since the City can only place 5-6 signs a year due to cost,
priority was given to parks without any current sign and high-use parks with fIelds and things that people are trying to fInd.
Mr. Kummer asked what the next step would be. Director Bernstein said that the NRRC will discuss the issues, it will be
recapped with the neighborhood, then the NRRC will make a recommendation and it will go to Council. Mr. Kummer
thanked the NRRC for all of their work and stated that the neighborhood just wants to make the best use of their park.

SCORE Hastings: Preliminary discussions have been held with the Hastings Hawks regarding selling advertising space at
Vet's Park in order to create funds to improve Hastings' recreational areas. Advertising would most likely be on the
fences, perhaps on a windscreen fabric. This would be a team effort between the City and the Hawks, with a split of some
sort of the collected revenue. Commissioner Schommer mentioned that the coupon portion of the program is no longer
desired, since many business owners thoug4t the program should be kept simple and there are already similar coupon
programs being used by other organizations. Commissioner Vandehoef thought that it would be worthwhile to explore any
ways to create revenue outside of our normal budget. Commissioner Vaughan cautioned that we need to keep the
advertising tasteful and should be careful on the quantity we allow. He also recommended that instead of just using the
revenue to improve Vet's Athletic Complex and other recreational facilities, we could use the money to fund a scholarship
program for Little Raiders, Hastings Hawks, HY AA and other youth opportunities. Commissioner Christenson thought it
was a good idea, but agreed that it needs to be kept simple and tasteful. Commissioner Rohloff commented on the amount
of Hastings' businesses that currently advertise at Miesville and would most likely advertise here if available.

Commissioner Schommer requested one NRRC member to accompany him to the next meeting regarding SCORE.
Commissioner Rohloff volunteered. Director Bernstein would like to see a refIned proposal at the next NRRC meeting.
8) Tuttle Park Neighborhood Meeting Recav: The meeting held on July 18th was well attended and resulted in a quite lengthy
list of requests from the neighborhood. Director Bernstein mentioned that the restroom will be placed earlier in the season.
Superintendent Smith said that the pea gravel will be swept from the trail once a week. The intent of the meeting was to
give the residents an opportunity to be heard - no promises were made. Commissioner Vaughan feels that these requests
need to be in the Capital Improvement Plan and should be prioritized along with the other park needslrequests in the City.
Commissioner Schommer felt that the neighborhood is comparing their park with South Pines Park. Commissioner
Christenson brought out that the playground equipment in the park was originally picked out by a neighborhood
committee. Director Bernstein mentioned that he explained to the residents that irrigation is given priority in more active
areas, like ball fIelds. Superintendent Smith thought it would be good to forward any ideas the NRRC feels are appropriate
to the master planner so that they can be included in the master park plan study. Director Bernstein has requested $10,000
in the 2007 budget for possible improvements. The NRRC requested that staff develop recommendations for the NRRC to
discuss at the next meeting.
9) Field Rental Application: Director Bernstein showed the NRRC a new Field Rental Application Form that will be used to
tighten up our reservation process. Eventually this form, along with other park forms, will be available on-line at the Parks
& Recreation website. The NRRC felt that this form was appropriate and looked good.
10) NRRC Park Imvrovement Request Evaluation: The NRRC reviewed the evaluation form and requested that the rating
scale be adjusted and that total points be added. Director Bernstein stated that it is important to have a process in place for
park requests and that he believes people will respect the process. Changes will be made to the form and it will be
reviewed again at the next NRRC meeting.

New Business
Tax Forfeit Property: There is a tax forfeit property available on the southwest side of Lake Isabel if the NRRC is
interested. After some discussion, the NRRC concluded that this property would be of minimal benefIt and
therefore it will not be pursued.
2007 Budget Items: The City's Finance Director asked Director Bernstein if any of the 2007 budget requests could
come out of park dedication funds. A list of about seven items was discussed. Commissioner Schommer suggested
dividing some of the costs between park dedication and general funds, perhaps 50/50. The NRRC recommended
advising the Finance Department on which items could possibly come out of Park Dedication, but requesting that
the decision process be shared regarding whether or not they actually will be.
Lake Isabel: Director Bernstein presented 3 options that Barr Engineering has come up with to improve access to
the lake. He is cautiously optimistic that we received the fIshing pier grant from the DNR due to comments from
Representative McNamara, but has yet to receive anything in writing. Concerns were raised about the water quality.
A dike could be built at the cost of around $1.2 million, but as Commissioner Christenson explained, major flooding
could still leave us with water quality problems. The current plan is to dredge about an acre of the lake.
Commissioner Vaughan was unsure that this project is the best way to spend our money - the access for the City is
still not ideal. Commissioner Schommer mentioned that thcrc is a possibility ofrccciving Statc or Fcdcral money to
assist in the construction of the dike. Director Bernstein is waiting to receive a recommendation from the East
Hastings Impr(Jvement Association, which he believes will be to go ahead with option #1 and allow for expansion
un option #2, and needs to go before Cowlcil on September 5th. His recommendation to City Council is to edueate,
and get Council direction on which option would best suit our purpose, if they even want to continue pursuing it at
all.
Bikc Trail Crosswalks: .commissioner Christenson informcd thc NRRC that a crosswalk for the bikc trail by
Madison & Lincoln on Cty Rd 42 was requested. The DOT did put up a "bike" sign, although the placement was in
between the two crossing areas. Other crossing areas of concern are on Cty Rd 47/48. The Public Works Director,
Tom Montgomery, has stated that the City has no control in these areas and that the County will not place
crosswalks here due the 45mph speed limit. Superintendent Smith also mentioned that Tom has been informed of
all City requests for crosswalks.

Parks Maintenance Activities
· On Saturday, September 23, volunteers from the Vermillion River
Stewards and the Rapid Riders helped to clean up the Vermillion River
watershed from the falls through C.P. Adams Park. When I had the staff
pick up the collected garbage on Monday it took 4 persons with two trucks
(1 one ton dump + 1 half ton pickup). About 22 tires, 15 bicycles, 2 dump
truck loads of scrap steel, 2 or 3 mattresses and 3 pickup loads of trash in
bags were disposed of. That was a lot of debris and all the participants
should be very proud of the work that was accomplished.
· The staff is continuing the fall herbicide program in all the parks.
· We have completed all the scheduled softball and baseball field uses for
the year. Soccer programs are continuing until October 17 and Little
Raiders Football is completed on October 12th.
· We have completed the prep work at the aquatic center for the shade
structure installs. We are now waiting on the contractor and expect to have
construction started on Monday, October 9th.
· Our staff has worked close with the Engineering Department on the
following projects: Tree removal in a street reconstruction area, tree
inventory as needed for a future trail location and planning, coordination
for construct around Lions Park.
· Volunteers from Joe Beattie's field biology class & FMR staff worked with
us on another restoration planting at the City property at the Sand Coulee
on September 15th.
· Park shelter reservations are complete for the season and September 30th
- October 1 is the last weekend staff is scheduled to work until the skating
season.
Hastinas Civic Arena
· Craft show went well sat 9/30/06
· Seem New Mech and Vilters settled on their difference about the oil
separators. Since they were installed the oil as been staying in the
compressor camber.
· Fall Ice has been going well for the user; the arena has experienced some
maintenance problems that have been corrected. The first 21/2 weeks the
building was real damp some days like rain the desiccant unit seems to be
doing its job from then to now.
· The HHB has the ice now and are booking their season.
· Contracts have been returned from Lhe High School and Lhe Conference.
· River blades skaLe school is orr and running. There was a somewhat lighL
showing so they cut back to 1 hour on their 12 Saturdays.

Parks Maintenance Activities
· We started the fall broad leaf herbicide project
· Fields have been prepared for all the HY AA fall soccer program
· The fall softball league play is underway and we continue to prepare these
fields and have staff on duty during the games
· Major renovation of the north side of the Veteran's Athletic Complex
soccer fields was completed. We modified the area for better playability,
reduction of turf wear and give the teams more space for play. To do this
we added two zones to the irrigation system, moved trees, benches and
we removed the permanent goals. We repaired all the damaged turf areas
with a 50/50 top dressing of sand and soil. Then we fertilized and over-
seeded the fields. These fields are being kept out of play until next season
for recovery.
· We aerated additional turf at Vet's Complex, the Aquatic Center, Pioneer
Park, Tuttle Park & other high use areas throughout our system.
· We did over-seeding in Parks that needed it.
· The new Roadside Park sign was installed and landscaped. The adopt-a-
park participant, Edina Realty, and Jean Thompson helped do the
landscape and donated the perennial flowers.
· We completed the installation of the new interpretive park sign at Old Mill
Park.
Hastinas Familv Aquatic Center
· Shade structure construction/installation has begun
· Coping stone project was updated and is completed. A 1 foot area of
concrete was removed and the stones were tilted again to alleviate the
flooding of the deck.
· Total attendance for 2006 - 34,642
· Total season passes - Resident=938, Nonresident=655. Punch cards sold
= 7506. Some interesting numbers - we sold 6914 slushes, 2221 hot
dogs, 3475 hot pretzels, 5271 cups of cheese, and 3101 bags of nachos.
Hastinas Civic Arena
· 8/29/06 Tuesday the MN Wild had a promotions company make a start up
promotions for them. This took place at 3 arenas Mankato, Redwlng and
Hastings. In the ad they had at the Hastings rink the Raiders on the front
of the 1974 zamboni, person walking with equipment in to the west locker
rooms and the score board and flag of the East arena.
· The HHB and their fall ice are moving along great. There also were 3
rentals by the public before football started. The public skate sessions are
very low in numbers but the public hockey has shown nice numbers.
· The youth winter season will start 10/23/06 Monday.
· The humidity in the west rink is now under control, after the first 3 weeks of
ice it was not removing the moisture from the area. A lot of fogged up
glass and wet ceiling. This was caused by 1 faulty component in the
desiccant unit.
· HYAA soccer is using the dryfloor this fall again 9/5/06 to 10/7/06 for a
total of 12 hours. There will be a craft show here on 9/30/06 Saturday
9:00am-5:00pm.

I am sorry I forgot your name.
Back in 1973 -74, etc. backstop built across from my house.
I called Mrs. Conzemius because we spoke to her before we bought lot.
She sent Maya Pederson letter no copy its? ? or ? ? - plus she called back?
The back stop was removed.
Her plans kids area and apt use - she felt sorry no homes.
No other park has this restriction that I know.
See attached? ? from family and also picture of stone in park.
Baseball is used - rec gave in - but most people do not care - when come area - perfect
example last summer - instead of warming up further down the team warmed up across
street - we all had balls in yards - closed house - cars - we asked with neighbor across
street to move down to less homes - he got smart off reply.

We have had some issues bad kids up park smoke - fight, etc. - many times police there.
They sit at table park - and leave junk all around - I realize they must be able to meet and
talk - no issue there - neighbors ask them to pick up - don't like visitor park access-
water bottle, etc.
In past kid or adults who mowed weeded would pick up - 10 minute job - kids are paid
pretty good to work - I see waste of time - They do not? ? this park - I see others they
do-
It is nice to see families - day care - even school picnics here - but all kids can use - I
believe this settles this - Issue Featherstone - it was developed for soceer has area roads
to park - '? does not do up all roads ifbuilt. Thanks tor time.

Lions Park
Back2:round Information:
In 2006, Lions Park is scheduled to have a new warming house constructed to replace
the building that currently is on site. With the public improvement to the well house
located on the east side of the park along State Street, it was felt that the Parks and
Recreation Department should research the possibility to add onto this existing
building rather then constructing a stand alone building. This was done to see if there
would be any cost savings to this project.
The stand alone building is budgeted for $130,000 with an additional $20,000 needed
for architect fess and water and sewer service. I have enclosed cost estimates for the
joint building with public works. The en~ire cost of this project is estimated at
$126,000.
Action:
1. Recommend to proceed with a stand alone building resembling Wallin
Park.

NRRC Park Improvement Request Information
Improvement Request Guidelines:
The City of Hastings and the Natural Resources and Recreation Commission (NRRC)
strengthens the enduring connection between residents and your park system by
maintaining, planning and upgrading the park system of trails, parks and open spaces
owned by the City of Hastings. In addition, the NRRC, City Council and the Hastings
Parks & Recreation staff work together to work with local residents to ensure your
needs are met. In an effort to meet the ever changing needs of the community with our
limited funding, the NRRC has developed an application for proposed improvement
projects.
The NRRC, City Council and City Staff make strategic plans for all parks, trails and
other open spaces. If you wish to propose an improvement to a City park, trail or open
space, the NRRC, City Council and City staff have adopted the following principles
guiding the upgrading of any city facility:
All proposed projects must have a direct and measurable impact within the parks/trails
and open space system.
All proposed projects must fulfill one ofthe multiple visions and goals ofthe NRRC
Comprehensive Management Plan including:
· Preservation or enhancement of an existing park/trail or open space
· Enhancement of opportunities for public leisure, education and scenic
enjoyment
If you, your neighborhood or other civic organization would like to recommend to the
NRRC any potential upgrades to a park, trail or open space, please send a letter or
e-mail that includes the following information:
· Name, .address and contact information or person(s) requesting the project
· Name of park, trail or open space ofthe proposed project
. Nature of the desired project
. Why you feel this project needs attention
· Overall system improvement if this project were to proceed
· Other people, community groups or organizations who are also interested in
this project (Please include list of names and signatures if possible.)
· Would there be any contributions (either volunteer or financial) from you or
your group for this project?

The NRRC will evaluate each request based on the followin2 criteria:
. Safety
. ADA compliance
. Age of equipment/facility
· Improved or expanded leisure opportunities
. Demographics
. Aesthetics
. Location to other facilities
. Maintenance
. Environmental concerns
· Relationship to the park/trail and open space comp plan
· Project cost and if funding is available

Park Comprehensive Plan - Proposal
Back2round Information:
As part of a Metropolitan Council directive, the City must undertake a
comprehensive plan that includes a host of city related topics. The City must
undertake this process every ten years. Since the last park comp plan was
developed in 1999, it may be desirable to get all comp plans for the city on the
same schedule.
A bid was let out for the city comp plan that included an alternate bid for the
Parks/trails and open space comp plan. If the City Council accepts this
proposed budget item, it is my recommendation to accept a proposal from
Brauer and Associates out of Minneapolis to conduct our parks/trails and open
space comprehensive comp plan.
