Since there was no quorum, the August meeting minutes could not be approved.
Director Bernstein handed out departmental updates to the NRRC members.
Director Bernstein informed the NRRC that Commissioner O'Melia has handed in his resignation
from the NRRC. An advertisement will be placed in the Hastings paper this week seeking a new
Commissioner. Interviews will be conducted at a future NRRC meeting, as has been done in the past.

5) Chris Ochs, a Graduate student from the University of Minnesota, next presented his findings
regarding the Vermillion River. The Friends of the Vermillion River have requested that the
Vermillion River become a designated canoe route and also that there be increased access to the river,
mostly throughout the river gorge. Chris examined the possibility of adding canoe and kayak access
points, as well as more rescue access points and anchors along the river. He mentioned that once the
flow is up, we are already seeing about 40 kayakers per week using the Vermillion. Commissioner
Brown asked what the political process is to designate the Vermillion as an official canoe/kayak route.
Chris informed the NRRC that the Vermillion already meets the criteria and all that is needed is for a
bill to be passed in the legislature. He also mentioned that Representative McNamara is in support of
this issue. Chris will be giving this same presentation to the DNR and the Friends of the Vermillion
River. Hard copies of the presentation will be distributed to NRRC members. Commissioner Brown
mentioned that he would like to share this information with the Vermillion River Watershed
Commission as well.
6) Lion's Parking Lot: The City Council has approved the Lion's parking lot request made by Hope
Lutheran Church. We are now just waiting on the church to take further action.
7) Pool Coping Stone Replacement: The coping stones at the pool have been removed and the
H::placement will begin the middle of next week.
8) Levee Park Meeting: Director Bernstein informed the NRRC that two firms were interviewed last
week regarding the Levee Park Redevelopment. The firm that was chosen was Bonestroo. Director
Bernstein also mentioned that the improvements are contingent upon the sale of the condominiums -
at this point, neither building is where it needs to be to start the improvements.
9) Skate Park Committee: Director Bernstein would like to form a Skate Park Committee this winter to
review the various options available regarding the future of the skate park. The goal of this committee
would be to develop a recommendation for City Council. The committee would consist of city staff,
some members of the NRRC as well as members of the public who have an interest in the future of the
skate park. A notice has been posted on the skate park web site requesting volunteers.

10) Grants: Director Bernstein is applying for a grant from the Mississippi River Fund to update the
fueling dock to a new observation/fishing pier. Commissioner Brown expressed interest in the
possibility of running a fishing boom (floating dock with access from the shore) from the site.
11) New Business
Director Bernstein would like to form committees to develop business plans for the Aquatic
Center and for the Civic Arena. Areas to be considered include, but are not limited to,
economics, efficiency of the facilities, concessions, registrations, etc. The goal of each
committee would be to lessen the City's subsidy of each facility. The committees would start to
meet as early as next month and would consist mostly of city staff These committees would not
involve the public. Commissioner Vandehoef stated that it makes more sense to keep these
committees internal as they will be dealing with operational issues. Director Bernstein
mentioned that he plans to send out a letter to the NRRC requesting volunteers for these two
committees as well as the Skate Park Committee.
12) Old Business
Director Bernstein passed out conceptual plans of the Levee Park Redevelopment for the
Commission's review.
Director Bernstein also informed the Commission that there was a suicide at Conzemius Park a
couple of weeks ago and that the police handled the matter.
Next meeting scheduled for October 11th at 6 p.m.

HastinQs Familv AQuatic Center
· All the coping stones have been removed.
· A Crew of 2 individuals contracted by Kinematics worked the weekend of October 1,2; working on
saw cutting the deck area.
· The crew will be back on October 9 to begin cup sanding the plaster wall side of the gutter 1/4 " to
prepare for coping stone fit.
· Stones are potentially set to be delivered on October 10 and setting will begin when sanding and
mortar bases are complete. The temperature needs to be above 40 degrees for stone setting.
· We are in daily contact with Ira from Kinematics on the project and weekly projections of progress.
· Darbie met with a rep and tried a new product on the slide and play structure to restore the original
color. The product made quite a difference and will likely be used next spring. The slide and play
structure are 7 years old and have faded considerably.
Skate Park
· One more try to run a skate board camp.
· Dates October 20,21 from 9 AM - 12 Noon
· Cost $95.00
Wao/linQ Houses
· Hiring will begin November 1, 2005 with the potential opening date of December 17, 2005.
· The rink schedule is slightly different that in years past due to use and attendance tracking. Heavier
used rinks will have longer hours.
Parks Maintenance Activities
· Clean-up the woodlands at C.P. Adams & the SNA in partnership with FMR & REI. About 40
volunteers worked to collect over 3 dump truck loads that our staff disposed of.
· Clean-up at Old Mill & Jaycee Parks by student volunteers from St. Elizabeth Ann Seton.
· Flail mowing the natural grass areas at Wallin, Riverwood, Greten and Pleasant Parks.
· Working on installation of new players benches at Vet's Complex.
· Continued progress on the fall season broad leaf weed control.
· Monthly playground safety inspection.
· Rainwater garden plantings completed at the LeDuc Historic Site.
· Three staff members attended training to update their Tree Inspectors Certification.
· 46 shade trees planted along the trail corridor off of Hwy 316 in partnership with MN/Dot.
· 41 trees planted as a buffer near the new LeDuc parking lot.
· Updating snow removal plans for this winter to include taking over the previously contracted areas at
Public SQuare and downtown and the following additions:

· West rink opening date Saturday 10/15/05 2005-2006

· HY AA usage for soccer was only 6 dates that ~ 12 hours.
· West ceiling has been painted and Nakasone has cleaned out all of their materials.
· Repair to east rink 5" header system will be complete next week; rest of parts came on 10/7/05.
There was a bid by NewMech to repair this at $3,900 dollars so the arena crew decided to track
down the parts and do the task ourselves.
· Fire sprinkler system has been inspected and tested for the 2005-2006 season.

Skate Park Task Force
Back2round Information:
Staff is currently developing goals and objectives for this task force in order for
the first meeting in November. The goals and objectives may be modified
once this task force begins to meet on a regular basis.
The first meeting of this task force is scheduled to meet at 6:30 PM on
November 1. The meeting is scheduled to take place at the Parks and
Recreation Department.
Ultimately, staff believes this task force will bring forward to council
recommendations regarding the skate park.
