Absent: commissioner Popp. 2) Motion made by Sieben and second by Brown to approve the June 2004 niinutes. Passed unanimously. 3) Pioneer Park development. Bids' were accepted for phase one (outdoor rink and lights). Discussions included pavement vs. not pavement. Pole height and foot-candles of lighting, possible irrigation of future. field,. size of rink being bid and skate park, location. e The commission approved the phase 1 part of the project and redevelopment of Pioneer Park. ( ) 4) Construction bids for two walming shelters. Bids V\Tere accepted for two warming shelters for 'Vallin Park and Lions Park. Bid process came in overbid approx. $86,000. Discussions include soil of area, sewer and ,vater, heat, design of facility and why project was over budget. e The commission approved a step process approval relying on infolmation from City Hall/administration. o Build both facilities if Inoney can be transfelTed to 2005. o If not, build Wallin park in 2004 o Lions park in 2005. 5) Park dedication acceptance for development of YMCA land. Discussion included the value of the land verses dedication fee, donating the funds to the YMCA, making sure the fees \vere coming from the developer verses the YMCA. · The cOll1mission approved the acceptance of the park dedication fees in lieu of land for a total of $8,505. 6) COlnnlissioner O'Melia passed out virtual tours on CD to all members to view of the Cities bike paths. 7) The NRRC then took a bus tour of park facilities and trails south of Hastings. 8) The commission then adjourn following the tour. The Planning COlnlnittee of the Co.unci! and along with the Mayor that a cOlnpromise would be if trails were nalned in the honor of these veterans instead. Councillneluber Riveness held conversations with SaIne veterans who brought fOlih this proposal and mentioned to John Hinzlnan that this group would prefer to name streets over trails. NRRC Action Requested: 1) No action-required, but possible recolnmendation would be beneficial. Honorable NRRC Melnbers From: Barry Bernstein, Parks and Recreation Director Subj ect: Lake Isabelle - East Hastings HOIneo~'ners Back~round Information: The east Hastings Homeowners Association for a nUl11ber of years has been working with the City to investigate if restoration of this lake could be possible. A nUlnber of proposals have been brought forward and discussed. It is Iny understanding that the lTIOst recent information includes the possib.ilities of dredging a'partion of the lake, fishing pier with handicapped access and even the possibility of reducing the water level for a timeframe. Just for your infonnation, here is an update: A grant request was placed with the DNR. Unfortunately, this aInong other grant requests was denied for 2004. The DNR suggested that the lake depth change and handicapped access be installed for the fis11ing pier project to be considered. Barr Engineering cost estilnates are as of 4/26/04: Engineering design $1.2,000 Retaining wall $6,000 Fishing pier $25,000 Handicap parking $4,000 Accessible ramp $50,000 Dredging (no hulling) $65,000 Draw Down water level $45,000 The Parks and recreation Department is planning to meet with Tree Trust to see if handicapped accessibility would be a possible project in the SUITIlner of2005. There is a Mighty , Ducks grant that we will receive $50,000 dollars from, this has been sent in and are waiting for its delivery. Second project on the East arena is the upgrades in compressor room. New compressor and glycol pumps with new piping flows to help both the West/East arena floors to maintain better ice temperatures. The arena floors operate at too different flows both sides will pull off a main glycol loop east floor will require a lower temp then the West floor. This loop/equipment was engineered by Bonestro of 81. Paul. This project should be complete by Sept 15, 04. The West arena wiil open for the ice season on Sunday October 10, 04. From: Sliver McGree Sent: Wednesday, September 01, 2004 10:02 AM To: Barry Bernstein Subject: Arena up date: Week of 8/23/04; Jeff and Sam re-glued 432 sqft of lose rubber in main lobby, cleaning new rink board and wax them. Cleaning glass on new rink, re-stringing goal frames netting. Painted west locker room 1 &2 also cleared out office to have new carpet installed. Construction in east and west compressor room is completed 8/26/04 all piping, compressors, pumps are in. Now the electrician should be finished 9/3/04,Then they will be insolating all glycol piping the week of 9/4/04. Looking to start all equipment about the 15th of September hope fully all things will work. We are going to open the west rink for the ice season sunday1 0/10/04. The east rink at this time is looking like a Monday 10/25/04 opening date. Week of 8/30/04; Jeff is on vacation. Sliv working on mail and E-mail after his week of vacation, ice hours to ice book, Contracts are back and signed from all high school practice and games 9/1/2004 ) ) Here is an update of the work happening in the Hastings Parks. \^le have been active in bettering our cOTIll1lumcation ~litll the COhllTIunity. Tllanks to 1Nork done by NRRC member Dennis O'Melia and Stephanie Nornes we have another addition to the Parks \~1 eb Page. We invite you all to visit tIle viltual trail tour. You will find pictures and descriptions of the pedestrianlbike trail all around the cit)T. llttp:/ /www.ci.hastings.mn.us/Depts/P arks/Trail Tour/index. htInl We are also working with Suzi McNalnara on regular cable informational programs on the parks. This has been an ongoing program, but we are continuing to improve and expand it for the benefit of citizells in Hastings. Pioneer Park is 'wllere much of our crew has focused recently. The first phase of ilnprO"Velnents is the construction of the permanent- hoekey rink.. Wark is completed to prepare for the C011tract installation of boards, fence and lighting. All work is going to be completed in ad"vance of the skating season. We also just cOlnpIeted the rebuilding of the baseball field. This included pitching mound rebuild, aeration, seeding and feliilizillg. The b.aseball field at \1 eteral1's Atllletic Complex \vas also given the once o\rer. We have been able to overseed Inany of the parks ~lhere the turf is ill need. Tilning tllis for the season that will give us best results. Our fall V\leed control program and feltilizing is also started. These tasks take about 5-6 '\veeks to complete. () Finally the project that is going on that \~ill make a big iU1pact on our Park Systenl is the trail cOlmection under Vermillion Street at the River Bridge.
