Passed unanimously. 3) Commissioner Vaughan asked to add the skate park to the agenda. 4) The following dates will approved the NRRC meetings: October 12,2004 November 9, 2004 December 14,2004 January 11,2005 C) 5) A request for a sign for the Greten Family Park Sign. Discussion included: The sign does not conform to the other park signs in the City of Hastings. Cost of the sign, approximately $3,500 + tax, which is Cities cost. Naming of park Potential upgrades of signs for future through all city parks. Consistency of parks signs and names for all City of Hastings parks. For future can we have all developments in the City of Hastings come through the NRRC for approval? Branding of Hastings Parks. MOTION: O'Melia recommends table request until staff will research specifics about agreements with the park and the development. Second by Seiben, Passed unanimously. 6) Director Bernstein gave a verbal report on the process of the two warming shelter requested to be build at Wallin and Lions park. Discussions included: Ward 2 has a small balance ($109,000) in the dedication fees account (Lions park) Ward 4 has approximately $400,000 in the account (Wallin Park) Council asked staff to rt:bid tht: prujt:ct lor two st:paratt: buildings ami for staff to have discussions with the Lions contributions. Lions made a commitment to assist in the project but will discuss amounts with their board. Project has a vision of constructing Wallin shelter in 2004 and potential shelter at lion's parks for 2006. Question of is Lions park a neighborhood park or community park? Master plan labels the park as a neighborhood park. Staff will ask for bids again on Wallin shelter for 2004 for basis shelter with a "shopping list" for added items, such as drinking fountains, types of heating and automatic overhead doors. Question of why the architect drew a $125,000 shelter when he new budget was $100,000 per shelter? o 7) Director Bernstein gave a verbal report on the process of the Vermillion under pass bike path. Discussion included: Possible ribbon cutting ceremony. When and who would be invited? MOTION: Sieben recommends an event (ceremony) be considered by City council with a list of parties to be invited for the Vermillion underpass with the date to be determined for this year. Second by Popp, passed unanimously. 8) Director Bernstein gave a verbal report on the Pioneer Park redevelopment. Discussions included: Staff is meeting with contractor to verify the first phase of the redevelopment of adding a permanent hockey rink and lights. Barry will verify the rink size dimensions. Power will be added this time to memorial site on the North East comer. VFW has agreed to donate a new flag pole. 2005 budget will allow for a pavers path to be added by the flag pole. 9) Skate Park (added to agenda). Discussion included: Council's discussion of the pioneer park redevelopment. Attendance of park this year verses past. Skate park equipment condition (very good, tier two, which needs to be staffed) Staff promotion of Skate Park, can more be done? Location, is this contributing to low use? Should skate park be incorporated into a bigger picture such as a "teen park" Input from users. MOTION: Vaughan recommends that staff provides a business plan to NRRC at future meeting for Skate Park. Second by O'Melia, passed unanimously. 10) Director Bernstein present request of naming trails after fallen vets. Discussion included: How many different trails are we looking at re-naming? NRRC agreed to table the request to a future meeting. 11) Civic Arena update Discussion included: Signage on facility as a possibility. 12) Aquatic/skate park update There were 60 of the 90 days the pool was open were below average. Hours will change at Skate Park since school started. 13) Parks update bennis O'Melia was recognized for his contribution for his virtual tour of Hastings bike paths. Staffwill check to see ifthey can get this addition added to the front page of the City of Hastings web site. Staff has been in discussion with Cable TV about more updates/promotions on the Hastings parks system. At Vet's fields, reseeding and fertilizers are being scheduled. Vennillion underpass lights still need to be hooked up. 14) Lake Isabelle report We did not receive a grant for the fishing pier. Kevin Smith is working with Tree Trust program with some potential help with project. 15) New business Potential upgrade at Roadside Park by long slide to help with the erosion. Condition of playground equipment at Vet's park was discussed and looking for a solution to replace soon. The recorded name on file with the City of Hastings Planning Department is Greten Park. A pre construction meeting was held on Wednesday, October 6, 2004. Construction on this project will begin on Wednesday, October 13th weather pennitting. The building schedule is to have this building operational by December 15, 2004. The resilient surface is in need of repair due to heavy use and possible abuse. I have spoken with the equipment manufacturer and he said that he informed the previous administration that the surface would only last three years. After three years, this surface sun.ounding the slide needs to be replaced. The erosion issue on each side of the hillside also needs to be addresses. The issue is due to traffic patters and general wear and tear. I have received a quote to remove and install a product that believed to wear better then the CUlTent product. The City maintenance crews will hall away the material. The cost for this project is $5979.50 The erosion problem on each side of the slide can be eliminated with landscaping and block stairs. Our maintenance crew can tackle this project. The materials needed for this project total about $4000. Due to the high volume of use and visibility of this park, it is suggested that both of the restoration projects proceed as outlined in this memo. Recommendation: A. NRRC approval to use park dedication fees or other finances available to complete these projects. B. Currently, they have 46 people on their list who have served in conflicts fi-om WWII to Vietnam. Due to the complexity in naming streets, the next idea is to name sections of trail. It is not my desire to place name signs along the trail system, but as an alternative, placing informational displays (similar to the interruptive signs along the river) with what theater they fought and the names of the fallen. These signs would be placed at areas throughout the city. Our next meeting with the vet's group is Monday, October 18 in which city staff will present this idea. To Barry. 10/5/04 Fri 10/1/04 new camp's room in service, we are pulling temp down on west floor to prepare for Monday morning flooding. All equipment worked ok over weekend. Turned compressors temp's down to 15 degrees at 7:00am and are going to start to add water to west rink. Mark from Nemech added waterto glycol loop to raise pressure on pump suction. Sprayed rink six times today 8:00am to 6:30pm. #2 camps went down 4 times today on high differential pressure, N ewmech has been called on this, the remedy for this was to close both oil ports for readings there is still a safety shut down so these are ok to close they are contacting the compressor company on this glitch. Floor is freezing very nice. Started first night ofhyaa soccer they are using the dry floor 3 nights a week for 2 weeks at 2 hours each night. Tuesday 10/5/04 spraying rink N ewmech called on glitch of oil diff will be coming down today. Sat down with the skate instructor Liatra ass we discussed the times for learn to skate classes and payment arrangements If there are 35 students her and her assistants will bill arena $82.50 per class there are 8 classes in 1 session. If there are 40 students they will bill us $100.00 per class. This will be paid every 4 weeks. One check to Liatra and she will pay her staff. We also talk on the 2nd session this should also be ago. o 10/5/2004 ) Update 9-27-04 HFAC Winterization ofthe pool has been completed. In addition to routine yearly end of the season maintenance, the lane lines were re-painted, the big slide was stripped of old caulking and replaced with new, one large umbrella was repaired with new winch cabeling, and the cedar decorative posts were power sprayed and re-sealed. The end of this month, the building will be drained of water and winterized as well. As you may have read in the newspaper, this was a difficult season for HF AC. 60 of the 90 days open were below average temperatures. A total of approximately 1 5,000 patrons visited the pool in 2004. A nonnal year we have roughly 30,000 patrons. 1425 season passes were sold, which is about 100 less passes than last year. Skate Park There are only 3 weekends left that the skate park will be open for the 2004 season. The park is open Friday evenings and all day on Saturday and Sunday. Attendance has dropped slightly since school has began. o PARKS UPDATE for SEPTEMBER 20, 2004 The Minnesota Society of Arboriculture has awarded the City of Hastings the 2004 Treescaping Award. The award is for the project we did on Arbor Day this year. This was a pminership project between Hastings Middle School, the Depmiment of Transportation and the City Parks Department. The award will be given out at the Fall Conference being held at the Minnesota Landscape Arboretum on September 30, 2004. The work to teach the students the right way to plant the trees and then have them participate in the planting was most important in the success that we now enjoy. We are fertilizing the heavily used ball fields and high traffic areas in our park system during the week of Sept. 20-24. Fall broadleafweed control continues throughout the parks in Hastings. This project takes about 3-4 weeks depending on weather during that time. A re-certification class for pesticide applicators was held at the Joint Maintenance Facility on September 13,2004. This class satisfies the Parks Staff educational component for State licenses. School District staff and local applicators also attended the workshop. As college students left us to return to their schooling and the turf starts to slow down for the season we are expecting that the last day our seasonal employees will be with us will be October 1,2004. ('~) We are exploring of ways to correct the erosion problems at the Roadside Park Large Hill Slide. The Tree Trust is working with us to come up with a plan that will include stone retaining walls and shrub plantings. A memorial bench is on order and will be placed along the trail near Lake Rebecca in Memory of Lions Bernie & Maggie McCoy. The Hastings Lions Club presented us with a check to cover the cost of this new bench.
