1) Roll Call at 6 pm: Commissioners Brown, Christenson, Popp, RoWon: Schommer, Vandehoef, and Vaughan, Parks and

2) Approved August meeting minutes. Motion by RoWoff. Seconded by Vaughan. Passed unanimously.
3) Bridget Sutter was in attendance as a representative for the Eagle Bluffs Homeowners Association. The association met
and voted on requested improvements to Eagle Bluff Park. They are requesting a Y2 court basketball court with no lights
and shrubs lining the property lines of the park between the adjacent homes. They would also like the back of the park
cleaned up a bit, but no additional shrubs are being requested for the back. Director Bernstein mentioned that a picnic table
was already placed in the park this year, and that he has requested some money for the 2007 budget for park improvements.
The council has not approved the 2007 budget yet, and we will not know the final version of the budget until after the
Truth in Taxation meeting, which is normally held sometime in December. Ms. Sutter also mentioned that the City website
had incorrect information posted regarding the NRRC meeting.

Caryl Holmes, a resident who lives at 1207 Park Lane, came to voice some concerns regarding Conzemius Park. Director
Bernstein started out by mentioning that the park has a baseball field and open play space area, both of which are currently
being used for organized activities, like baseball and soccer. The reason that the open space is being used for soccer is
because about 6 soccer areas on the north side of Vet's Park were lost. The Parks & Recreation Department decided to
relocate two of those fields to Conzemius Park to help offset the deficiency. Ms. Holmes' concern is that when she built
her home, Mrs. Conzemius stated that the park was being designated as an open space for children to play - it wasn't to be
used for organized activities. Ms. Holmes was also concerned about the lack of parking and the narrowness of the streets.
She feels it is a safety concern for the neighborhood. Featherstone Ponding Basin was brought up as an alternative site.
Director Bernstein didn't have soccer at Featherstone this year due to a proposed hospital construction project. Ms.
Holmes asked why we can't use school property for these activities. Director Bernstein informed her that the Parks &
Recreation Department doesn't have any scheduling control over school district facilities. Commissioner Christenson
mentioned that this is not a problem exclusive to Conzemius - many of our local parks are experiencing similar issues. He
also brought out that the whole city pays taxes to maintain the parks, including Conzemius, and there is a fme line to walk
in regards to use. Director Bernstein agreed that many of our neighborhood parks are being used for activities that they
were not initially intended for. Ms. Holmes also mentioned that she doesn't mind the baseball field being used, but that she
would really like to see the open area left alone so that children, church groups, etc. can use it.
5) Departmental Updates were passed out to the members of the NRRC. Director Bernstein mentioned that installation of the
sun shade structure at the pool has begun. This will result in an addition of deck space to accommodate between 20-30
more chairs.
6) Lions Park Warming House: ^ bid was received for building a warming housc adjacent to thc Public Works lift station on
the east side of the park. The bid came in at around $126,000 and includes Public Works assuming all the engineering fees
on the oombined structure. Commissioner Rohloff asked where the stand alone building would be placed and would it be
more convenient for skaters? The stand alone building would be located on the west side of the rink, where the current
building stands now. If a combined building was built on the east side, however, a general skating rink would be put in
next to it. Director Bernstein also mentioned that the interior beams on the old building are still in fairly good condition,
and he would like to use them for an open-air picnic shelter. Commissioner Vaughan asked if buildings like this shelter
and the one at Wallin could ever be left open all the time for people to use the restroom, etc. Director Bernstein replied
that vandalism is a major concern with that, but that one possibility might be to have seasonal staff similar to what we do
with warming houses. The bathrooms would be available during heavy use times, and we could even check out
recreational equipment for people to use in the park. Currently, ifHY AA wants to have the bathroom available, they just
need to check out a key from the Parks & Recreation Department.
MOTION: Commissioner Vaughan motioned to recommend bidding out a stand alone building at Lions Park to City
Council. Seconded by RoWoff. Passed unanimously.

Bituminous Rinks: Director Bernstein informed the NRRC that the bituminous surfaces at Lions Park and the Arena have a
coating painted on to seal the surface and make the rinks better for in-line skating.' However, the coating is causing
difficulties with making ice. The City of Chanhassen had the same coating on some of their bituminous rinks and
experienced similar difficulties. They tried to sandblast the coating off, but didn't have good success, so they ended up
removing the bituminous all together. Commissioner Vaughan was concerned with the earlier costliness of creating those
bituminous rinks - would it be possible to grind the coating off like they do with the streets? It would be nice to save the
bituminous if at all possible. Director Bernstein said he would look into that, but that the decision at this point was to
remove the bituminous so as to be able to have good ice in the winter.
8) Lake Isabel Uvdate: The engineering specs should be received soon. City Council recently approved dredging one acre of
the lake and going ahead with the fishing pier, improved parking and improved access. On another note, Joan Warner from
the East Hastings Improvement Association approached the department with a donation which they would like to use to
reshingle the shelter at Lake Isabel. Waivers are being done for the volunteer labor.
9) NRRC Park Improvement Request Evaluation: Director Bernstein passed out a cover letter with an evaluation form to be
used for requests for park improvements. The cover letter would be given to the requester, and it outlines the information
that the requester would need to get and submit to the Parks & Recreation Department for their request to be considered.
The evaluation form would then be used by the NRRC to prioritize the request. Commissioner Brown stated that he hoped
elected officials would defer to this process when we have it fmalized. Commissioner Vaughan expressed concern over the
current park requests that are in motion. All of these requests should have to go through this process. Commissioner
Vandehoef agreed that all requests should be put on hold until we get this process finalized. Commissioner Schommer
asked why members of City Council weren't in attendance at NRRC meetings. Commissioners Christenson and Vaughan
cautioned that Council Members have a lot of demands on their time already and we need to be sensitive to this. Director
Bernstein also meets with the Parks & Recreation Committee of Council 3-4 times a year to keep them apprised of the
efforts the NRRC is making. Commissioner Popp suggested that if the council is in disagreement with a decision the
NRRC makes, then maybe we could invite them to come to a meeting to discuss. Commissioner Christenson asked that we
add a place for estimates and engineering costs to the evaluation form. Commissioner Schommer thought it may also be a
good idea to ask requesters to make a short presentation to the NRRC when making their official request. The NRRC
agreed that we cannot get this process in place soon enough! Director Bernstein will bring it before City Council for
approval.
10) Park Comprehensive Plan: The Met Council requests a City Comprehensive Plan every 10 years from each city. The last
park plan was done in 1999, and with all of the development in Hastings, we are in need of a new comprehensive park
plan. Director Bernstein received 3 bids for our plan, and he recommends that we go with Brauer and Associates. He has
worked with them before and they are top notch. All the bids came in at around $40,000.
MOTION: Commissioner Rohloff motioned to recommend Brauer and Associates to the City Council for our
comprehensive park plan. Seconded by Schommer. Passed unanimously.
11)
New Business
Commissioner Christenson passed on the thanks of the Hastings Environmental Protectors to the Parks & Recreatiop
Department for the boulevard trees. He also informed the NRRC that the crosswalks, both for bikes and pedestrians,
are going in around the city.
Commissioner RoWoff asked whether or not the Kennedy ice rink would be used this year. Director Bernstein said
that we are planning to use it this year, and that the issue will be brought forward at a future NRRC meeting.
Commissioner Christenson mentioned that there is a new development coming in at the end of Spiral Boule~ard by
the industrial park. He suggested that since the city owns about 80-100 acres of land out there, we use the park
dedication money from the new development, request 10 acres or so from the city, and expand Veterans AtWetic
Complex. This would help to alleviate the burden our neighborhood parks are feeling due to a lack of fields for
organized play.

Parks Maintenance Activities
· Tree planting at Eagle Bluff Park, Public Square and Vet's Complex
· Removed asphalt surface at the Lions Park hockey rink

· The City Forester has been spending time with tree preservation and

finished with the new deck

Al Singer from Dakota County will be presenting a concept to redefine the
Freitag property to a Wildlife Management Area (WMA).
The Freitag property is a 300 plus acre parcel located in the furthest eastern
region of Hastings along the river. There are only about 30-35 acres that are
developable due to most of this property being in a 100-500 year floodplain.
There has been some inquiry about developing this property, but a limiting
factqr is that the current bridge to get to this property is undersized and costly
to reconstruct.

GORES POOL 3 WILDLIFE MANAGEMENT AREA
The Gores Pool 3 Wildlife Management Area presently includes 6,860 acres of land
located between Hastings and Red Wing in southeastern Minnesota. 4,122 acres of the
land are being managed by the Minnesota Department of Natural Resources under license
from the U. S. Army Corps of Engineers. 2,738 acres have been purchased from willing
sellers. The area is part of three townships (Ravina, Welch, and Red Wing) in southeast
Dakota and northern Goodhue counties.
The area is located on the Mississippi River flood plain and is relatively level, with
elevations ranging from 670 to 680 feet above sea level. The Vermillion River also runs
through a portion of the unit. The area is comprised of floodplain forest, emergent marsh,
backwater lakes, and sloughs. The principle land use in the area is agricultural but with
Hastings and Red Wing so close, over 31,000 people live within ten miles of the project
boundary. A vast majority of the state's population lives within 100 miles, with
Minneapolis, St. Paul, Mankato, Rochester, and Winona all within this distance.
The area was originally established in the late 1930's due to the Mississippi River
Navigation Project. With the construction of Lock and Dam 3, the Department of the
Army was given jurisdiction over 4,122 acres of land and water areas between Hastings
and Red Wing. This property was then leased to the State of Minnesota for wildlife
management purposes under authority of section 4, Act of Congress, 22 December 1944,
as amended (16 U. S. C. 460d) and section 3, Fish and Wildlife Coordination Act of
1934, as amended (16 U. S. C. 663). The current lease agreement began on 1 May 1985
and runs until 30 April 2010.
All of the Gores Pool 3 Wildlife Mariagement Area is being managed as public hunting
grounds, with the exception of 500 acres established as a sanctuary. The sanctuary was
established so that waterfowl might have a place to feed and rest. That portion ofthc unit
that is open to hunting is very popular with waterfowl hlmters. Deer hunting is also
popular, as is trapping and/or hunting for turkey, beaver, mink, muskrats, coyote, fox,
squirrels and raccoon.
Shallow water fishermen use the backwaters and sloughs intensively while the
Mississippi River is used by those who prefer deeper water angling. The backwaters
produce good catches of crappies, sunfish and northern pike. Ice fishing is popular in
North Lake and the Vermillion Slough. The main river yields catches of walleye, sauger,
and catfish. The shallow sloughs and backwaters have a chronic rough fish problem.
Although a user survey has not been conducted regarding hunting and fishing use, it is
reasonable to assume that tens of thousands of user days are spent in the area annually
pursuing multiple species of fish and wildlife, and still more with other forms of
recreation.

Minnesota's wildlife management areas are administered by the Commissioner of Natural
Resources to perpetuate and, if necessary, reestablish quality wildlife habitat for the
maximum production of a variety of wildlife species. WMA' s are land and water habitats
having a high potential for wildlife production with the purpose of producing wildlife for
public hunting, trapping, fishing and other compatible outdoor uses. Minnesota will
restrict public uses of these lands that are not related to fish and wildlife.
The production of a variety of fish and wildlife species from the forest, marsh, and river
habitats is the primary goal. Optimum use of Gores fish and wildlife resources is a
secondary goal. Utilization of the area's resources will not endanger the perpetuation of
any fish, wildlife, or plant species and will provide an ae~thetically pleasing experience
for outdoor enthusiasts.
In addition to the lands managed as WMA,neighboring lands have great value for
wildlife, fish, and intacl natural communities that are unique to the driftless southeast.
Just south of the Gores unit, the Cannon River flows to the Mississippi River. An
organization called the Red Wing Wildlife Protective League owns over 2000 acres
around this confluence. The Division of Forestry owns about 2000 acres nearby and the
Scientific and Natural Area program owns property along a 'six-mile stretch of the .
Cannon River just to the west. The Vermillion River flows through these same bottoms
and reaches the Mississippi River directly adjacent to the mouth of the Cannon River.
The braided Vermillion and Cannon Rivers, the seasonal wetland communities that are
recharged by flood events and those that are fed by perennial springs, and the shallow
Mississippi River backwater lakes all combine to provide a tremendously diverse wetland
system. The intact forests of bottomland hardwoods and the associated forb and wildlife
communities are unique in every respect and demand innovative management techniques
to retain. The Minnesota DNR County Biological Survey declared the entire region
between Hastings and Red Wing an area of high biodiversity.

Acquisition opportunities exist and could be pursued to protect and enable management
of these critical habitats and populations and to provide recreational opportunities.

Technical Guidance Document for the VermiIlion Bottoms
and Lower Cannon River Area Floodplains
Dakota and Goodhue Counties, Minnesota

Background
This document is the work of natural resource managers from seVeral agencies and
organizations concerned with the conservation of floodplain habitats in the Vennillion
Bottoms and Lower Cannon River Area floodplains located in Dakota and Goodhue
Counties, Minnesota. This project is an outgrowth of a Minnesota DNR interdisciplinary
'planning effort (Subsection Forest Resource Management Plan) for southeastern
Minnesota that included the Vermillion Bottoms and Lower Cannon River area. During
this process, participants agreed that the challenge of managing floodplain habitats to
meet diverse goals required a concentrated effort by DNR staff together with other
agencies, conservation organizations, scientists, and private landowners. This document
is the result of numerous field tours and meetings conducted in 2002 through 2005.
Area Covered by this Plan
The area covered by this plan (referred to as the "project area") is shown in Figure 1.
The plan covers the floodplain areas within the "proposed project boundary" of the
Vermillion Bottoms and Lower Cannon River Area in Dakota and Goodhue Counties
(Dunevitz 2001). These floodplain areas total about 25,000 acres, which includes about
10,955 acres of forest.

Primary public lands within the project area (Figure 1, Table 1) include the Hastings
Scientific and Natural Area, the Cannon River Turtle Preserve Scientific and Natural
Area, the Gores Pool Wildlife Management Area (owned by the US Army Corps of
Engineers anc:ileased to the state DNR, Division of Fish and Wildlife), other Army Corps
of Engineers land, the Espen Island. Wildlife Management Area, and the Collischan
Bottoms State Forest, a u,nit of the R.J. Dorer MemorialForest. Independent School
District #256 owns several large parcels in the Cannon River bottoms. In addition, there

Natural Resources Summary
There are several documents that describe the natural resources of this area in detail.
The report An Evaluation of the Ecological Significance of the Vennillion Bottoms and
Lower Cannon A,;ea (Dunevitz 2001) summarizes the native plant communities, rare
species, and overall biodiversity significance of the area (Figure 2). Forest stand data for
the federal and some of the state-owned lands describe dominant tree cover, age classes
of trees, and other vegetation components (Figure 3). These data indicate that most of the
forests in the project area are 50 to 70 years old, originating after logging following lock
and dam construction, and are dominated by silver maple. Scientists with the Long Term
Resource Monitoring Program (LTRMP) have collected extensive vegetative cover data
in the Mississippi River floodplain. [The LTRMP is being implemented by the U.S.
Geological Survey in cooperation with the five Upper Mississippi River System states
(lllinois, Iowa, Minnesota, Missouri, and Wisconsin), with guidance and overall program
responsibility provided by the U.S. Army Corps of Engineers.] Bird survey data have
been collected by the United States Geologic Survey and the DNR's Minnesota County
Biological Survey. The Environmental Pool Plans, Mississippi River, Pools 1-10 report
(River Resources Forum's Fish and Wildlife Work Group 2004) summarizes resource
issues and provides maps of current and desired future conditions. The report Collischan
Bottoms Plan (Vennillion Bottoms and Lower Cannon River Area) (Helbig 2002)
includes forest management history of the State Forest lands in the project area and
provides a timber management plan for state-owned Forestry and Wildlife lands through
the year 2008. .
A very brief S1;lmmary of the highlights of these reports follows. The project area
contains one of the largest expanses of floodplain native plant communities in southeast
Minnesota. These communities include floodplain forest, lowland hardwood lorest,
mixed emergent marsh, wet meadow, and calcareous fen. The calcareous fen occurs on
the Cannon River only. Floodplain forest dominated by silver maple and emergent marsh
dominated by river bulrush occupy large portions of the project area. Because flooding
of the Vermillion River is relatively natural (without impoundments), the shallower wet
meadow and lowland hardwood forest communities are present in this site but are absent
to uncommon in much of the Mississippi River floodplain. Six releve vegetation plots
have been collected in floodplain habitats in the project area by Minnesota DNR
ecologists, including 3 in floodplain forest and one each in lowland hardwood forest,
emergent marsh, and willow swamp (Appendix B).
This area is one of the top four sites in the state for rare forest birds (Dunevitz 2001). It
has the highest numbers of two special concern bird species in southeast Minnesota: red-
shouldered hawks and cerulean warblers. It also provides important nesting and/or
migratory habitat for peregrine falcons, bald eagles, and Acadian flycatchers, and
includes a bald eagle winter roost site and two colonial nesting sites for great blue herons
and great egrets. A total of 14 birds of conservation concern have been documented in
the site by the Minnesota County Biological SurVey (Table 2). Area-sensitive rare forest
birds have been documented throughout the project area (Figure 2). A tDtal of 153 bird
species have been recorded as breeders or migrants in the project area (Vermillion
Bottoms - Lower Cannon River Importam Bird Area Nomination, Minnesota DNR and
Audubon Minnesota, in progress).

REQUEST
The NRRC is asked to make a review park dedication for Pleasant Acres 2nd Addition. The 3
options the committee has are as follows:
f) 1) Cash equivalent to $2,200 per home, totaling $8,800 ($2200*4 homes).
2) A land donation equivalent to 9% of the total acreage. For this property, a total of .14
acres would be required (1.62 acres* 9%).
3) Waive the parkland dedication requirement as the City of Hastings owns the property.
BACKGROUND INFORMATION
In August 2002, the City Council approved of the Final Plat for Pleasant Acres 1 st Addition.
This Final Plat resulted in a subdivision of an existing lot into seven lots and an outlot
between Pleasant Drive and North Frontage Road. Seven single family homes have since
been built ,on the 1.44 acres in the subdivision.
Twin Cities Habitat for Humanity is proposing a similar development to Pleasant Acres 1st
Addition. The proposal is for four single-family homes each with 1,440 square feet.
Comprehensive Plan Classification
The 2020 Comprehensive Plan designates the property as C-Commercial. The City Council
will be taking a final vote regarding the Comprehensive Plan Amendment for this property at
the November 20, 2006, City Council meeting,

The subject property is zoned C-1 General Commerce. The City Council will be taking a final

2. Approve September 25, 2006 Planning Commission Meeting Minutes
Motion by Commissioner Truax to approve the minutes of the September 25, 2006
Planning Commission meeting as presented, seconded by Commissioner Hiedeman.
Upon vote taken, Ayes: 6, Nays O. Motion passed.
Public Hearings
3. Habitat for Humanity - Comprehensive Plan Amendment\Rezoning #2006-45 - North
Frontage Road.

Chairman Twedt opened and closed the public hearing at 7:04
Chuck Siebenaler, "representative of Robin's Egg Day Care at 955 Pleasant Drive, came forward
to speak. He stated that he purchased the property 18 months ago. Mr. Siebenaler emphasized
he has no problems with the project. However, his concern is that there is no place for the kids
who live in the homes to play. Mr. Stiebenaler stated that the kids often play on his equipment
after hours and on the weekends. He stated that although he has no problem with the kids
playing on his equipment, he believes the kids need either a park or playground equipment.
Chairman Twedt questioned the threshold that triggers a park. Planning Director Hinzman stated
there has not been a request for a playground. Due to the size, he further stated the request
would most likely be cash in lieu of land.
Siebenaler stated that although a four unit development will not trigger a park, the accumulation
of homes over several years may trigger the need.

Planning Director Hinzman stated that the City works diligently to have parks located within
one-half mile of homes.
Chairman Twedt inquired if the plan has passed the NRRC. Planning Director Hinzman stated
that it will go before the Board prior to final action by the City Council.
Mcinnis informed Siebenaler of his appreciation for his comments. He further stated that his
recommendation would be to waive the cash amount as this is a low-income project. McInnis
also mentioned that staff should review past practices and follow the same action as these.
Commissioner Peine inquired if there were any other awkward pieces of land in the area to
dedicate to park purposes. If so, he suggested have a company volunteer to do a charity build of
a playground.
Planning Director Hinzman commented that he was unaware of any pieces of available land for
such a purpose.
Chairman Twedt asked for clarification on the fifth condition, which stated if significant progress
is not made towards construction of the proposal within one year of City Council approval, the
approval is null and void. Planning Director Hinzman clarified that this condition could be
stricken as no building was to occur.
Commissioner Schmitt asked if any outlots would be created with the project. Planning Director
Hinzman confirmed there would not.
Commissioner Truax inquired if these were single family homes and, if so, why the R-3 zoning
was being requested. Planning Director Hinzman stated that the homes west to the site were
zoned R-3. Thus, the R-3 zoning is for consistency. Further, the lots are smaller and would not
meet the requirements of the R-l or R-2 district.
ConIDlissiuner Truax. stated that there is not a lot of real estate for kids to play. Siebenaler
inquired ifthere was a playground behind Target in the Pleasant Hills Development, another
Dakota CDA housing area. This was confirmed by Commissioner Truax.
Siebenaler again emphasized that he wanted a small playground for the kids as they need a place
to play.
Chair Twedt inquired what option the Planning Commissioners had in terms of recommendations
to the NRRC. Planning Director Hinzman stated that the NRRC wi11look at the area and space
available. He further commented that the NRRC typically takes the cash in lieu of land.
Commissioner Schmitt stated that parks take money to run. He further mentioned that there is
currently no surplus money for parks. Commissioner Schmitt also provided information that he 0
does not remember the NRRC taking land over cash for any developments during his time on the

Commission. He emphasized that taxes would need to go up to provide for more parks.
Commissioner Schmitt explained that he does not think the land option is necessary with four
lots. However, he stated that a better solution needs to be formulated.
Commission Truax pondered if there was room on the water tower site. Siebenaler proposed a
park on a location to the west of the property.
Planning Director Hinzman stated that a Parks Comprehensive Plan would be formulated in
2007. This Plan would evaluate the needs of parks and facilities in the community.
Schmitt motioned to approve the rezone from C-3 to R-3 without condition number 5 and the
Comprehensive Plan Amendment.
The owner of a Habitat for Humanity House near the proposed homes spoke. The owner,
Mieessaa Yaachis, stated that he has concerns about his current home. These concerns include
noise and traffic from Highway 55. In addition, he stated his kids do not have a place to playas
there are retaining walls in his backyard and a frontage road in his front yard.

Commissioner Mcinnis questioned if there was room for a play set between Lots 1 and 2. He
went on to state that the Forester should review placing a buffer or hedging on the boulevard on
the frontage road.
Planning Director Hinzman stated that comments regarding a park can be given to the NRRC.
He further mentioned that there is not a lot of room for a park due to significant grade issues.
Further, the new homes would be perpendicular to Highway 55 and along a private road.
Chair Twedt stated that Habitat for Humanity has a choice. The first is to build four homes with
no park. The second choice is to build three homes and one park. Chair Twedt inquired if the
Planning Commission could recommend three homes and one park to Habitat for Humanity.
Planning Director Hinzman informed Planning Commissioners that the issue before them was a
rezone and a Comprehensive Plan Amendment. Thc location of thc park was morc up to thc
discretion of the NRRC.
Siebenaler inquired about the property to the north of the proposed site. Planning Director
Hinzman stated that this property belongs to the CDA. Stiebenaler questioned the intent of the
use of the land. Planning Director Hinzman stated he was unsure, but probably was not to be
developed. Stiebenaler desired to know if Habitat could work with the CDA to create a park on
this location.

Planning Director Hinzman stated that the decision regarding the park did not to be made at the
meeting. Further, the park was not a part of either the rezone or the. Comprehensive Plan
Amendment.

Siebenaler stated he has a problem with kids not having a place to play.
Commissioner Truax inquired about having a covenant between homes to provide space for a
playground.
Chair Twedt stated that the meeting was not a forum for the discussion as the park issue would
come later.
Commissioner McInnis inquired if the Planning Commission would be misleading Habitat for
Humanity with an approval. He proposed asking HFH ifthe rezone were to occur, if they would
be in favor of working with the CDA or reducing homes to provide for a park.
Commissioner Truax stated there appears to be enough room for a park above Lot 4.
Commissioner Schmitt asked if the rezone and Comprehensive Plan Amendment met all the
requirements of the City. Planning Director Hinzman confirmed all requirements were met.
Commissioner Schmitt stated that were are already small lots on which there are currently
homes. He stated that his belief is that it is fine usage of the lots. Further, Commissioner
Schmitt stated that the lots though not ideal, were not awful.
Commissioner Schmitt restated his motion to approve. The motion was seconded by
Commissioner Truax.

Commissioner Mcinnis stated that he really wanted Habitat to have three lots and one park. He
further mentioned that it was difficult to support the plan as it stands.
Chair Twedt reminded Commissioners that they were voting on items 1 and 2 in the memo.
There was nothing being voted on in regards to the number of lots.
Commissioner McInnis mentioned that he wanted Habitat people to be fully involved.
Planning Commission Action:
Commissioner Schmitt moved and Truax seconded to approve the rezone and
Comprehensive Plan Amendment with the following recommendations:
1. Approval of the Comprehensive Plan Amendment by Metropolitan Council.
2. Conformance with the plans submitted with the Planning Commission staff report of
October 23, 2006.
3. An escrow account must be established to ensure completion of outstanding site 0
improvements, including landscaping prior to certificate of occupancy.
