1) Roll Call at 6 pm: Commissioners Christenson, Brown, Rohloff, and Vandehoef, Parks and Recreation
Director Bernstein.
Absent: Commissioners Popp & Vaughan, Superintendent Smith
2) Approved August meeting minutes. Motion by Brown. Seconded by Vandehoef. Passed
unanimously. Since there was no quorum at the September meeting, the September minutes are
informational only and no action will be taken.
3) A plaque was presented to Dennis O'Melia to honor him for his service as a Commissioner for the
NRRC. The City of Hastings is grateful to Denny for his dedication and hard work through the years.
Denny thanked the City and the NRRC and accepted the award on behalf of the many people who
have served on the NRRC in the past and who have contributed to all the wonderful projects that have
been accomplished within Hastings. Some of these projects include: Lake Isabel, Lake Rebecca, the
Vermillion bike trail and the underpass trail. Director Bernstein reiterated how much Denny's
contributions and dedication have been appreciated.
4) Director Bernstein handed out departmental updates to the NRRC members for their review.
5) Levee Park Update: Director Bernstein informed the NRRC that John Grossman and John Hinzman
have presented our plans for Levee Park to the Metropolitan Council in hopes of receiving grant
money for the project. The Commissioners seemed enthusiastic about the project and we should know
the outcome in a couple of weeks. The first Levee Park committee meeting is set for Thursday, Oct.
2ih at 6:00 p.m. With the resignation of Commissioner O'Melia, Director Bernstein is looking for a
volunteer from the NRRC to sit on this committee. Anyone wishing to volunteer should let Director
Bernstein know.
6) Aquatic Center Repair: The aquatic center's coping stones (cover of the filtration system which
surrounds the pool) are currently being replaced. The company that has been hired will be working as
long as the weather permits this fall and if necessary, will finish the work in the spring of 2006.
7) Arena & Aquatic Center Business Plans: These plans will basically be audits of both facilities
(management, buildings, etc.) with the goal of lessening the City's subsidy of these facilities. When
this process is completed, a proposal will be brought before City Council.
8) Skate Park Task Force: The first meeting of this committee is scheduled for Tuesday, November I st.
The committee will be examining things such as the skate park's operating procedures, the location,
and how to market it effectively.
9) Installation of dock lights at abandoned fueling station: The Parks & Recreation Department has
received the lights and the electricians are coming to install them. There has been a delay in this
project because the company who makes the lights was based in New Orleans.

10) New Business
Fall Softball: There were 6 teams who registered for fall softball this year. An evaluation has
been sent out to the teams so that we can see how to improve next year. Director Bernstein is
hopeful that next year we will have more teams that sign up. He also mentioned that Geoff
Maltby is planning to turn over the summer softball leagues to the Parks & Recreation
department, so we should also be running that next year.

11) Old Business
Director Bernstein showed the NRRC members the new signs that are going to be placed in City
Parks. The plan is to replace 5-6 each year until all park signs have been updated.
Commissioner Brown stated that the next Vermillion Watershed meeting is set for November.
Director Bernstein has been added to the distribution list and he is planning to get a copy of
Chris Ochs' presentation to Commissioner Brown to share with the Commission.
The Parks & Recreation Department has placed advertisements for a new NRRC member to
replace Commissioner O'Melia. At this point, we haven't had any responses.
Director Bernstein would like to have Cable TV 14 in at some point in the future to interview the
NRRC.
The LeDuc Rainwater Gardens are in and working well. The gardens have been designed to
capture 70% of the run-off at the LeDuc Historic Site.
Director Rohloff mentioned the possible need for a path from Vermillion St. to the underpass
trail. The NRRC mentioned that there used to be an asphalt path in this location, but that it had
been taken up when the area was graded. Residents are still using the area as a path to the trail.

Due to November 8th being Election Day, the next meeting is scheduled for November 15th at 6 p.m.

Departmental Updates
Hastinas Familv Aauatic Center
· Coping project is approximately 1/3 complete. Next phase to start in Spring 2006
· Business plan meetings to begin the 17th of November
· Building has been winterized and deep end has been cleaned and filled for winter.
Skate Park
· Committee meeting to begin November 22, 2005
· Vandalism - back fence line had been damaged and bottom secure rail had been
removed.
Warmina Houses
· Hiring has begun
· Staff will meet briefly on the 23rd of November to complete background checks
· Interviews of new potential staff members to begin November 23, 2005
· Hockey Boosters will be contacted concerning practice requests.
· Other changes to include using realtor locks for key access, adding master bulletin boards
to eliminate taping notices outside on doors, and providing cell phones.
Parks Maintenance Activities
· Completed concrete pads for bleachers and new player benches installed at Veteran's
Athletic Complex.
· Installed the new Hastings Park & Recreation signs at Wallin, Tuttle & Cannon parks.
· Hosted a chainsaw safety & tree felling class which was attended by maintenance staff
from surrounding cities. Our maintenance staff is now certified in these safe practices.
· Winterized the irrigation systems at Wallin Park, Veteran's Athletic Complex & the Aquatic
Center.
· Helped the Aquatic Center Director to winterize the aquatic facility.
· Planted trees that were donated at South Pines Park. A $250.00 donation was accepted
from Mary Zack, representing Modern Woodsman Association to plant 1 tree and 6 others
were donated by Hoffman & McNamara Nursery.
· Worked with a volunteer Cub Scout group from Pack 23 to do a special cleanup at Greten
Park.
· Completed the pl<lns for snow plowing designated trails, sidewalks & parking lot this year.
New additions include all the sidewalks & steps at City Hall, HRA sidewalks, LeDuc
sidewalks & the Westview Drive trail.
Civic Arena
· Both rinks up and running fine. Received HHB hours on Sunday 10/30/05 we are working
to get a contract signed soon with them. Still waiting to here from NewMech on oil
separators installation date.
· Have had Dave Norberg from painting by Nakasone here to show him some contamination
that is showing up on the newly painted west ceiling.
· Had to have high pressure Freon gas valve replaced. This was done 11/1/05 by Gartner
Refrigeration 7:30am-12:00pm.
· Number of total ice hours used seem to be the same as last year 1900. # 1 phrase is
where is the heat.

Back2round Information:
As requested by the NRRC, the Parks and Recreation Department will be
reestablishing the Adopt-A-Park program starting 2006. I have enclosed some
information for your review.
The one major difference from the previous program is that the Parks and
Recreation Department will be overseeing this program and not the NRRC. It
is felt that we will be sufficiently able to administer this program in-house.
I am asking the NRRC to also review this information and recommend to the
Parks and Recreation Department to proceed with the Adopt-A-Park program.

LeDuc Historic Estate

As the NRRC is aware of, the Parks and Recreation Department planted
several apple trees and grape vines at the Historic LeDuc Estate earlier this
year. Since the Parks and Recreation Department does not have the capability
or resources to adequately maintain the apple trees and grape vines, we have
sought Carpenter Nature Center to assist us in the maintenance and care ofthe
fruit these trees and vines produce.
I have enclosed an agreement that has been reviewed by the Nature Center,
Hastings City Attorney and the City Council. I am asking the NRRC to also
review this agreement and recommend to the Parks and Recreation Department
to enter into this agreement.

LeDuc Orchard Agreement
THIS AGREEMENT is made by and between, the City of Hastings, a Minnesota
municipal corporation ("City") and Carpenter Nature Center, a Minnesota not for profit
corporation, at 12805 St. Croix Trail South for the harvesting and maintenance of the
apple and the small fruit orchards located at the Historic LeDuc Estate at 1629 Vermillion
Street, Hastings, MN.
Backf!round:
· The City owns the building and property of the Historic LeDuc Estate which
includes a small fruit and apple orchard.
· The City is interested in a qualified entity to manage and harvest the seasonal fruit
produced at the Historic LeDuc Estate.
· Carpenter Nature Center currently operates on its property apple and small fruit
orchards and has the expertise and equipment to manage fruit bearing orchards
other than its own.
Af!reement Description and Understandinf!:
· This Agreement will begin on run for 1 year thereafter. This
Agreement will be automatically renewed every year under the same terms and
conditions. This Agreement can be terminated at any time by one party giving at
least 30 days written notice to the other party of its intent to terminate this
Agreement.
· During the term of this Agreement, Carpenter Nature Center will maintain using
best management practices, harvest, store and sell the fruit that is produced on this
site and the fruit will be considered property of Carpenter Nature Center.
Carpenter Nature Center may not sell any fruit on the site of the Historic LeDuc
Property without prior written authorization from the City. The fruit bearing
plants shall remain the property of the City.
· Carpenter Nature Center will be responsible for all aspects of a pest
management/disease program for all cultivated apples and grapes on the Historic
LeDuc Site. The pest management / disease program may include visual
monitoring, use of Integrated Pest Management or spray program in accordance
with governmental regulations. All pest management and disease control
activities shall be at no cost to the City of Hastings.
· The City will not charge Carpenter Nature Center for water used at the Historic
LeDuc site in the maintenance of the fruit bearing plants.
· In recognition of the services provided for maintaining the fruit bearing
plants at the Historic LeDuc Estate, the City will work with Dakota
County to acknowledge Carpenter Nature Center Nature Center and the
historic significance of the orchard on this site.
)
· The City, as part of this Agreement, will be responsible to spread mulch, when
needed and determined by the City Forester, around the base ofthe fruit bearing
plants.
· Carpenter Nature Center shall be responsible for the proper pruning of the fruit
bearing plants. Carpenter Nature Center will notify the City if chipping and/or
disposal of clippings is needed.
· Carpenter Nature Center shall be responsible to harvest all fruits in a seasonally
timely manner. Carpenter Nature Center shall be responsible to pick up and
dispose of any fruits that have fallen on the ground. Carpenter Nature Center may
use the harvested fruit as it sees fit.
· As per this Agreement, Carpenter Nature Center shall be the sole owner of any
harvested fruit and shall be responsible for transporting, storage and use of such
fruit. Carpenter Nature Center agrees to hold harmless and indemnify the City of
Hastings in the event of any sickness, death or property damage resulting in any
way from the maintenance, distribution or consumption of the harvested fruits, as
well as resulting from the use of any fertilizers, herbicides or pesticides used in
the maintenance of the fruit bearing plants.
· Carpenter Nature Center Nature Center agrees not to store any chemicals for the
maintenance of these plants on the Historic LeDuc site. In addition, Carpenter
Nature Center will attempt to avoid performing maintenance at this site ifthere is
an event planned or in session. Carpenter Nature Center is responsible to
communicate maintenance schedule with the Dakota County Historical Society
and the City of Hastings.

For the past several years, the snow removal at Public Square and other HRA
properties around downtown has been conducted by an outside contractor. For
the past few months, there have been discussions between the City
Administrator and myself regarding the possible removal of snow from the
Public Square and HRA properties around the downtown area, thus eliminating
the need for an outside contractor.
After discussing this issue with the Parks Superintendent and maintenance
staff, it was determined that the Parks and Recreation Department is able and
willing to conduct the snow removal operations in the areas mentioned.
The biggest question is and will be the removal of snow from the ice rinks in a
snow event. The Parks Superintendent developed an internal procedure to
minimize any reduction in attention to the ice rinks. We have developed a
priority for ice rink snow removal if needed.
I have enclosed a list of the areas of snow removal. I am asking the NRRC to
also review these areas and recommend to the Parks and Recreation
Department if this plan is acceptable.

Greten Park Neighborhood Meeting

I was contacted by Fourth Ward City Council Member, Danna Elling Schultz
regarding Greten Park. She received some comments from neighborhood
residents at the recently held National Night Out event. The residents
expressed a desire to add additional equipment to this park due to the parks
popularity within the neighborhood.
A neighborhood meeting was scheduled and held on Tuesday, October 25.
There were only a handful of residents in attendance, but there was excellent
dialog with the representatives from the neighborhood about possible future
additions to this park. Some of their wishes are:
. Fencing around portions of the ponding basin
. Change the location of the basketball hoop on the court
. Additional swings for both tots and older children
. Additional age appropriate equipment for toddlers
I am currently researching these items for the neighborhood and at the council
member's request.
I am asking for NRRC input regarding this issue. As we need to forecast new
and other park improvements, how do we handle such requests like this one in
the future?

To ensure that all parties, organized and general public or unorganized have
reasonable and equal access to the outdoor skating rinks, the Hastings Parks &
Recreation Department will be continuing scheduled usage hours for outdoor hockey
practice. Below are the rinks and times that you may request hours for practice times;
when you will have exclusive use of the hockey rink. Weather permitting rinks will be
available from December 17, 2005 until February 20, 2006.

Your 2005-06 outdoor rink practice schedule request should be submitted to Darbie

All changes and additions to the schedule MUST be submitted to Darbie Johnson no
later than 24 hours before requested time otherwise the request will not be granted.
This time will ensure that we can post and contact rink attendants of the change. This
is to include eliminating a practice time from the schedule. Warming House
Attendants CANNOT change or alter the practice schedules, all changes must go
through Darbie Johnson.
Please designate a lead person for the Hockey Boosters to collect and organize all
coaches' requests and submit one master schedule to Darbie Johnson. Individual
coaches should NOT call the Parks & Recreation Department to submit changes, but

Today, I am contacting you and the McKnight Foundation with information on the status
ofthe challenge grant we originally received in May of 2000.
Our submission to the McKnight Foundation for assistance with financial contributions to
a proposed interpretive center to be located on the Mississippi River was also tied to
receiving support from the Minnesota State Legislature. In 2005, a presentation was
made to the Minnesota State Legislature Finance Subcommittee with hope that this
project was able to receive the requested funding and move forward. With this optimism,
the McKnight Foundation graciously granted the City of Hastings an extension to our
original grant submittal.
Unfortunately, the State Legislature did not fund this project as part of the 2006 bonding
bill. Therefore, without the requested funding from the State, we are not able to
adequately fund this project solely with the McKnight Foundation assistance.
At this time, the City of Hastings is relinquishing the McKnight Foundations grant
amount of $250,000 of support for this project. On behalf of the City of Hastings, you
and the McKnight Foundation have been very gracious and supportive ofthis project and
understanding of the complexities that the City of Hastings was facing in order to follow
through with this project.
I hope at some point in the future, the City of Hastings has another project worthy of
receiving a McKnight Foundation grant.

Hastings Sand Coulee

The City of Hastings has been awarded a cost matching grant from the
Department of Natural Resources in the amount of$15,000 for restoration
work on the City's portion of the Sand Coulee.
Since the City does not have the resources to conduct much of the restoration
work at the Sand Coulee, the Parks and Recreation sought out Friends of the
Mississippi River for assistance with the restoration work and to monitor the
progress. In turn, the City will be billed for FMR's service. The money will
be paid from the grant.

Tom Lewanski and I would like to thank you and Kevin Smith for your partnership in the habitat
restoration work at the City of Hastings sand coulee property. It's a tremendously important site and it's
wonderful to see all the restoration and protection efforts taking place there. We especially appreciate
the willingness and responsiveness of the city in working on this.

This Letter of Agreement outlines the work that FMR has agreed to undertake or oversee (attached) at the
Hastings coulee property. Funding for this work will primarily be provided from the Department of
Natural Resources Metro Greenways grant that the city recently obtained. In signing this letter, the city
agrees to provide funding to FMR, on an invoice basis, totaling $18,100. The DNR grant provides
$15,000, the city match is $3,100. In addition, the city will provide approximately $11,300 of in-kind
match, as described in the DNR grant agreement. Project tasks were initiated in August, 2005 and will
be completed by June 30,2007. FMR will hire and oversee subcontractors for the labor tasks. Invoices
from FMR will be submitted to the city as primary tasks are completed.
