Meeting began at 6:00 PM with Roll Call:
Present Vieth, O'Melia, Becker, Popp, Sieben, Brown
Not present: Christenson and Vaughan
Mike Brown acted as chairperson for this meeting
Minutes were approved as submitted Motion by Sieben and seconded by Becker

Skate Park:
Director Bernstein mentioned that he sent a letter to Middle School Principal
Zuzek to open up formal dialog about the possibility of moving the Skate Park to
the middle school. Bernstein mentioned if nothing else, the conversation with the
school district will better inform him of what were the discussions in the past.

Pioneer Master Plan the way it is with the Skate Park located on the park master
plan for discussion purposes. Bernstein mentioned that the park and Recreation
Committee of Council would like to conduct a neighborhood meeting after the
holidays for the residents of Pioneer Park. There was discussion on what
residents would be notified. Bernstein said he will be working with staff at City
Hall to generate a mailing list. Bernstein anticipates bringing this list to the
December NRRC meeting.
NRRC members thought this was a good idea to gather input and feedback for the
residents surrounding Pioneer Park.

Wallin Park Update
Director Bernstein updated NRRC members on the Whallin shelter project. He
said it was going well and anticipating the shelter to be open for the winter
skating season. Bernstein mentioned that their will have to be site restoration
work next spring. Bernstein said this was necessary to avoid heavy equipment
damaging the interior park trail
Pioneer Park Update
Director Bernstein informed the NRRC about phase 1 of Pioneer Park. He said
the rink is almost complete. Member Sieben mentioned that he thinks the rink
will be heavily used and has heard positive comments about the rink
improvements.
Trail Naming
Director Bernstein mentioned that there is no new update regarding the possible
naming of tails of veterans.
Aquatic Park update
Director Bernstein informed the NRRC of the copping stone issues that the pool is
experiencing. Bernstein mentioned the he has retained an engineering firm to
investigate why the pool is experiencing this issue. Bernstein said the results
should be in soon and he will share the information with the NRRC.

Parks Update

currently has 30 parks. Director Bernstein mentioned that the City will have an
additional two parks next SUl1Ul1er. Interim Superintendent Smith said the City
has approximately 265 acres ol'park lurf.

Rain Gardens
Interim Superintendent Smith informed the NRRC what and how rain gardens are
utilized to control storm water run off. Director Bernstein Passed out information
regarding rain water gardens. Member Vieth mentioned other communities that
are very active with establishing rain water gardens. Member Popp mentioned
HEP (Hastings environmental Protectors) would be willing to work with the
NRRC to infornl Hastings residents about the benefits of rain water gardens and
storm water runoff. The NRRC asked Director Bernstein and Interim
Superintendent Smith to work on a workshop to . inform the public about rain
water gardens. Member Vieth who is also a member of HEP discussed some
possible workshop dates. A more definite date for the workshop will be discussed
at the NRRC December meeting.

New Business:
Director Bernstein mentioned all the vandalism that has occurred. He will be
getting together with the police chief and the newspaper to inform the public as to
what is happening. Member Sieben mentioned how important it is to place a
dollar figure on the damage that has been caused.
Director Bernstein informed the NRRC that there will be no change m the
warming house schedule for the 2004-05 seasons. No discussion.
Director Bernstein informed the NRRC that the department is currently working
on a mission statement and logo. He will have more information at the December
meeting.
Director Bernstein informed the NRRC that Interim Superintendent Smith is
working with the planning department to assign park addresses. The assigned
addresses will make it more convenient to look up locations of parks using a web
servIce.
Director Bernstein informed the NRRC that a general skating rink will be placed
at Tuttle Park this winter.

Director Bernstein acknowledged the donations from the Lions Club

up a goals meeting next June. At that time the NRRC and staff will be able to
plan for the upcoming year.
The NRRC membership has requested Director Bernstein to contact the Planning
Deparlrnenl lu gel a fwther explanation of the reduction in multi fan1ily park
dedication fees. The NRRC would like the record to show that the NRRC was
surprised by the reduction in park dedication fees for multi family housing.

November ice hour usage

Locker room furnace for #1-2 needs to be replace it has been in service for 24 yrs we will also bid this
and the one for #3-4 locker rooms. O'Connor plumbing has submitted a bid at $10,900.
Desiccant Unit for west rink 2 heat coils has been ordered at a cost of $2,860 not inchlding tax and
shipping or installation.
Compressor room equipment East rink is run fine with the only problem being crankcase oil loss to
chiller and oil gain from chiller to compressors.
Chiller component went out on 11/24/04 we were able to by pass this problem to get equipment back
and running. Component is ordered.

Back~round Information:
Enclosed you will see the proposed 2005 Aquatic center park fees. You will notice that
the swimming lessons have a slight increase, but all other fees do not have a proposed
increase for 2005 swimming season.
As you may recall 2003 there was an increase in season and daily passes and iri 2004 a
half season pass was introduced.
NRRC Action Requested:
1) After review to accept the 2005 proposed fee structure
2) Not to accept the proposal as presented
3) Modify the presented proposal

The time comes once again during the year to begin planning for the
upcoming season at the Hastings Family Aquatic Center.
Attached is a proposal for the 2005 season concerning fees. The only
proposed increase is for the swimming lesson fee. Due to the growing
program, we are in need of additional teaching tools and supplies.

Update for Parks Maintenance Activities 12-2-04
· Additional use of vacation days by the crew before we get busy with winter work.
· A major undertaking to restore flow to the culveli that drains water from Lake
Rebecca to the Mississippi River.
This culveli is 72 inches and was plugged by sediment and debris.
· Work with Friends of the Mississippi to get two Metro Greenways Grant
Applications in. One for the Mississippi River Flats and one for Sand Coulee.
· Buckthorn control project completed at the Vermillion Falls Park. This project
was an Eagle Scout project. Our crew chipped the brush and trained the
volunteers.
· Installed memorial benches along the Vermillion River Trail in memory of
Virginia & Jim Reinardy and at Lions Park in memory of Lion Jim Bennis Jr.
· Continued work on equipment to prepare for ice skating rink maintenance and
winter plowing.
· Finalize plans for the snow removal in 2004-2005.
· Closed up Veteran's Athletic Complex for the season.
· Took down the tennis nets for the season.

Back~round Information:
The department did not have at our disposal a small trail map to forward to those people
wishing to utilize our trail system. Enclosed you will find a black and white copy. This
map will be a tri - fold map with infolmation such as highlights of the trail with pictures
and parking infonnation. This map will give you an idea of what is attempted to be done.
I will have available a full color copy at the NRRC meeting along with additional
infonnation.
