Absent: Commissioner Vaughan 2) Approved July meeting minutes. Motion by Vandehoef. Seconded by Rohloff. Passed unanimously. 3) Director Bernstein handed out departmental updates to the NRRC members. He mentioned that after the skate park closes for the season, he has some alternatives that will be brought before the NRRC. ) 4) Bess Freeman, President of the East Hastings Improvement Association, addressed the Commission with some various questions. A $50 donation has been offered for park plantings at Lake Isabel. The plantings will be done in May, 2006. Superintendent Smith requested that the money be donated to the City after the first of the year and then the Parks department can purchase the plants for the park. People are dumping trash on the west shore of Lake Isabel. There have been many cleanups organized, but it continues to happen. Ms. Freeman wondered if the City could do anything to deter the dumping. Possibly by posting signs? The property mostly belongs to CP Rail with some of it being federal and city property. Director Bernstein volunteered to contact the railroad and notify them of this issue. Commissioner Brown requested that Councilmember Alongi also be notified of this problem. Director Bernstein will contact him as well. MOTION: Commissioner O'Melia motioned that this issue be followed up and placed on the NRRC agenda for September. Commissioner Popp seconded the motion. Passed unanimously. Ms. Freeman next asked if the basketball court at Lake Isabel Park can be resurfaced. Director Bernstein advised that it is on the bituminous study for 2006 and will be done, subject to 2006 budget approval. Is the pea gravel and spongy mat going to stay at the Lake Isabel playground? Director Bernstein responded that it will. Superintendent Smith clarified that the spongy mat is not worn, but is rather that way by design. It is to make the area handicapped accessible. Ms. Freeman wondered if there could be some benches placed by the warming house to be used year-round. Superintendent Smith voiced concern that the area is close to the ball fields and that there would be a chance of injury if benches were placed there. The other concern is that the ice rink is close by and there could be space issues. Director Bernstein advised that if the East Hastings Improvement Association would like to contribute funds towards the purchase of benches, the Parks & Recreation Department would be willing to go to the Park with an EHIA representative to evaluate possible sites. Ms. Freeman next asked if Lake Isabel has a separate account for park dedication funds. Director Bernstein responded that there is a separate budgeted fund for maintenance to Lake Isabel Park, but there is no separate account for park dedication funds. Director Bernstein mentioncd that the sediment study for Lake Isabel recently came back and that there are no contaminants that we would have to wony ahout dil'lpol'ling of in a dredeine situation. The issue is how to dry it ont and move it. Director Bernstein will send a copy of the sediment study to Ms. Freeman. o 5) Lions Parking Lot: Two representatives from Hope Lutheran Church, Greg & Pete, attended the meeting to propose a new parking lot in Lions Park to be used jointly by the church and the City. The issue came up because the church wants to expand and by city ordinance needs one off-street parking space for every 3 chairs. The lot would be placed on city property and would only be utilized by the church for 1-2 hours on Sunday mornings. Director Bernstein advised that, at this time, the City would not be able to contribute financially to the installation of the parking lot, but if the church covers the costs of installation, the Parks & Recreation Department would be willing to handle the maintenance. Greg from Hope Lutheran Church mentioned that the Lions Club is also interested in donating some money towards this project as they would also like to see a parking lot at Lions Park. The lot is proposed to be placed in an open area of the park, so that it wouldn't disturb anything currently there. Director Bernstein mentioned that there is a drainage sewer and manhole cover on the northeast comer of the proposed parking lot. He also advised that no snow removal would take place on Sunday mornings by the Parks & Recreation Department. Commissioner Vandehoef believes that if a parking lot is put in Lions Park, the proposed site is really the only spot it could go. Commissioner Christenson mentioned that he feels the lot could be a real asset, especially if a new warming house is constructed. Director Bernstein added that since the new warming house will possibly be used as a picnic shelter, the parking would be an asset year-round. Superintendent Smith reiterated that the parking lot wouldn't be plowed on Sundays - Pete from the Church advised that this lot would actually be overflow parking for them and that it really shouldn't be an issue. The church currently has someone who plows their parking lot on Sundays and they could just have him plow the overflow lot as well. Director Bernstein mentioned the need to discuss plowing by a private company on City property with the legal department. He also mentioned that this parking lot would be like a donation to the City - City Staff would review all of the plans. Commissioner Brown thinks that we should be looking at this parking lot handling its own water run-off. Superintendent Smith said that at the LeDuc Historic Site, the curbs and gutters were modified so that the water goes to rainwater gardens. Curb cuts could be done so that the water here would get to a garden site as well. MOTION: Commissioner Christenson motioned that the NRRC send a recommendation to the City Council to accept the parking lot proposal from Hope Lutheran Church. This project will be funded by Hope Lutheran Church, with the City providing the maintenance of the lot. Snow removal plans will be worked out at a later date. Also, plans need to meet City specifications for water infiltration and run-off. Seconded by O'Melia. Passed unanimously. 6) Flint Hills Refinery: Director Bernstein wrote a letter to the Refinery to request cost sharing on the removal of the dock. He hasn't heard anything back yet. Legally, the contract stated that the property was "as is". So, Director Bernstein recommends proceeding with the installation of the solar powered navigational lights at a cost of approximately $5,000 so that the City can be in compliance with the Coast Guard. The structure can be reevaluated at a later time. Commissioner O'Melia questioned whether barge traffic uses the abandoned fueling station in any way. Superintendent Smith responded that he has heard they tether there, but that if it was removed, the barges could use the shoreline too. MOTION: Commissioner Brown motioned to approve the $5,000 light repair. Seconded by Commissioner Popp. Passed unanimously. 7) Levee Lights: Director Bernstein expressed frustration that Xcel Energy has not taken further action to resolve this matter. The current plan is to decrease the number of light poles. The poles would be aluminum with the Acorn fixture, which would be consistent with the rest of the city development. We can reduce the number of lights by 1/3 due to better illumination with the new light fixtures. Weare currently waiting on Xcel Energy to get back to us with the figures. As a side point, the light poles from the boat launch to the lock & dam are already aluminum. 8) Levee Park Reconstruction: The HRA has money to dress up Levee Park. Proposals of concept to redo the park have been sought - two firms are in the running. A committee is to be formed with 2 representatives from HRA, 2 from the NRRC, and staff to determine and oversee the plan. The committee will be led by John Grossman, HRA Director. The meetings will take place at City Hall, and although no formal schedule has of yet been set, will most likely take place in the evening. Director Bernstein believes that the commitment might require a couple of meetings a month and will be for less than one year. Commissioners Christenson & O'Melia volunteered to be the NRRC representatives for this committee. Commissioner Popp volunteered to serve as an alternate. Director Bernstein added that Levee Park is a very visible, gateway park for the rest of our city parks. ) 9) Review Park Plans - South Pines & Riverwood: Director Bernstein passed out revised park plans along with the [mancial data for each of these parks. Neighborhood meetings will be held on August 16th, 6:30 p.m. in the City Hall Council Chambers. Both the NRRC and the Parks & Recreation Committee of Council will be invited to attend these meetings. 10) New Business: None 11) Old Business Commissioner Christenson expressed interest in helping to reinstitute the Adopt-A-Park program. Director Bernstein hopes to get tIus program in place next spring. Commissioner O'Melia expressed concern about the tree roots affecting the trails. Superintendent Smith mentioned that there are various things that can be done to curb this problem. One solution is to not plant species that are known to heave the trails - for example, Cottonwood trees. There are also root barrier systems that can be used - the plastic systems have been very effective. A suggestion was made to start a "Friends of the Trail" chapter in Hastings to raise money and awareness. Commissioner Christenson mentioned that he was recently on the Red Wing Trail and that there are mile markers along the trail. This might be something we could do with the Levee Trail or others. Commissioner O'Melia expressed interest in an "exercise trail" that he saw in Colorado. Director Bernstein informed the Commission that locally, these types of trails haven't seen much use and have been being removed. Bess Freeman wanted to express thanks to the Parks & Recreation Department for all the assistance provided with making the July 4th Lake Isabel party a success! MOTION to Adjourn. Will be finished before coping stones are removed. Pool heater has been taken apart and researching purchasing a new heater coil for 2006 season. Skate Park · Will be promoting the upcoming skate camp over MEA weekend. · As of today - 9-8-05 - there has not been any additional vandalism. · Recruitment for new Skate Park Committee is underway. Parks MaintenarxeAaiUties · Install 2 benches along Hastings trails, one in memorial to Linda D. Weber and another in honor of Mayor Mike Werner presented by the employees at Prairie Island. · Work with a crew from Tree Trust to build & install 3 new outdoor toilet screen at Conzemius, Roadside and Vermillion Falls Parks. · Helped the Tree Trust crew clean the Vermillion Falls overlook & weed and mulch the natural area garden. · Continued preparation & clean up for picnics at various parks. · Remove table pads & grills from the native restoration site at the old Lake Rebecca beach. · Prepare the base for and then have a contractor install a length of bituminous trail to connect the interior trails to the development south of Wallin Park. . · Paint the LaCrosse field at Featherstone Ponding Basin for the clinic held on August 13th. · Paint and prepare fields for the fall HY AA soccer & Little Raiders football programs. · Turf seeding at the LeDuc Historic Site and RoadSIde Park. · Planning for fall projects including broadleaf weed control, a volunteer rain water garden installation event on September 10th at LeDuc, tree planting along the 316 corridor trail, new player benches at Vet's Complex and tree screen planting at the new LeDuc parking lot. Ode Arena · Painters are finished with west arena ceiling. They still have their materials here and will clean this out by 9/8/05. · HY AA fall girl soccer will use some time between 10/3/05 - 10/13/05. · The West rink is slated to open 10/10/05 and the East rink to open 10/24/05. · Still discussing the oil displacement to chiller and a system that may return it to each compressor that has a low level. · Parking lot has been seal coated and the striping is complete in the main lower lot. The upper lot needs to be completed as of yet. · Jeff and Jeremy have gone to the Minnesota ice arena management conference 9/7-9,2005. The Friends of the Vermillion River group include representatives from the DNR, US Forest service and local interested citizens. The focus of this group is two-fold. One is to possibly change and elevate the status of the Vermillion River to become a designated canoe route which would bring more funding for river cleanup. The second part ofthis group's focus is increased access to the river. The access that is being considered is a fast water access as well as a slow river access. As I have presented to the NRRC at a prior meeting, this group has retained a student from the University of Minnesota to investigate any and all possibilities for increased access. Chris Ochs will be presenting his findings at the meeting on September 13, 2005. Action: 1. Issues to be examined: · Location! Alternative · Type of Equipment . Staff · Advertising/Target Market · Events/Programs · Safety/Maintenance . Operation . Cost By examining our entire operation of the Skate Park, it is in my opinion that we will be able to come up with more viable conclusions as to "where do we go from here." I would like members of this committee to include NRRC, Park and Recreation Committee of Council, citizens and staff I would like the committee to begin to meet soon to investigate relevant issues and form conclusions by February of 2006. Action: 1. Approve the committee format REF: NRRC/skate park committee request 200S ') HASTINGS HOUSING & REDEVELOPMENT AUTHORITY Request for proposals: Levee park improvements concept, design, specifications, construction administration. July 15, 2005 INTRODUCTION. The Levee Park area on the bank of the Mississippi in downtown Hastings has been public property since the town was platted. First used as a steam boat landing, then as a mill and warehouse district served by the railroad, and fmally as a green space between the commercial district and the river bank. ) / In 2003 the City Council and the Housing and Redevelopment Authority (hereafter City) adopted a Master Plan for downtown redevelopment and requested proposals for development of underused property between Second Street and Levee Park. See Map 1 attached. The City's goals for the redevelopment include public amenities: · Provide recreational opportunities in downtown · Improve pedestrian links to the river · Celebrate the riverfront with gardens, a promenade and public use space · Create a sense of place consistent with the architecture and materials of the historic character of downtown. The request for proposals has generated two condominium projects adjacent to the park. Sherman Associates and Three Rivers are now marketing and construction is anticipated to start late in 2005 or early in 2006. Planning for the street reconstruction and utility work around the developments is under way. Park improvements could follow the installation of new water and storm sewer lines, possibly July-August, 2006. CONDITIONS Site dimensions and location: See map 2 attached. The levee area is between the Highway 61 bridge and 1Yler Street (about 960 feet east to west) and between the top of the rip rap on the north and the private property line on the south edge (varies from 90 feet on the west to 180 feet on the east end). o Existing features to be preserved: the footings of the Spiral Bridge, a stone retaining wall built by the WPA, a stone monument to veterans, a segment of the city wide trial with wayside information panels and four memorial trees. Related private development: See Map 3 attached, an early concept plan, for the location of new buildings. Disregard the esplanade and gazebo locations. Both condominiums are four-stories above parking. One is to be located between Tyler and the railroad (block 1) and the other between Ramsey and Tyler (block 2). The nature of future development on the lots between Sibley and Ramsey (block 3) will probably not be known during the period of this work. The Legion Club and Xcel sub station west of Sibley (block 4) will not change. Approximate budget: About $1 million is expected to be available for the park improvements, including design. It may be necessary to phase the work to coincide with private redevelopment. Some design components may need to be add - deduct items. General Park Improvement Schedule: Additional timing considerations noted below. We expect to select a park design consultant in August, 2005. Concept plans are to be ready for public review within 90 days of selection. Following concept approval, refIned cost estimates, plans and specifications are to be prepared for review in early 2006. Final approval and preparation for bidding expected for spring 2006. ') COMPONENTS OF THE PROJECT. Promenade: See Map 4, the preliminary layout by BDM for the designated "future promenade location", a 20 foot wide strip north of the private property line between Sibley and Tyler. Between Tyler and the trail along the railroad right of way the promenade will be installed by Sherman Assoc. as part of the condominium development. Promenade materials and details will have to be provided to Sherman Assoc. by the end of 2005. We conceive the promenade as a hard surfaced pedestrian-only area to walk: or sit and watch the river. It also serves as a "sidewalk" and emergency vehicle access for the north side of the condominiums. There may be occasional use by outdoor festivals or vendors. The future elevation of the Ramsey and Tyler intersections with the promenade will be higher than existing and will be provided by BDM. The promenade should be compatible with the streetscape on Ramsey and Tyler. The streetscape should be established in September. 0 -'j Linages. Connections between the Sibley, Ramsey and Tyler, the promenade, the memorial and the trail are important. The main access to the park will be from Ramsey. Landscaping: A combination of gardens, borders and trees around existing and future features. The type and location of trees between the condominium sites and the river need to be considered for height and density. The City Park Department will have recommendations on species and maintenance of landscaping. Ampitheatre, performance space or band stand: The slope north of the block between Sibley and Ramsey provides an opportunity for a multi-purpose outdoor seating area facing the river. Performance activity would need a hard surface and power source between the slope and the river. Our concept is an informal, "bring a blanket" seating area for around 350 persons. Public restrooms: The location of public restrooms to serve the downtown and the park has not been determined. The best location may not be in the park. Restrooms are important to the downtown area, serving shoppers and visitors of all types, so consideration of options is included of this scope or work. ) SCOPE OF WORK 1. Phase One: Concept plans, review by neighbors and stakeholders, staff and officials: a. Consult with client on scope and program for schematic design b. Prepare drawings and outline specifications showing approach, scale and relationships c. Prepare estimate of construct.ion costs d. Attend up to three staff meetings e. Present concept to a public meeting for feedback f. Present concept to a committee of Council, HRA and NRRC members. g. Present concept to Council for approval and authorization to proceed based on schematic design and estimated costs. o 2. Phase Two: Design development, cost estimates, construction drawings and specifications, for bidding. a. Prepare construction drawings include plans, details and notes b. Prepare construction manual and technical specifications c. Prepare quantity take-off and estimated costs at 75%,95% and 100% of completion d. Make presentations to Committee and to Council for approval and authorization to advertise for bids. e. Coordinate bidding process with City. f. Prepare project addenda and respond to contractor questions. g. Review bids, bonds/insurance and make recommendation on contract award for city. 3. Phase Three: Construction supervision and inspection. a. Facilitate pre-construction meeting b. Review shop drawings c. Make site visits to review progress and observe conformance to plans d. Observe key construction activities as needed e. Follow up with City and contractor regarding schedules and completion f. Administer contractor payment requests and confirm pay items g. Prepare punch list upon completion h. Coordinate project close-out documents 1. Participate in fmal project meeting the City and contractor J. Review project prior to warranty expiration and coordinate resolution of any warranty items. ) SUBMITTAL REQUIREMENTS 1. Cover letter signed by a principal of the lead firm. Include a brief summary of the unique qualifications of the team. 2. Prior experience. The design team shall have applicable prior experience in the design and construction administration of similar projects. Provide illustrations, location and status of one or two recent projects completed by the firm. Provide names and numbers of a client contact for each project. 3. Project team. For each team member give their area of responsibility and summary of experience particularly on similar projects. If more than one firm, specify leadership, team organization and past working relationships. 4. Schedule and product for each phase. 5. Fcc proposal a. Fee for each phase separately: concept phase, design and plan phase, supervision and inspection phase. b. Prefer a fixed fee for the concept phase and an estimate with a not-to-exceed figure for the design and plan phase, and an estimat.e for the supervision and inspection phase. o. c. Hourly rates for consultant team members and primary support staff. ) ) o d. Reimbursable expenses. 6. Format 81/2 X 11" portrait Maximum 15 sides in addition to cover letter.
