From my review of the Eagle Bluff project from when I began my employment to our neighborhood
meeting until now, I have not had any further discussion or other communication with the Eagle Bluff
neighborhood regarding the final determination as to the Y, court basketball court.
As I previously mentioned, if! did, I apologize immensely, I do not have any record of the discussion.
From what I remember as the discussion was left, there was nota consensus from the neighborhood
regarding the basketball court. I believe I sent to Bridget on behalf of the NRRC a project request form
to be completed and returned. The NRRC interest is to see if the neighborhood agrees to this type of
improvement project. I do not believe this form has been returned as of yet.
I hope I have summarized the possible park improvernent as I believe it was left, but once again, please
feel free to contact me regarding Eagle Bluff Park.

Barry,
Thanks for continuing your efforts in Eagle Bluffs park Improvement projects. Could you please help me
out. I am a Utile confused the progress that is being malle with the half court. Eagle Bluffs home owner's
association works with Affinity Property Management. At our monthly board meetings I ask Bridget with
Affinity for an update on the basketball court, the poor turf conditions and dead trees on Riverdale DR. I
consistently get an excuse on why she does nofhave an update. Per my last request she stated that wit-
would get the court this spring but she would have a definite answer by 8/14/07 for our annual association
meeting. Per your below emlill you state that you need to review the request with the NRRC on the 14th.
Could you please let me know if you and Bridget have had discussions on the basketball court anll where
are we actually at in the prOcess of getting the half court?

Andy is correct in his statement that we voted to ask for a half-court for the park.
We subsequently atlempted to atlend a NRRC meeting, but I believe they were moved or cancelled on
the dates we tried and am not sure we were ever able to make it.
Please consider this e-mail as an atlestation that the Eagle Bluffs HOA would appreciate the installation
of a half-court in our neighborhood park.

Eagle Bluffs Directors,
Please take a look at the email communication below that I've had with the Hastings parks director in
regards to our decision to have a half court basketiball added to the park. From Mr. Bernstein's comments
in his April 24th email, I get the impression that the addition of the basketball court could be a possibility
for this summer.
I'm hoping that a member of the board will communicate with Mr. Bemstein to let him know the result of
the neighborhood vote and to see that the project is followed through.

Andrew,
I am sorry for not returning your email sooner, but I needed to do a little investigative
work regarding Eagle Bluffs Park.
From when the NRRC and I met with several representatives at the park and also when
representatives from the neighborhood presented to the NRRC, we discussed several
issues and many of the items have been addressed. What I can not find is any decision
from the neighborhood regarding the basketball court.
My information indicates that we discussed options such as natural screening on the hill
to minimize people from going down the hill towards the water (done), turf quality (work
in progress), picnic table (Done) and finally either a basketball court or a sm~l gazebo.
What I could not find and was waiting for from the neighborhood is some indication if a
basketball court is desirable. I believe the two neighboring houses were not thrilled with
the idea of the lJasketball court.
I will continue to search my files and if something was sent to me, I have to apologize; I
do not recall seeing anything or can find any confIrmation inforniationin my files.
If some information was sent to me, we can see what we can do for this season.

Hastings Parks Department,
I'm requesting information regarding the timeline for completion of the city park located in
the Eagle Bluffs development west of town along the Mississippi River. The homeowners
association has been working with the parks department and voted last year to have a
basketball half court installed. Can you confirm that this addition is planned and what the
timeline might be for completion.
