Motion by Vaughan. Seconded by Brown. Passed unanimously. 3) Director Bernstein introduced Brian Schommer, the applicant for the NRRC vacancy. Brian sat in on the meeting. 4) Director Bernstein handed out departmental updates to the NRRC members for their review. Commissioner Christenson brought up the memorial tree program. He would like to see the memorial plaques which are at City Hall displayed in a more noticeable area. One suggestion was to hang them here at the Parks & Recreation Department. Director Bernstein agreed that the program needs to be promoted more and will address the Commission's concerns. Adopt-A-Park: Director Bernstein informed the NRRC that this program will be reinstituted this coming spring. The only difference from past years is that the program will be administered by the Parks & Recreation Department, instead of the NRRC. After the holidays, the Parks & Recreation Dept. will contact previous participants to see if they are interested in participating in 2006. The application to adopt a park will be posted on the City web site. Commissioner Christenson asked if there would be signs recognizing the volunteers at the parks and on our trails. Director Bernstein explained that he is still examining our options in terms of recognition, but that something will be done. He is also going to speak with Hank Long and see if the paper will do an article as well. Commissioner Vandehoef also recommended recognizing participants in the Rivertown News either in the spring or fall. 6) LeDuc Orchard Agreement: Director Bernstein showed the NRRC a copy of the orchard agreement that the City has reached with Carpenter Nature Center.. Basically, Carpenter Nature Center will oversee the maintenance of the apple and small fruit orch3:fds. The trees and vines belong to the City - the produce will belong to Carpenter Nature Center. Superintendent Smith pointed out that a large paJ.1 of tIle program is monitoring - i.e., pest management, disease program, etc. It was felt that this is something that the Parks & Recreation Dept. could not do in-house. 7) Snow Plowing: The Parks & Recreation Department will be taking on additional snow plowing responsibilities this year. New additions include steps and sidewalks at City Hall, HRA sidewalks, LeDuc Sidewalks and the Westview Drive Trail. 8) o Greten Park Meeting: Commissioner Vandehoef reported that this meeting, which was held on Oct. 25th, was attended by a group of residents that neighbor the park. The requests were for a fence to enclose (or partially enclose) the ponding basin, more toddler equipment, and more swings. Commissioner Brown questioned whether the ponding basin holds water at all times. Superintendent Smith replied that it is supposed to be a dry pond, and that we do have a buffer of tall grasses and are in line with the League of MN Cities' requirements. He also mentioned that the city has 44 ponding basins, and if we fence this one in, we may start a chain reaction with the other ponding basms. Commissioners Vaughan and Brown feel that we should examine the situation and then prioritize the needs of this park with the needs of the rest of the city. Director Bernstein will get cost estimates and report back to the NRRC at next month's meeting. 9) New Business Developmental Updates: Director Bernstein wanted the NRRC to be aware that there are two possible developments up and coming. One is to the north of the High School to 42 (Conzemiust" .. Property) and would include over 300 homes. The other is south of Cari Park and west of 316. If either of these developments becomes official, Director Bernstein will bring this matter back before the NRRC so that land vs. park dedication money can be considered. Director Bernstein also mentioned that he would like the NRRC to consider trying to acquire larger-sized parcels of land in the future, if possible. Hastings Hockey Boosters - Ice Time: Darbie Johnson has sent a letter to the HHB with their allocated ice time for practices. The times are later in the evening so that the public can have good access to the ice as well. The HHB has been given approximately 24-26 hours per week. 11) Old Business - Letter to McKnight: Director Bernstein has returned the $250,000 grant that was given to us by the McKnight Foundation for the interpretive center, since we were not able to get the center on the State Bonding Bill. Hastings Sand Coulee: We have received a $15,000 grant from the DNR to restore some of the City's portion of the Hastings Sand Coulee. The Parks & Recreation Dept. has asked the Friends of the Mississippi River to oversee the restoration work. They will then be paid out of the grant money. MOTION: Commissioner Cluistenson made a motion that we proceed with the agreement with the Friends of the Mississippi River. Seconded by Commissioner Popp. Passed unanimously. Levee Park Meeting: On Nov. 14th, a meeting was held regarding the Levee Park Redevelopment. Commissioner Rohloff reported that 6 out of the 15 people in attendance were from the American Legion. The history of the park was discussed, and various requests were .j heard. Some of the requests were: to leave the trees and monuments that are currently in the park, to upgrade the lighting, to keep the trail system, and to keep the band shell small. 5 out of the 6 representatives from the American Legion would like the park left as it is. Director Bernstein commented that the band shell would actually be more like a performing platform. Local businesses would really like to see public restrooms in the park. This raises concerns about who would take care of them and if they would be open year-round. Stuart Krahn from Bonestroo is planning to come back in January with a redesign of the park. - The NRRC next interviewed Brian Schommer for the vacant NRRC position. MOTION: Commission Vaughan motioned that Brian Schommer's name be brought forward to the City Council for nomination "to the NRRC. Seconded by Popp. Passed unanimously. MOTION to Adjourn. Natural Resources and Recreation Commission Departmental Updates Warmina Houses · 14 Attendants have been hired · Open date - December 17 · Rinks have started to be flooded · Average number of days to prepare rinks with ice =10 · Average goal thickness of ice before opening = % - % of an inch · It takes a little over 3 hours to put one application on all 13 rinks · Approximately 2 rinks can be completed with one tanker of water · It takes approximately 20 minutes to fill tanker and maintain fire hydrant after using Parks Maintenance Activities · Staff attended a confined space training which we hosted for all City employees needing this update. · Completed repairs to the warming shelter at Lions Park. · Completed repairs to the Wallin Park hockey lights. · Started the flooding of 14 outdoor ice rinks including the new open rink at Cannon Park. (9 open & 5 hockey rinks) · Experimenting with a new method to control the ice stress against the boards on the Lions and .Arena asphalt rinks. Styrofoam pieces were placed to allow expansion and eliminate the blowout of ice. · Responded to 4 snow events that require9 G.T. to clear sidewalks at City Hall & the HRA properties. · Contracted for the removal of a "land mark" cottonwood tree measuring 7 feet in diameter at Veteran's Athletic Complex. This work was completed when the ground froze sufficiently. · The work on the restoration of the Sand Coulee has started with the contract work to remove invasive tree species this week. .. Start up of the aeration system at lake Rebecca including putting out and daily. monitoring of the thin Ice signs. .Civic Arena · Youth girls' hockey tournament 12/9/05 - 12/11/05 at the arena U10 A&B and U12. · 12/8/05 the separators are here for the Vilter compressors. New Mach will be installing them, I would assume real soon. · Learn to skate program was a great success 65 students the 1 st session, Instructor is Amanda Truax Korobko (A Hastings graduate) 2nd session to start 1/21/06 - 3/18/06. · High school girls' program, Honored Erica McKenzie for her accomplishment as 2004 Ms. Hockey Minnesota at the arena Tuesday 12/6/05. · Main topic at the arena is WHERE'S THE HEAT. We are trying to maintain 40 degrees at ice level just like all the other years. On game days the heat will raise to 48-52 degrees in the bleacher area east arena. . OUTDOOR ICE RINKS - GENERAL INFORMATION Below you will see the record of outdoor ice rink flooding going back to 1980. One tank is 1 ,200 gallons of water. Last year that worked out to 445,800 gallons of water to do the 12 rinks at 8 locations in Hastings. This year we are doing 13 rinks at 9 locations with the new one going in at Cannon Park. Weather records have been kept too. This is probably one of the most important parts of getting ice and we have no control over the weather. Going back to 1980 again the average number of days that we take to get the ice ready to skate is 9.8 and it requires 16.3 times for us to apply water on average. That works out to 19,560 gallons of water per rink to get them open. After that we need to broom the rinks every day during the season if it snows or not, blow the snow off, hand shovel the edges and then flood. This league was not associated or affiliated with the City in any manner except for field preparation. After having a conversation recently about the future of adult slow pitch -softball with Mr. Maltby, he feels the program is getting too large with over 50 teams and_ 500 players to manage. Gooff, knowing my softball background, feels comfortable to bfYgin to take on a different role with the adult softball program and have the City. take more of an active administrative role. The group introduced themselves and mentioned why they are interested in serving on the skate park task force. Mr. Bernstein mentioned what we hope to accomplish over the next several meetings. Council member Tony Alongi mentioned what his expectations are and from the City Councils perspective, what they are looking for from this task force: · Should there be a skate park? If so, who, what, where and why? · Where could a skate park be located if it is determined that the current location is obsolete? · What could the skate park be in ternls of size and scope (tier 1 vs. current tier 2)? · Where will the funding come from to do any improvements, relocation? It was decided that it would be a good idea to send out a survey to pool users to get some public input. The Parks & Recreation staffwill develop a list of possible survey questions and bring them to the next meeting for review. The possibility was also brought forward to have the survey included with the next issue of the Rivertown News so as to reach more people. If the survey cannot be included with the newsletter, we will mail it out to season pass holders instead. The 1 st two sections of the Business Plan Worksheet will be discussed at the next meeting.
