1) Roll Call at 6 pm: Commissioners Miller, Nelson, Popp, Rohloff, Schommer, Vandehoef, and Vaughan, Parks
and Recreation Director Bernstein
Absent: Superintendent Smith
2) Approved May meeting minutes. Motion by Vandehoef. Seconded by Schommer. Passed unanimously.
3) Setting Agenda: Director Bernstein added "Mississippi River Trail Replacement Lights" under Old Business.
4') Director Bernstein updated the commissioners on things happening in the department. Commissioner
Schommer complimented staff for the improved playing field at Vets Complex this year. He also mentioned
that other groups have commented on the improved playing conditions this year.
5) New Business
5 Year Capital Improvement Plan: The commissioners were given a draft version of the five-year CIP that
the department has developed. The commissioners questioned the $350,000 proposed to repair the tennis
courts in 2008. Director Bernstein explained that while this project would most likely not occur in 2008,
he wanted to put the full amount on the CIP so that planning could take place for the future. The heaving
and cracking that is occurring can only really be fixed by removing the courts, digging down 6-8" and
placing good fill down before laying the courts again. In the meantime, we will continue to fill the cracks
and paint to maintain the courts as much as possible. Commissioner Vaughan wondered if MnDot might
be willing to help with the cost of this project, since we are leasing the land from them. Commissioner
Schommer also asked about the mini-golf course that is listed for 2009. Director Bernstein stated that
since our aquatic center can't expand, and it was one of the first generation pools, staffis looking for
ways to keep it as an attraction. A mini-golf course located by the pool would generate revenue and
would also draw people to the pool as an added attraction.
6) Old Business
REP Letter: Director Bernstein informed the NRRC that staff is attempting to work more closely with the
Engineering Department to ensure that the Tree Preservation Plan is followed and upheld. A request was
also made to the Public Works Director to get our city forester more involved in projects so that the
guidelines can be followed.
NRRC Handbook: A handbook for NRRC members has been developed by staff. This handbook will be
especially useful for new commissioners, but there is a lot of valuable information in the handbook for all
members.
Mississippi River Trail Replacement Lights: Due to extensive vandalism to our light poles along the
. Vermillion River Gorge and the Levee Park Trail, Xcel Energy will no longer maintain these lights. With
the addition of the City Electrician, this project is now being handled by him. Director Bernstein passed
out a memo from the Public Works Department with suggested options for replacing these lights. The
new fixtures would be on wooden poles, which should be more vandal-proof. Screening would also be
included with the light fixtures to try and reduce breakage. Director Bernstein isn't a fan of the wooden
poles in Levee Park, mainly due to aesthetics.
MOTION: Commissioner Rohloff motioned to recommend this proposal to City Council. Seconded by
Vandehoef. Passed 6-1 ; Vaughan dissenting.
7) TRAC Bus Tour: The NRRC took a TRAC bus tour of Lake Rebecca, Hastings River Flats, Westwood Park,
Veterans Athletic Complex, and the Hastings Civic Arena.
Next meeting is scheduled for Tuesday, July 10th, 2007 at City Hall.

Parks Maintenance Activities
· The maintenance work on our pedestrian/bike trails and the basketball court at
Isabel is completed for this year.
· The new shelter at Lions Park is progressing. The plumbing work has started and
the floor is scheduled to be done this week.
· Tree Trust crews are working hard at C.P. Adams Park where they are installing 2
additional stairways in the disc golf coarse.
· Upgrades to the planting beds in the City Parking Lot on Sibley Street are
completed. Our staff has cleaned them up and added extra flowers and plants.
· Park reservations and Party Wagon use continues to be strong this summer.
· The Wetland Health Evaluation Project is half done for the season. The following
summary of the macroinvertebrate portion shows the results the Hastings Team
has produced:

· Summer maintenance is going on - we're putting backer panels on viewing side of
west rink (royal blue)
· Have re-bid west rink bleacher heat. First bid came back from three companies at
different brands and Btu numbers. They were all given the same specs.
· Repaired two planks on east rink that leaked this past winter season. No spare
parts remain for this floor now.
· Painted East / West locker room areas
.- Ice hour schedule for the coming season is moving along ok.

Re: Summary Statement of Initial Work Session
The following summarizes the discussion and input from Task Force members during the initial work session. The summary should
be viewed as the first step in the process of preparing the park, open space, and trail system plan. The various bullet points provide
a shopping list of items that need to be considered and resolved. It should be expected that this list of issues will expand as the
process moves forward. The discussions items are organized under general headings, although issues tend to overlap.
Parks:
.
Existing infrastructure of parks need to be reviewed to determine how well they serve the needs of the community
Parks location relative to the neighborhoods they serve should be reviewed, along with their interconnection via trails
Ease of park access needs to be reviewed
Size of parks - are they appropriately sized for their classification and use
Parking - can be an issue in neighborhoods when parks are used for programmed activities
Appropriateness of using neighborhood parks for programmed athletic use is an issue that needs extensive review, with the
main concern that some parks are used as mini athletic complexes; safety of mixing athletic uses with neighborhood uses
needs to also be considered
Outdoor ice rink locations - need to determine if current policy of placing rinks on a ward basis is the best approach; also
need to consider alternatives, such as refrigerated rinks in a few select locations to extend season
Tennis courts have been popular, and need to develop an understanding on how many are needed
Dog parks need to be considered

Athletic Facilities:
· General concern of a growing shortage of the right kind of facilities centrally located and consolidated to gain efficiency of scale
· Current approach is "pushing" neighborhood parks too hard, with issues listed above becoming more paramount concerns
· The impact of the YMCA coming to town needs to be factored into the planning process
· Also need to identify and consider the impacts that newer sports will have on the demand for facilities, especially green space
for growing sports like lacrosse
· Facility standards need to be reviewed to ensure that facilities being used for a given activity are suited to that use
· Accommodating tournament play needs more consideration
. Defining a proper location for the skate park is an important planning issue
· Aquatic facility remains highly regarded and important to the community
. Need to consider sand volleyball
Trails:
.
Trails are popular; need to make sure that users can get from "A" to "B" without much interruption
Quality of trail experience is important, with a focus on higher recreational value to the use, along with safety

· Signage needs to be better to make it easy to get around and know where you are
· Need to make the connection from the hospital area over to Spring Lake Regional Park ReseNe
· Existing trails need to be reviewed in terms of quality and value to the system; "dead end" trails especially need to be reviewed
· Winter trail opportunities also need consideration, especially cross-country skiing and winter hiking
Natural Areas:
· City needs to seriously pursue opportunities along river to preseNe that area - in concert with Dakota County and DNR
· Need to focus more on programming opportunities/nature interpretive programs
· Need to do a better job of educating the community about nature issues and preseNing open space for the future
· Need more passive connections to the river, which is the natural draw that has not been fully appreciated by past plans
· Opportunities to expand access to the Lake Rebecca and Lake Isabel areas need to be explored
· Vermillion River offers many opportunities that should be taken advantage of in the plan, including water trail
Other Park Issues:
· Historic sites need to be considered
· River access - docks, downtown area access, etc. - need to be a part of the plan; this is a missed opportunity
· Shooting range - how should that be handled
· Implementation evaluation form
Programming:
· Opportunity to grow/expand upon what we already do - especially seniors, nature programs, interpretation, and general
recreation
· Passive-type programming
· Get people out in the parks more, especially natural areas
. Use website more effectively
· Adopt-a-program idea - is this type of thing viable?
