Natural Resources and Recreation Commission Minutes
June 13, 2006 - 6:00 pm
1) Roll Call at 6 pm: Commissioners Brown, Popp, Rohloff, Schommer, Vandehoef, and Vaughan and
) Parks and Recreation Director Bernstein and Superintendent Smith.
Absent: Commissioner Christenson
2) Approved April and May meeting minutes. Motion by Vaughan. Seconded by Popp. Passed
unanimously.
3) Director Bernstein handed out departmental updates to the NRRC members for their review. The
Aquatic Center opened one day late due to issues with the coping stones. Also, the Aquatic Center is
now able to accept credit cards. A lighting contractor met with the Civic Arena to discuss new energy
efficient lighting. With rebates that Xcel Energy offers and a possible payment plan, the cost could be
quite reasonable. Director Bernstein mentioned that he has also met with a company regarding new
signs at the Arena. Superintendent Smith mentioned that there has been vandalism at Conzemius - a
portable toilet was burned down as well as the screen, and also the park sign. The total damages
amounted to around $2,500. Director Bernstein said that we are on our second company for portable
toilets, and if the vandalism continues, the company will have to pull our toilets. Commissioner
Brown suggested that if that ever happens, we investigate purchasing our own portable toilets and
hiring a company to service them only.
Director Bernstein also passed out copies of the proposed Arena fees for next season and discussed
them briefly.
4) Jorgenson Minor Subdivision: The planning department requested that the NRRC review the plan for
the subdivision and advise whether we would like to have land or cash in-lieu ofland. Director
Bernstein mentioned that we would receive about $4,500 if the cash option was chosen.
MOTION: Commissioner Rohloffmotioned to accept cash for the Jorgenson Minor Subdivision.
Seconded by Commissioner Brown. Passed unanimously.
5) Tiernev Park / Greten Park: Director Bernstein informed the NRRC that the neighborhood around
Tierney Park is asking for a bank of swings and that the residents around Greten Park would still like a
tot lot. The cost for the bank of swings would be about $2,500 and the tot lot would cost around
$10,000. It was mentioned that we just added equipment to Vet's Park; Commissioner Brown
mentioned that that was a unique situation due to the fact that we had actually taken away what was
there. Commissioner VauglIan stated that he felt both requests should be put into the budget cycle or a
Capital Improvement Plan, just as we do with other thin'i~s. He felt that everything in our control
should be on some type of cycle or rotation plan - playground equipment, forestry, ice rinks, etc.
Superintendent Smith mentioned that our maintenance equipment is covered by fleet management and
that the forestry piece would be covered by the parks master plan. Commissioner Vandehoef agreed
that there should be some type of priority list based on certain criteria in order to keep everyone on the
same page when requests come in - NRRC, City Council and City Staff. Commissioner Vaughan also
stated that the only things that should be updated that aren't on a cycle would be reactionary items -
for example, vandalism repairs. Commissioner Brown asked if there were some sort of matrix that we
could use to prioritize parks, equipment, etc. Superintendent Smith said that we have a parks
maintenance matrix that could possibly be used.
MOTION: Commissioner Vaughan motioned to reject the park equipment upgrades at Tierney and
Greten Parks until it can be prioritized into the budget cycle. Seconded by Commissioner Vandehoef.
o Passed unanimously.
6) Vet's Park Equipment: Director Bernstein received a petition with 124 verifiable Hastings residents'
signatures on it. The City Council has approved $11,000 for the project. Commissioner Brown asked
if there were still safety concerns over the location of the playground. Staff will not be putting a
border around the pea rock in case we need to add protection of some sort in the future.
Commissioner Schommer asked what type of fencing was being considered, Director Bernstein
mentioned that netting was an extremely expensive option, or we could raise the outfield fences from
8' to 15'. The option that is most attractive though is a natural barrier. Superintendent Smith is
recommending hybrid cottonwoods (no cotton) due to their fast-growing nature (about 10' per year.)
7) South Pines Park Update: The curbing has been poured. Superintendent Smith explained that the
curbs are like street curbing, but they are pitched the opposite way so that the water drains to the turf.
The mower deck can go right up to the edge, so it will save on maintenance time. It is also
handicapped accessible. The playground equipment is scheduled to arrive on Monday and will be
installed right away, weather permitting. Director Bernstein mentioned that we believe the developer
stripped the top soil off the park area (evident! y, this is a common practice) and so there is a lot of
clay. It rained recently and there was a small lake for 3 days, so drains and tile have been added as
well. In the future, we need to write something into onf"agreement regarding topsoil requirements for
park lands.
8) Lions Park Shelter Update: The City Council has given approval for us to seek bids. However,
Director Bernstein is investigating another option as well. There is a well house on the east side of the
park onto which Public Works will be adding a garage. Barry has asked if we could possibly add
another building onto the other side of the garage for our shelter. With this option, we would already
have water and it would be easier to connect to the sewer, giving us a cost savings.
9) Eagle Bluff Park Neighborhood Meeting: There will be a meeting at 7:00 p.m. on June 14th at Eagle
Bluff Park with the residents. They have requested a basketball court and river access from the park.
They have also inquired as to how much money is in park dedication for Eagle Bluff Park. Director
Bernstein explained to the neighborhood president that park dedication amounts are not designated for
specific parks, but rather is apportioned by Ward. Commissioner Schommer stated that stairs to the
river on City Property would be a huge liability. Commissioner Brown asked if we owned the land
where the residents would like the basketball court. Superintendent Smith told the NRRC that there i( )
an environmental easement 40' from the edge of the bluff. He also mentioned that he believes the
river access request is being prompted by the fact that some neighbors are adding stairs to the river on
their own property. The other residents may feel that there should be public access as well.
Commissioner Vaughan pointed out that residents could take the trail to get down to the river.
Commissioner Brown also brought up the issue of ADA compliance with a public river access - it
would be extremely expensive. Superintendent Smith mentioned that there are also environmental
guidelines regarding soil erosion that would need to be followed. Director Bernstein requested any
NRRC membcrs who were available to attend the neighborhood meeting as well.
10) Joint Meeting with Park & Recreation Committee of Council: Director Bernstein would like to invite
the Park & Recreation Committee of Council to the next NRRC meeting to be held on July 11 tho
During this meeting, the budget for 2007 can be discussed.
11) Donation from BY AA: Director Bernstein informed the NRRC that Hastings Youth Athletic
Association donated $6,000 to purchase new soccer goals.
12) Field Use: With the YMCA in town now, a new priority field distribution policy needs to be
developed. Director Bernstein feels that we have a good base, but that the policy needs to be refined.
Commissioner Brown was concerned about the duplication of programs by organizations that are
competing for city resources. Commissioner Vaughan felt that this issue should be addressed as soon
as possible. Due to staffing issues in the Parks and Recreation Department, Director Bernstein is
hoping to develop a policy this fall. 0

Wallin Bathrooms: Commissioner Vaughan wondered if the bathrooms could be opened for the
HY AA games at Wallin Park. Director Bernstein said that that is an option, but the individual
coaches need to come and check out the key at least a day ahead of time.
Trail by Malcolm Ave.: Commissioner Rohloffrequested that the small section of trail be
finished so that it meets up with Cory Lane.
Party Wagon: Commissioner Vandehoef mentioned that the party wagon had been in his
neighborhood over Memorial Day weekend and that many positive comments were heard!
Old Business
Skate Park: Since its move to Lions Park, the Skate Park has received more use in two months
than it has received in the last seven years. The neighborhood seems to have mixed emotions
regarding it. A letter from Director Bernstein will be going out to the surrounding residents
regarding the skate park and requesting their comments. Commissioner Vaughan mentioned that
he, personally, has heard many positive things now that the skate park has moved to Lions Park.
Conzemius Park: There is a problem with golfers at Conzemius Park. Ther department will be
putting up "No golfing in park" signs to help prevent this problem. Commissioner Schommer
asked that we put up a couple of those signs out at Vefs as well, as many golfballs have been
found.
Vet's Park: There were two banks oflights out at the baseball field. SUEerintendent Smith said
that the problem had been traced and should be getting fixed by June 14 . New timers have been
ordered.
HHB Agreement: Director Bernstein has met with Jerry Baum and minor adjustments will be
made to the agreement. Copies were passed out for the commissioners' review.

Departmental Updates
Parks Maintenance Activities
· Using funds from the National Park Service the Parks staff has
completed the installation of the patio pavers for the new Mississippi
River kiosk.
· Installation of the playground equipment for South Pines Park is
complete.
· New park signs are in at South Pines Park, Featherstone Ponding Basin
and Riverwood Park.
· We are coordinating projects for the "Summer Stretch" to install plantings
at the new park signs. So far the plantings are done at Wallin and
Riverwood Parks.
· Parking lot and trail bituminous overlay and seal coating with "Liquid
Road" is completed.
· The contractor to do the color coating and lining on the basketball courts
is continuing work.
· A donated swinging bench is being installed along the Mississippi River
in honor of Norm Selby.
· A project to help control Spotted Knapweed at the Sand Coulee took
place the evening of June 29th. FMR coordinated with volunteers to do
the work.
Hastinas Familv Aauatic Center
· Total attendance as of 7-9-06 = 15, 282. The end of the season total
attendance for 2005 was 22,449.
· Total season passes sold as of 7-9-06=1040. The end of the season
total passes for 2005 was 1425
· We have sold a total of 702 punch cards, as of 7-9-06.
· Shade structure shipped on July 5, 2006 and should arrive the end of the
July 10th week. With the help of Parks Maintenance, we can hopefully
get it installed prior to the end of the season.
Hastinas Civic Arena
· HHB Fall ice hours = 195.75 In a 9 week session a contract is being sent
· Fall ice starts 8/6/06 to 10/8/06
· Started on 2007 budget
· 1 business plan meeting took place, another scheduled for 7/6/06
· Summer repair
· 98 zamboni changed hydro pump front seal, did annual service
· Replace rubber floor #1 east locker room
· Started to add board backing to west rink boards for appeal and better
maintenance
