HomeMy WebLinkAbout09-17-07 Hastings,Minnesota City Council Minutes September 17,2007 The City Council of the City of Hastings,Minnesota met in a regular meeting on Monday, September 17, 2007 at 7:00 PM in the Council Chambers at the Hastings City Hall, 101 East 4"'Street, Hastings,Minnesota. Members Present: Mayor Hicks, City Councilmembers Alongi, Hazlet, Hollenbeck, Schultz, Slavik,and Riveness Members Absent: None Staff Present: City Administrator Dave Osberg Assistant City Administrator Melanie Mesko Lee City Attorney Dan Fluegel Public Works Director Tom Montgomery Finance Director Char Stark Fire Chief Mark Holmes Approval of Minutes: Mayor Hicks asked if there were any corrections to the minutes of the regular meeting on September 4,2007. Hearing none,the minutes were approved as presented. Recognition of Fire Chief Mark Holmes The Mayor and Council read a proclamation,declaring Friday, September 28, 2007 as"Mark Holmes Day" in the City of Hastings. Chief Holmes was presented with a replica firefighter and was thanked for his dedication and years of service. Proclamation Supporting Kids Day America Mayor Hicks read a proclamation,declaring Saturday, September 22, 2007 as "Kids Day America". Continued Discussion of Proposed 2008 Highway 61 Bridge Maintenance Mayor Hicks invited continued discussion on the proposed 2008 Highway 61 bridge maintenance. The initial discussion began at a 6:00 p.m. Council workshop. Phil Nelson,owner of the Busted Nut(I 18 East 2nd Street)expressed concern with safety,impact on local businesses,and frustrated over continued delays in the bridge replacement discussion. Greg Kasel,owner of Downtown Tire and Auto (320 Vermillion Street) stated that he would like to see good detours and communication to the public to allow drivers the opportunity to reroute. He also stated that we would like the 4d`Street intersection to remain open. Jaci Eischens, stated that she owns two businesses and is concerned with accessibility. She questioned whether the funds allocated for the maintenance could be used instead to assist with funding a new bridge. Representatives from MnDOT stated that the maintenance scheduled would need to be conducted to prevent future corrosion of the bridge. Councilmember Aiongi asked what had been done in past maintenance projects. MnDOT stated that maintenance to this extend was last done in 1988 and was closed to single lane traffic. Joe Balsanek, 224 West 7d`Street, stated that the City should not support the maintenance project and go on record requesting bridge replacement. Moved by Councilmember Slavik, seconded by Councilmember Alongi to direct staff to prepare a resolution supporting keeping one lane open during the proposed maintenance and establish a committee to continue to work on the issue. 7 Ayes;Nays, none. Award Contract—Cal Ruedy Public Works Facility Office Expansion Moved by Councilmember Riveness, seconded by Councilmember Hazlet to award the contract to Construction Results Corporation at a cost of$1,343,000. 7 Ayes;Nays,none. Copy of resolution on file. Moved by Councilmember Slavik, seconded by Councilmember Hazlet to approve the proposed tax levy at$11,280,000. 7 Ayes; Nays,none. Copy of resolution on file. Moved by Councilmember Schultz, seconded by Councilmember Slavik to approve the proposed HRA tax levy at 0.0144%of the taxable market value. 7 Ayes; Nays, none. Copy of resolution on file. Moved by Councilmember Schultz, seconded by Councilmember Riveness to set the 2007 Truth in Taxation Hearing dates for Monday December 3,2007. 7 Ayes;Nays,none. Copy of resolution on file. Request Regarding Soldiers and Sailors Cemetery Moved by Councilmember Riveness, seconded by Councilmember Hollenbeck to direct staff to clarify the ownership question on the property and commence discussions with Lakeside Cemetery regarding a potential cooperation on operating a cemetery. 7 Ayes;Nays,none. Reports from City Councilmembers An open house for the comprehensive plan process was held on September 12. A staff report will be held on October 1, 2007. A committee meeting to discuss downtown redevelopment and the potential for an EDA will begin meeting every other Thursday at 7:00 am. The YMCA will hold its ribbon cutting on its new building at 5:30 p.m. on September 18. Kids Day America will hold an event on September 22 at 12:30. Dakota County CDA's West Village Townhomes will hold an open house on September 25 from 3:00—4:30 p.m. Adjournment Moved by Councilmember Slavik, seconded by Councilmember Alongi to adjourn meeting at 8:02 p.m. 7 Ayes,Nays,None.
