Julius Lamb request for variance to allow Antique Shop in residential zone: Motion Trautman~ Second Stoffel that application be denied based on attached Committee Report. Ail Ayes. Ben Franklin Store Barbed Wire Fence: Halberg Committee has met with Mr. Bezdichek~ the owner~ but has no report concerning a resolution of the problem at this time. Mr. C. J. Markey has applied for a variance to allow the operation of a Auto Repair Shop on Lot One Block Sixty-One Town of Hastings~ located at 501 West 3rd Street. This is presently an R-2 Zone. Basis for the Petition for the variance is Section 12.S.1.1 of the Zoning Ordinance and is further outlined in his letter to the Mayor and City Council in report to Soleim Committee. Capital Improvement Program: Mr. Davidson relayed a message from the City Council asking that the Planning Commission review the 5 year Capital Improvement Program with specific attention the 1974 construction program. This matter should be taken up annually in order that new developments can be included and unnecessary projects removed £rom the priorities as stated in the original program. Matters which should be considered this year are: A. That the bridge over the Vermillion River on Pleasant Drive may be unnecessary at this early date. B. A sidewalk from the hospital to Lakeside Cemetery and up-grading o£ the sidewalk in front of Lakeside Cemetery. C. Methods of financing sidewalk construction in addition to the $150.00 fee per new house building permit fee. D. Suggested uses of revenue sharing funds as available. Petition to vacate alley in Block 71~ Town of Hastings: Mr. Hirchert reports that the Sole~m Committee £inds no objections to the vacation except that there is presently a power line in the alley. The Committee recommends vacation subject to reservation of an easement for utilities. Motion Hirchert~ Second Stoffel to adopt Committee recommendation. Ail Ayes. David E. Tanner, Secretary Hastings Planning Commission CITY OF HASTINGS 100SIBLEY STREET, HASTINGS, MINNESOTA 55033 Phone 437-692~ Hastings on the Mississypi OFFICE OF CITY ENGINEER MINUTES OF REGULAR PLANNING COMMISSION MEETING HELD MONDAY, AUGUST 13, 1973 Those present: Mr. Jensen, Mr. Trautmann, Mrs. Linde, Mrs. Stoffel, Mr. Hirchert, and Mr. Tanner. Also present: Mayor Petersen, Councilmen Fischer, Schnirring and Novak. and City Engineer John Davidson. The first item was approval of the minutes of July 23, 1973. It was moved by Mr. Tanner, seconded by Mrs. Stoffel and unanimously passed. (Note: P~te Korwin's yard was reported to be in an unsightly condition. Check this out and report back to the Council for the next meeting). (Check also if the press gets the same agenda and committee reports as goes to the Planning Commission and Council. This should be done so they are aware of startup time). There was a report by Mr. Trautmann of the Julius Lamb proposal for an antique shop on the Bakken property at Ash Street between 3rd and 4th Streets. The committee report by the study committee was furnished the Planning Commission with the agendas. It was moved by Mr. Trautmann, seconded by Mrs. Stoffel to deny the request based on their report of August 1, 1973 attached. (Also send a copy to the Council and make a note this must be on the next Council agenda for denying the permit formally by the Council). In regard to the Ben Franklin barbed wire fence, /he engineer indicated that Mr. Hallberg had discussed this with the owner and stated they had discussed some alternatives, but that I would not want to give a report without Mr. Hallberg being present. This was tabled to the next regular meeting. The engineer read a letter from Mr. Bud Markey asking for a variance to the ordinance to operate a auto repair out of his home at 501 W. 3rd Street. (See copy of letter attached). (Make a copy for Mr. Soleim and his subcommittee). The request for variance was referred to Mr. Soleim and his subcommittee for report back at the next regular Planning Commission Meeting. ) (This must be referred to Joanne to be included on the agenda for the Council Meeting of August goth). Also, Mr. Rehm appeared relative to the vacation of the alley in Block 71. (Make a note that Joanne have the Council set a date for hearing for the vacation of alley of Block 71 at the next Council meeting. ) Mr. Hirchert gave a brief report from his subcommittee. They had no written report that the subcommittee could find no objection to vacation of said alley. They did however recommend that the vacation be subject to retaining a easement for the power company, 10 feet in width for the entire block. It was moved by Minutes of regular Planning Commission Meeting held Monday, August 13, 1973 Page 2. Mr. Hirchert, seconded by Mrs. Stoffel and unanimously passed to recommend the vacation of the alley subject to retaining the utility easement. The Council was advised that they Planned Unit Development Section of the Ordinance would be reviewed with a member of staff from the Metropolitan Council at the next meeting of August 27th, 1973. Also, the decision as to a vice-chairman with the Planning Commission was to be discussed at the next meeting. It was moved by Mr. Hirchert, seconded by Mr. Tanner to adjourn the meeting so the joint meeting between the Planning Commission and City Council could be held. I am requesting herewith that a Variance could bo granted to the Zoning Ordinance that I might be allowed to operate such a service from my home. The reason for my request is that my health Is poor, my income limited and can only work on a part-time basis. The aut'omobile repair business is one which will allow me to do that. (Bt~d)lviarkey CITY OF HASTINGS 100SIBLEY STREET, HASTINGS, MINNESOTA 55033 Phone 437-6921 Hasfing~ on the Hississippi OFFICE OF CITY ENGINEER MINUTES OF THE PLANNING COMMISSION AND CITY COUNCIL HELD MONDAY, AUGUST 13, 1973 This meeting was held jointly between the Planning Commission and the City Council. It was a chance to meet with Mr. John Boland the Metropolitan Council chairman. Mr. Boland has recently taken over the chairmanship of the Metropolitan Council and has hired with him, staff members, Mr. Kevin Burk, who is a scheduling coordinator and law student who is going back to school this fall and Mr. Daryl Olson who is his official administrative assistant. Mr. Olson's extension is 376. It was indicated that if we wanted to communicate directly with Mr. Olson we should call him in problem areas if we cannot achieve regular staff satisfaction. Mr. Boland indicated that Mr. Paul Thuet from West St. Paul is our present representative on the Council. We should be able to work through him and through normal staff for most of the functions. Mr. Boland wanted us to know that his office is open to us for communication if we have problems in the other areas. He then went back into the purpose of the Metropolitan Council. The Metropolitan Council was established in 1967 as a planning and coordinating body dealing with the physical development which would deal with transit sewers, water pollution and open space. Any item with Metropolitan significance would be a function of the Metropolitan Council. In 1969 the Council received the grant review agency requirements from Federal agencies in the areas of housing, criminal justice, health and other social related fields. He stated that part of their problem is that they have 60 days to act in all grant applica- tion reviews. That this then only allows about ten days for therrunicipality to take action as a result of Metropolitan Council recommendations. He stated that the staff is extremely competent in their areas but they are not politically motivated and part of the criticism of the Council is the fact that the staff is not politically tuned w[~hthe local municipal needs. Next the City Engineer Davidson gave an update review of the status of planning in Hastings. The review of the comprehensive plan, the zoning and subdivision and sanitary sewer comprehensive plans which have been reviewed and approved by the Metropolitan Council. Next Walt Petersen stated that we have had good cooperation from the Metro- politan Council particularly during the six years that we were formulating the Comprehensive Plan and at which time Mr. Petersen was chairman of the Planning Commission. Next the Mayor asked what the opinion would be relative to the "Omnibus Bill" and the Metropolitan Council control of the other commissions such as MAC~ MTC. Minutes of Planning Con, mission and City Council, Monday, August 13, 1973 Page Z. Mr. Boland stated that he felt there was some need for a controlling agency. That the I~LAC, MTC should be under the direct control of the Metropolitan Council or totally outside of the Metropolitan Council Planning, but he thought that in order to be an effective Planning Agency the Metropolitan Council should have the total control of all other commissions, as they do now, with the Sewer Board. He stated that there was importance in notifying the Metropolitan Council early in problem areas. We advised him of the fact that we were applying for grant funds in connection with open space. He suggested that the DNR controls most of these funds but we should have input there. That his administrative assistant, Mr. Olson, would give us any assistance that he could in the area of grant application. That I should call Mr. Olson at an early convenience and he would follow through our grant application and make sure that it was processed. Following the meeting I had a request from Councilman Novak that we place an early meeting on the Agenda for August 20 so that the Hockey Program could be discussed with the entire City Council Completed our meeting at approximately 9:00 PM.
