HomeMy WebLinkAbout06/25/73CITY OF HASTINGS 100 SIBLEY STREET, HASTINGS, MINNESOTA 55033 Phone 437-6921 OFFICE OF CITY ENGINEER MINUTES OF REGULAR PLANNING COMMISSION MEETING HELD MONDAY, JUNE 25, 1973 The meeting was held at 7:30 P.M. in the Council Chambers of City Hall. Those present: Also present: Absent: Mr. Don Hallberg, Mr. Skip Soleim, Mr. Bill Hirchert Mrs. LuStoffel, Mrs. Marcella Linde, Mr. Tony Kramer, Mr. Fred Trautmann, Junior Member Schumacher. Mr. John Davidson, Mr. Dick Holmes, Mr. Roger Tonsager and Mr. Dennis Pellant. (Excused - Mr. Dave Tanner) The first item of discussion was the request from Hastings Bee Line for two customer parking spaces on gnd Street adjacent to his driveway access. After report of the subcommittee consisting of Mr. Soleim, Mr. Kramer and Mr. Hirchert, Mr. Soleim moved to deny the permit based on their committee report. The motion was seconded by Mr. Hallberg and unanimously passed. (See copy of report attached). The Engineer stated that there had been other requests for this type of parking and this is one reason it was forwarded to the Planning Commission for a ruling. Mrs. McNamara on 6th Street between T.H. 61 and Eddy Street had asked for similar parking across from Dr. Weiss' clinic. Mrs. Karnick in the area across from Hiniker Bowling Lanes asked for similar restriction along the street. Her signs were furnished to be placed on her own private property. There was some discussion about private parking zones within the Midway Shopping Center. It was indicated that all of the Midway Shopping Center facility is in fact on private property. There are no other areas within the City that the engineer was knowledgeable of restricted customer parking on public right- of-way. The engineer stated he preferred standard signing, either establishing a controlled parking zone which could be anywhere from t5 minutes to g hours generally, or no parking entirely, in which case the owner of the property could not park there either. It was requested of the City Engineer that the City Attorney be contacted as to an opinion relative to the present signs indicating customer parking only in front of H. D. Hudson plant offices. The engineer indicated that this was pre- existing or signing prior to the enactment of the present zoning ordinance. He would take it to the City Attorney relative to the legality of the signing and whether it would be illegal under our present Zoning or Traffic Control ordinances. There was a request from Central Natural Gas Company to install three- strand barbed wire over the fence around their peak shaving plant south of 18th Street and east of Ramsey Street. GouncilmanHallberg's committee had completed a study in this regard. Councilman Hallberg moved, seconded by Mrs. Linde to recommend that the request be allowed. The committee had viewed the site, the fence had been installed, the barbed wire would be placed subject to the Planning Commission recommendation and City Council action. This should be placed on the agenda for the next regular Council Meeting. Next was a request from H. D. Hudson Manufacturing Go. to vacate all of W. 1st Street between Blocks 5 and 6 of the Original Town Hastings and the Mississippi River. This was referred to Mr. Hallberg's study committee consisting of Mr. Hallberg, Mr. Dave Tanner, Mrs. Marcella Linde and Junior Member, Steve Sindt. The Planning Commission Ghairnxan directed us to correspondence relative to a letter from the Rochester area Planning Commission dealing with fallout shelters within Planned Unit Development areas. Mr. Trautmann's study committee consisting of Mr. Trautmann, Mr. Dick Jensen, Mrs. Lu Stoffel are presently reviewing the Planned Unit Development ordinances. The City Engineer reminded the Planning Commission that there would be a meeting of local contractors, builders and suppliers, along with City Officials on Thursday, July 12, 1973 from 7:00 to lI:00 P.M., involving members from the State Building Code Department and the Building Official from Bloomington who will present a slide presentation of Building Code requirements, as well as need for Building Codes and enforcement. All members of the Planning Commission were urged to attend this meeting. We completed our regular meeting at approximately 9:00 P.M. John Davidson, City Engineer RE: REQUEST FOR CUSTON~ER PAI~.I~ING The sub committee met Friday, June 2Z, at Hastings Bee Line garage, reviewed and discussed the request for two (Z) customer parking places by IV[r. Albert Soderbeck. The committee recornrrlends we deny the request, the basis for the rejection is mainly three reasons: I. It would be impossible for the City to enforce. If the Cit~ were to sanction such a zone it would follow that the City police would then enforce said zone, but no ordinance exists. Concern for precedent. If the request is favorably decided the cornmittee felt many similar requests would follow. 3. Long time problem. The situation has existed for )rears and though a hardship it has worked before under previous owner. The committee discussed other solution extending Z hour parking West; removing the Z hour signs East in front of St. Johns Hotel. The later seemed to only compound the problem by allowing daytime parking to the East. The committee understands Mr. 'Soderbecks problem and is sympathetic but has no solution to offer.
