Roads 91 and 54.
No objection by Planning Commission.

MINUTES OF I-LiSTINGS PLANNING COMMISSION
HELD Monday, June 11, 1973
The meeting was delayed until 8:00 PM until we had a quorum of members of the
Planning Commission.
Those members present were Mr. Jensen, Mr. Hallberg, Mr. Soleim, Mr. Tanner,
Mrs. Linde, Mr. Schumacher, Jr.
Also present were the building officials, Mr. Tonsager, Mr. Holmes and City
Engineer Davids on.
Later in the meeting the Mayor and Councilman Novak and Schnirring joined the
attendance at the Planning Commission meeting.
The first item was a motion by Mrs. Linde, seconded by Mr. Soleimto approve
the May 31 minutes as submitted. This was a special meeting held on Thursday,
May 31 for the purpose o£ reviewing Whispering Oaks and vacation of Oak Street.
It was indicated that the hearing will be held for vacation of Oak Street on June 18
and that the Council had approved the final plat of Whispering Oaks First Addition
in accordance with the recommendations of the Planning Commission. The
Planning Commission Chairman, Mr. Jensen, referred the Agenda items to the
following committees:
Bee Line request for two (Z) customer parking spaces on
Second Street was referred to Mr. Soleims committee.
The Central Natural Gas Company's request for placing
barbed wire on the chain link fence surrounding their peak
shaving gas facility South of 18th Street and East of Ramsey
was referred to Mr. Hallberg's committee.
The Jim Hoffmann garage facility to be constructed on the
Elmer Pederson property on County Road 91 South of County
Road 54 was given verbal approval. The proposal appears
tomeeatll platting and zoning requirements and would be
allowed,
Next the Engineer indicated that he and the Clerk/Administrator attended the
TH 61 great river road conference in Red Wing on June 7 and that the presentation
was an excellent one made by the basically the Chamber of Commerce of Red Wing.
Pointed out the short comings in the plans that had been made for TH 61 and the
bottle neck that exists between Lake City and Hastings along the route of TH 61.

The Engineer also pointed out that upgrading of Highway 61 is in the 1980-85
time schedule and that there seems to be concensus of opinion at the meeting
in Red Wing that persons would not object to an increase in gas tax providing
the Highway systems where constructed and that the raise in gas tax would
be used for Highway construction purposes.
Next the Engineer read a letter that is a portion of a speech made by Mr.
Ray Lappegaard at the Environmental Impact Statement Communications
Seminar attended by the Engineer on May 24. In essence, the statements
suggest that the elected officials role in decision making process at the
local level and within the Legislative offices, ts reduced by allowing
total public involvement in all projects. Most "public" groups are special
interest in nature or other agencies.
