HomeMy WebLinkAbout05/31/73MINUTES OF MEETING OF HASTINGS PLANNING COMMISSION SPEICAL MEETING HELD THURSDAY, May 31, 1973 Members Present: Also Present: Jensen, Soleim, Linde, Stoffel, Trutmann, Hirchert City Engineer Davidson Tanner Special meeting called to discuss Whispering Oaks First Addition Final Plat and vacation of Oak Street north of Highway 55. Trautmann committee recommends approval of Whispering Oaks First Addition final plat, subject to conditions as set out in the attached committee report. Motion Trautmann, second Stoffel to approve plat and adopt committee report. All ayes. Vacation of Oak Street north of Highway 55: vacating, provided: Soleim committee recommends Robert Schmitz assume responsibility for obtaining necessary legal work. Turn-around area for automobiles be provided for Lots 12 and 13 in order to avoid backing onto Highway 55. That no building permit be issued for the vacated street unless this land is added to Lot 14 only. Motion Soleim, second Hirchert, to approve vacation subject to the above. All ayes. David E. Tanner, Secretary Hastings Planning Commission CITY OF HASTINGS 100 SIBLEY STREET, HASTINGS, MINNESOTA 55033 Phone 437-6921 OFFICE OF CiTY ENGINEER MINUTES OF SPECIAL PLANNING COMMISSION MEETING HELD THURSDAY, MAY 31, 1973 Those present: Dick Jensen, Skip Soleim, Mrs. Linde, Mrs. Stoffel, Dave Tanner, Fred Trautmann, Wm. Hirchert. Also present: City Engineer John Davidson There was a motion by Mrs. Stoffel, seconded by Mrs. Linde to approve the minutes as written of the May 14, 1973 meeting. The first item of review was a request by Robert Schmitz for vacation of. Oak Street. A report of that by the committee was furnished the Planning Gommission. They recommended vacation of Oak Street, subject to: 1. Mr. Schmitz to assume the responsibility for obtaining any necessary legal work in abutting property owners giving up their vested rights in the vacated street. Z. Turn-arounds be provided on Lots 1Z and 13 on either side of vacated Oak Street in order to avoid backing onto T.H. No building permit be issued for the vacated street until all of the vacated portion of Oak Street is attached to Lot 14, only. The recommendation was unanimously pas sed. The plat of Whispering Oaks 1st Addition was reviewed. A subcommittee report was furnished to the Planning Commission. (See copy of report attached). It was moved by Mr. Trautmann, seconded by Mrs. Stoffel to recommend approval subject to the conditions outlined in the subcommittee report. The motion was unanimously pas sed. The Planning Commission asked the status of the Vermillion River Flood Plain. I told them the land values established by the owners, i. e., Xavier Kaiser had asked $70,000 in damages or as a cost to the City for acquisition of his properties. The surveys were basically complete. There would be a report from the City Attorney at the next Council Meeting relative to the procedure to followfor condemnation proceedings. It seemed there was no alternative other than to condemn the land and have it appraised by independent appraisers. We completed our meeting at approximately 9:00 P. M. John Davidson, City Engineer WHISPERING OAKS FIRST ADDITION The subcommittee reviewed the proposed final plat of "Whispering Oaks First Addition" and recommend approval subject to conditions as follows: 1. Submission and endorsement of a "Development Contract" approved by the City Attorney. 2. Compliance to platting requirements and payment of platting charges as provided. 3. Provide plat changes as follows: (a) Rename "Pleasant Avenue". (b) Show distance from "Pleasant Avenue" to Pleasant Drive along north line of plat. (c) 148.09' radius curve be 175' minimum radius. (d) Show R = 318.31 along centerline of North Frontage Road. (e) Show Section gg, except West 1/4 Section Line and tie south line of plat thereto. 4. Provide all conditions agreed upon at the time of preliminary plat and rezoning approval. The subcommittee finds the proposed plat is in conformance with preliminary plat design and would recommend its approval as conditioned.
