Marcella Linde, Mrs. Lou Stoffel, Dick 3ensen, William Hirchert, Don I-tallberg. Absent and excused: Clarence Soleirn, Jr., David Tanner and Tony liramer. Also present from lq.D. Hudson, Charles Radlo£f, Gene Stuck, Rudy Zesik, Ed Thiel and Butch Biehl. Present from the community, Mr. Bert Goderstad, Mr. Roger Tonsager,' Mr. Dick Holmes, Mr. Wallace Erickson, Mr. Walt Petersen, Mr. Jim Kayfes. Prior to the regular meeting Mr. William Hirchert was sworn in as Planning Commission member by the City/Clerk Administrator, Mr. Erickson. He was given copies of Comprehensive Plan, Comprehensive Sewer Plan, the Zoning Ordinance, Sub Division Ordinance and Flood Plain Studies. Mr. Dick Jensen opened the meeting stating that the purpose was for review of the request from H. D. Hudson for variance to the parking regulations of the Zoning Ordinance. Mr. Wallace Ericksonintroduced the persons present from H.D. Hudson Manufacturing Company, the presentation was made by Mr. Ed Thiel, manager of H. D. Hudson in Hastings. Mr. Thiel apologized for the inconvenience for postponing the last regular meeting to tonights meeting. The reason was for time required to prepare the drawings as presented at the meeting tonight. Basically the only variance required is one of parking. A requirement of 83 parking spaces based on square foot area and/or employees on a per shift basis could not be met. 70 parking spaces could be provided on the present available parking areas. However, the 13 parking spaces that are short could be provided on the green space presently in front of the central offices of H.D. Hudson IVlfg. between Eddy Street and Highway 61 on the North side of Second Street. Mr. Thiel pointed out that their position was to leave the green space if at all possible and apply for a variance to the parking section to the ordinance. The variance has been requested under Section 1g. 3. 1. 1 stating that the special conditi ons and circumstances exist which are peculiar to the land structure and building involved which are not applicable to other land structures and buildings in the same district. A review of the previous meetings and hearings andt,]anning Commission and Council were advised of the design and construct aspects of the requests. The following points were made: 1) the new construction will not require additional employees, Z) 64 cars are presently parked in the existing off street parking facility which would provide for 140 parking spaces, 3) the long range plan for parking may allow for removal of old buildings in the future, however, lq.D. Iqudson Manufacturing is not prepared at this time to guarantee build~ng removal for additional parking, 4) the recommended review by the study committee for the overall plan setback and so on was suggested. Also the Planning Commission would like to meet with adjoining property owners, check building setbacks on adjacent properties, check with the Riverbend Association and other special interests in the area of the c onst ruct ion. Next, H.D. Hudson would be provided all of the considerations of any other applicant for variance and the City Engineer has studied the setback requirements and finds them to be in order, has made the estimates of parking spaces from the best information furnished him by H. D. Hudson Mfg. Company. The on street par!~ing presently provided lq.D. Hudson Mfg. was not considered .in the a iii . off street ~acl~ty requirements. It was pointed out there wil~ be approximately 48, 300 square feet of new building. That they have ample space for future expansion by removing some of the present structures on the site. It was asked that some consideration might be given to a special sub committee meeting before the regular Council meeting on Monday, May 7 so that the Council at that time might be provided input from the Planning Commission review. It was moved by Mr. Trautmann, seconded by Mrs. Linde that the matter be referred t~sub committee for study and this was unanimously passed. Mr. Trautmanns sub committee will be meeting on Wednesday, May 9, at 7:00 PM in Mr. Trautmann's office for review of the proposed construction with II. D.
