Those present: Mike O'Connor, Mike Freise, Mike Borgelt, Dick Darsow, Walt Petersen, Wally Erickson, Lou Stoffel, Marcella Linde, Don Hallberg, Skip Soleim, Steve Gartzke, Leo Schumacher, Jr., David Tanner, Pat Wilson, Ed Son/ag, Dennis Pellant, Tony Kramer, Dick Jensen, Tom Novak, Ted Randolph, Irene Carroll and representative from K.D.W.A. Radio It was moved by Mrs. Linde, seconded by Mrs. Stoffel to approve the minutes of November 27, 1972 as submitted. Mr. Walt Petersenintroduced Mr. Mike Borgelt from the Metropolitan Council. Mr. Borgelt made a brief resume of the function of the Metropolitan Council. He then opened himself up to the audience for general questioning. I-Ie stated the present Council is made up of 14 members, the new Council proposed in the Legislature would have 17 members, each would be a separate senatorial district. He discussed Airports, Transit, Open Space, Housing, Mosquito Control, and stated the Legislature in 1967 accepted pretty much all of the recommend- ations of the Metropolitan Council. In 1969 there were definitely fewer recom- mendations accepted by the Legislature. The next session of the Legislature, he felt, would deal specifically with the £iscal disparities bill. He then discussed in detail and answered questions about the Airport site location, Metropolitan Transit, Parks and Open Space and specifically, the Zoo, recommending that the Metropolitan Council be appointed members of MAC and MTC. The Sewer Board who he felt should have a chairman recommended b y the Metropolitan Council, not to allow the Sewer Board to appoint their own chairman. Discussed in detail the Metropolitan Mos{luito Control District, the Air Pollution Control, recommendations to the Legislature in regard to placing the enforcement and manpower and ability in the hands of the State PCA. Tom O'Connor if he felt the Council should be elected. Mr. Borgelt opposed an elected Council, specifically on the grounds that an elected official could not make value judgements which would not be politically motivated. Mr. Borgelt said it was not impossible, but very im- probable. He also stated that Northwest Airlines indicated that they would not move to a northerly site, that they would move out of the metro area, particularly Minnesota if that was required. Mr. Borgelt stressed the planning, coordinating and development function of the Council. He felt it should be retained as that type of ag ency. There was then a discuss[on regarding the Housing and Redevelopment Authority, particularly regarding low and moderate income housing. Mr. Borgelt stated the Metro Council did not make those judgements, they merely state on a Federal Grant Application that there is or is not a provision for low or moderate income housing within the Grant process. The Government makes the decision as to whether this does or does not affect grants. Mr. Steven Sindt introduced himself as the new High School member to the Planning Commis sion. Mr. Borgelt stated he would be off the Metro Council on January 2, 1973 and was committed by several persons present for his representation on the Council. Dakota Hills 4th Addition was referred formally from the Council to the Planning Commission. Valley Manor was referred to Mr. Trautmann's Study Committee. The Engineer gave a brief report on the Occupancy Permit Seminar that he attended. Mr. Hallberg commended the Riverbend Association for proceeding with the Downtown Development Plan.
