ltastinga Area Chamber of Commerce by its transportation committee presented
information relative to a study for a master plan for a new area airport~ The Chamber
requested that the Commission recommend to ~he Council that the City pay 10% of the
cost of the formal study. The study will cost an estimated $22, 000 to .~$~ 000. Thus
the City share would be $2,200 to $2, 500, Federal and State agencies will pay the
other 90% of the cost. The plan could take about 8 months in preparation. Commission
members generally favor such & study but asked the Chamber to present their reasons
for their request la writing.

MINUTES OF HASTINGS PLANNING COMMISSION
MEETING HELD ON MONDAY, NOVEMBER 27, 1972
7:30 PM
Those present:
Mr. Petersen, Mr. Leo Schumacher, Jr., Mrs. Linde, Mrs. Stoffel,
Mr. Jensen, Mr. Tanner, Mr. Soleim and Mr. Gartzke.
Also Mr. Hallberg and Mr. Trautmann.
Also present were members of the press, City Engineer and interested
citizens, Mr. Dennis Pellant, Mr. Jim Caturia, Mr. Leo Schumacher, Sr.
The first item was the swearing in ceremony of Mrs. Lou Stoffel by the City Clerk
Administrator, Mr. Erickson.
Next was a motion by Mrs. Linde seconded by Mr. Jensen for approval of the minutes
of November 13, 1977 as presented.
Next item the transportation committee, the Chamber of Commerce, Mr. Paul McGabe,
Mr. Charles Kelly were present to ask the Planning Commission for support of a master
plan for general aviation air facility near Hastings. The City's share of such a study
would be approximately SZ, 000 to $2, 500 or 10% of a SZ0, 000 to $25, 000 study. The
study would be a feasibility type study and it would determine if in fact the general
aviation facility would be supported in the Hastings area and secondly what the design
of such a facility would be and ultimately what the cost of such a facility would be. It
would go into such things as environmental factors, inventory of existing facilities and
analysis facilities of concept plan noting the size and general construction requirements
and go into a planning formulation of Phase construction if it proved to be a feasible
probability. They are asking basically for an opinion from the Planning Commission
for referral to the City Council. Chairman Petersen then stated that he felt the
Chamber of Commerce should furnish a position paper in writing that could be presented
not only to the City Council but to the general public for acceptance of such a facility.
He stated that he was in favor of such a facility however in view of the fact that priorities
must be considered he was concerned that the requests of this nature when budget ex-
penditures are required be in writing so that the City Council and interested citizens
could be aware of the benefits of expenditures of this nature. It was then pointed out
by the transportation committee that such a package would attract industry to the area.
That Marshan Township is waiting for the City of Hastings to make a move in this
direction because they are working on their comprehensive planning at this time.
Chamber of Commerce committee of transportation agreed that they would put their
request in writing, come back with adequate reasons for the study and present a position
paper to the Planning Commission at a later date.
Next item, Mr. Don Gustafson presented his plat of Dakota Hills 4th Addition. The
Engineer reviewed the location which .ks basically the outlots within Dakota Hklls 1st and
Bauers Znd additions which are now being replatted to single family residence lots.
The area that was requested for Townhouse development East of Westview Drive and
the North area of Dakota Hills 1st addition has been altered to ,show single family

residences rather than Townhouse Development. The street systems would be continuous
and in accordance with the preliminary plats of both areas. The plat was re[erred to
sub-committee of Mr. Wilson, Mr. Tanner, Mr. Gartzke and Mr. Soleim.
The next item was the request by Mid Continent Development Corporation for a building
permit for the third apartment building or Phase II developement of Westwood Village.
This had been referred to Mr. Wilson by the City Council previously. He had recommended
approval subject to planned unit development sections of the zoning ordinance and sub-
ject to final platting. Motion was made by Mr. Tanner, seconded by Mr.
recommending that the building permit be issued for the third building under I~hase II
development subject to the above stated requirements. The motion unanimously passed.
Mrs. Linde then made a report of the vacation of Westview Drive, from Southview Drive
to the South line of Country Estates plat. Stated that there is some questions as to
whether the Charltons still wanted the vacation since the property in question legally
would not revert to the~m but would revert back to Country Estates, Inc. which is a
defunct corporation. There was some question as to whether the land would then be
placed for tax title purposes. There was then a motion by Mr. Trautmann seconded
by Mr. Hallberg to deny the request. That the 33 foot width be available to the Charltons
for green space and maintained by them as boulevard and that the only intent on the
City's part would be to retain the right of way for possible future access to future
development of land lot areas along the Vermillion River and/or utility extensions if
required. It was unanimously passed. The motion to deny the request.
The next item of discussion was the fact that Mr. Mike Borgelt from the Metropolitan
Council will be in Hastings on Monday, December 11, 197Z, 7:30 PM, to give a pre-
sentation and answer questions in regard to the role of the Metropolitan Council. It
was asked that the Plannlng Commission, City Council, Township Ad Hoc comr~ittees
be notified of this meeting.
Next Mr. Petersen pointed out that there would be a seminar on planning next March and
April at the North Hennepin State Junior College. Anyone that was interested could
secure the details from the brochure which he had.
He also read the applications for vacancy on the Planning Commission. That Mr.
Charles Kelly and Mr. Richard Kleis both of whom had applied for positions on the
l~lanning Commission after the first of the year when vacancies will occur. Mr.
Petersen also read a request from Mr. Gydessen whose offices are in the new
Chamber of Commerce office building would like to convert his old real estate offices
on Sibley Street immediately South of Second Street to apartments on the first floor
elevation. Also asked about the possibility of Hy-De-Hy building being sold and removed
and a restaurant being allowed on that side of Highway 55. These are two items to be
considered by the Planning Commission for action in the future.
There was then a general discussion of commercial zoning within the City of Hastings
or lack thereof and it was suggested that there may be some additional commercial
zones required. It was suggested that there be one meeting set aside for possible
revisions to the zoning ordinance in particular as it relates to commercial development.

Next there was a motion by Mr. Trautmann seconded by Mr. Soleim, unanimously
passed to recommend to the City Council to rezone from "agricultural" to
residential property included in Old Bridge Addition and Highland Hills addition.
It was also suggested to the Engineer that he check outlot E Imperial Estates fo make
sure that that area had been rezoned to R3 residential use. (Make a note to check this
out).
There was then a motion by Mr. Jensen seconded by Mrs. Stoffel that the Council
be recommended to purchase 100 cop[es of the Comprehensive Plan. A definite cost
figure will be furnished the City Council at that time. This motion unanimously
passed.
