MINUTES OF HASTINGS PLANNING COMMISSION MEETING
HELD MONDAY, AUGUST 28, 1972
Those present:
Mr. Soleim, Mr. Siebrecht, Mr. Jensen, Mr. Trautmann, Mr.
Hallberg, Mr. Wilson, Mr. Petersen, Mrs. Linde, Mr. Leo
Schumacher, Jr.
The first item was the motion to approve the minutes of August 14. Motion was made
by Mr. Soleim, seconded by Mr. Jensen.
Next was the discussion of the Siewert plat. Mr. Wilson gave a report that they met
Mr. Siewert. They intend to meet with the Engineer to review the concepts that
they discussed with Mr. Siewert. Will report back at the next Planning Commission
meeting to be held September 25.
The next item was discussion of the revision to the sidewalk section to the sub-
division ordinance. Mr. Wilson reported that they had to meet with the City
Attorney to rule on certain legal technicalities prior to their presentation to the
full Commission.
Next item Reverend Fair from Haven Homes presented a addition concept plan to
the Planning Commission for their review. He stated that there has been a change
in certification Nursing Homes since they began what was at one time a medical
facility for the aged and since been designated as a Nursing Home and a Care center.
The extension requires that the flood level be determined at the ponding basin as
to whether they should construct a two or three level facility. I told Reverend Fair
that thts would be checked and we do have a design capacity for the ponding facility
which would have to be protected.
There was then a motion by Mr. Soleim, seconded by Mr. Sieckert, that the
Planning Commission approve the concept and recommend to the Council that be
allowed and building permit be issued. (Place this on the agenda for the September
11 meeting of the City Council and make note to send a notice to Reverend Fair
to make his presentation to the City Council on that date).
Next Mrs. Linde was asked to report on the Cliff Olson request for variance.
This was dropped until further notice since the property in question is for sale
at th is time.
Next she reported on the First National Bank request for designating one way traffic
on the alley between Second and Third Streets from the West Frontage Road to Eddy
Street. The Engineer indicated that this would have to be signed by the City to
designate one way traffic. A stop sign would have to be installed on the access to
the West Frontage Road on Highway 61. The Engineer is to contact Mr. Fluegel
to determine whether the oneway designation should be by ordinance or merely by
resolution.

Secondly, to meet with Daryl Plath and discuss the Police Department approval
of the oneway traffic concept and thirdly to meet with the Fire Chief, Mr. Latch
and discuss the fire fighting situation and the approval of the Fire Department.
Motion was made by Mrs. Linde seconded by Mr. Hallberg , unanimously
passed. (check this with both the Chief of Police and Chief of Fire Department,
both to have agreed to the proposed traffic routing. The City will do the necessary
signing upon approval of the City Council).
The next item was the review of the Capital Improvements Program. It was .indicated
that the Planning Commission did not receive copies of the Capital Improvements
Program corrected as of July 24. (Cop[es of this memo should go to the Planning
Commission and also to the Natural Resources Commission).
The Engineer reported that the firm of TKDA would furnish a bound report and
hopefully by the next Planning Commission meeting which is September 25.
Next was a review of the motion by Mr. Wilson to revise the land sub-division
regulation. The motion was seconded by Mr. Trautmann and unanimously passed.
(See copy of Mr. Wilsons recommended amendment to the sub-division regulation.
This deals in particular with Park land dedication).
Next Mr. Walt Petersen read a letter from Mr. Dave Pederson, Chairman of the
Natural Resources Commission dealing with the review of Park land dedication.
In particular the Park land within Siewerts proposed sub-division. (See copy of
letter attached). (Get a copy of this letter from Walt Petersen).
Next there was a discussion relative to holding a Public Hearing on the amendments
to the land sub-division regulations. The original motion made by Mr. Wilson
seconded by Mr. Trautmann was withdrawn and the following motion would be instead.
That there would be a Public Hearing held September gS, 197Z for the purpose of
reviewing proposed changes to the [and sub-division regulation and particular
dedication of park and open space. All contractors shall be notified in writing as
well as public notice to appear in the local press and radio. (Make a note that
this announcement will have to be made public and letters will have to be sent out
to all local building contractors).
The Planning Commission unanimously agreed that their next meeting would be
September Z5, 7:30 at the City Hall.

Mailing should be made to the Planning Commission and Natural Resources Commission
consisting of 1973 budget consisting of 4pages plus the Z pages of Capital Improvements
proposed expenditures reported by the Natural Resources Commission. A report
of estimated costs for the year 1973 which was sent to the Council from the City
Engineer on 8-17. Copies of the memo to the Mayor and City Council from the
City Engineer correcting the Capital Improvements Program as of July Z4, 197Z.
This also was sent to the Council on 8-17. Next copies of the memo to be furnished
the City Council on September ll dealing with Capital Improvements Program
financing memo to the Mayor and City Council and Planning Corrunission from the
City Engineer and City Administrator. Make distribution with formal minutes.

Dear Walt~
You requested information in regard to the use of the parks
and our plans for acquisition of recreational facilites at our
meeting on August 15, 1972.
In the spring of 1971 we took a survey to determine what
people expected of the parks and to what extent parks and play-
grounds were used.
The results can be interpreted in many ways: For instance
75~ of those questioned listed Pioneer, Roadside and Wilson parks
as being closest to their home) 53~ indicated that these same
parks were used the most. These three parks are really the only
parks which have adequate facilites with Wilson being borderline
as to equipment. Therefore all of the other questions in the sur-
vey are influenced because most of the people are.,using the parks
where equipment and services are available.
One interesting point is that although 54% indicated park
and playgroung space was adequate, 77% thought that more land
should beset aside for open space.
Our general conclusion is that people use the parks where
equipment and services are provided. Approximately 8~ of the
population was contacted. Results were obtained by a personal
interview. Projecting these results to our total population in-
dicates that 925 families use our parks on a weekly basis and 875
families use them on a monthly basis.
Our budget generally indicates the priorities placed on
the development of our parks. Our 1973 budget calling for a large
expenditure at Old Mill Park was in part dictated by the Councills
indecision as ~o what to do with the park in view of the recurring
vandalism. We think this plan should be followed bur the priority
may be wrong.
Since the publication of the budget, two groups have come
forward asking that specific programs be considered. Ihe pub-
lication of the budget was good in this respect. We are getting
some input from the citizens.
We would expect that the budge% would be reviewed annually
to meet current needs and establish new priori%les.
The Natural Resources Commission has indicated that Pioneer
Park meets all of the needs of a neig .hborhood park except for
t~3i~et facilities. Pioneer Park is 5.5 acres. We feel that 4-5
acres should be the minimum size for a neighborhood park. Hodne
used a 4~ mile radius service area to define a neighborhood
park.
Our recommendation for the Siewart addition would be that
we have one park whether it is 5 or 8~ of the total.
