Referred to Mrs. Linde% cornn~tteeo David Tanner, Secretary Ha&t/rigs Planning Commission CITY OF HASTINGS 100 51BLEY STREET, HASTINGS, MINNESOTA 55033 Phone 437-6921 OFFICE OF CItY ENGINEER MINUTES OF HASTINGS PLANNING COMMISSION MEETING MONDAY, AUGUST 14, 1972 Those present: Mr. Patrick Wilson, Mr. Richard Jensen, Mr. Skip Soleim, Mr. Donald Hallberg, Mr. David Tanner, Mrs. Marcella Linde, Mr. Steve Willeke and Mr. Steve Gartzke. Also present: Mr. John Davidson, Mr. Wallace Erickson. The first item of business was the motion by Mr. Wilson seconded by Mr. Soleim to accept the minutes as written for the meeting of July Z4, 197Z. Unanimously passed. Next the Engineer furnished the new Planning Commission member, Mr. Dick Jensen, with a Sub-Division Ordinance, Zoning Ordinance and a Comprehensive City Plan. Next Mr. Petersen read an account of the minutes of the Nininger Planning Commission for August 7, 197Z in particular reference to the direction considerations that the Tom of Nininger Planning Advisory Commission contemplated in the future develop- ment of the Nininger area. Next the Planning Commission chairman asked for a report from Mr. Wilson's committee studying the Siewert Townsview Estates plat. He stated that he had written a letter to Mr. Siewert. {See copy in the Siewert plat file). This letter stated those conditions that would have to be met for plat approval. He has not heard from Mr. Siewert since submitting their letter report. It was therefore tabled to the next regular meeting of the Planning Commission. Next Chairman Petersen asked chairman of the committee, Mr. Wilson to report on the sidewalk ordinance alterations. Mr. Wilson stated that they were waiting for legal interpretation. The City Attorney was on vacation. There would be no report so it was tabled to the next regular Planning Commission meeting. Next Mrs. Linde was asked for a report on the Clifford O[son variance. This was also tabled to the next meeting. Mr. Trautmann and Mr. Siebrecht were not present at the meeting. Mr. Petersen reported on the Masters Incorporated alley vacation request. (See copy of written report attached to the Planning Commission agenda). Next Chairman Petersen read a notice from Dakota County Highway Department relative to the action taken by the County Board establishing a task force to deal with a total traffic plan for Dakota County and hiring the firm of Barton - Ashland for compiling a report. (See copy of County letter attached). Minutes of 1-tastings Planning Commission Monday, August 14, 197Z Page Z Next Mr. Wilson reported on a letter submitted to the Planning Commission for their consideration to increase the 5% park requirement to 8% on the basis of the Comprehensive Plan suggestions made by and adopted by the Planning Commission and the City Council. (See copy of that letter dated August 4 attached). Also make 1Z copies of that letter to present to the Natural Resources ConTrnission for tonights meeting, 9 for the Natural Resources Commission and 3 for the press who will be attending that meeting. Put these copies in Mr. Petersen's box for him to pick up. Next Mr. Petersen reminded the Planning Commission of the joint City Council/ Planning Commission meeting set for 7:30 August 28 for the Flood Plain Information Study. The Department of Natural Resources and Corps of Engineers will make that p re s entation. Next Mr. Petersen read a letter from Mr. Richard Gruff, Faribault, Northern States Power relative to emission of polluting emissions and the effects on the environment versus the impact of not being able to supply power for personal needs. Also Mr. Petersen read an account from a Florida newspaper supplied by Mr. Soleim Sr. relative to arrest powers by Planning Commission members within one of the municipalities in Florida. There was then a formal request that the Engineer have a revised copy of the memo relative to the Five Year Capital Improvements Programs to be adopted by the City Council at their meeting of August Z1. Copies of this along with the financial recommendations should be made available to the Planning Commission for informa- tional purposes as well as to City Council members prior to that meeting. Next the City Administrator, Mr. Erickson, swore .in Mr. Dick Jensen as an official member of the Planning Commission. Mr. Erickson then gave a brief report on his meeting with HUD officials relative to open space grants and stated basically those communities that lack park facilities are going to be given higher priority for park development programs. Mr. Erickson also stated that there would possibly be some funds available in the Federal sharing programs proposed for matching fund projects which could include open space programs. Next a presentation of the one way designation for the alley South of the First National Bank building was turned over to Mrs. Linde's study committee. The Engineer recommended acceptance of the one way street designations to assist in the orderly flow of traffic through the new remote tellers being installed South of the First National Bank building. Next Mr. Tanner again questioned the advisability of submitting the five year recommendation for Capital Improvements Program to the City Council without first reviewing the financing. The Engineer stated that the financing in a general way had already been submitted to the Planning Commission for a general review of where the funds could be made a?ailable. It was the Engineer's position that the City Council was the body that would determine the financing of the various projects and what available funds would be provided in the budget programs and the ultimate priorities would be established by that body. iV!inures of Hastings Planning Cornrnission Monday, August 14, 1972 Page 3 Councilman Hallberg then reported on the Metro Council staff development guide as proposed in a recent press release stating that Hastings was one of the few communities that had a relatively large area of development shown in the next short term planning program. There was also some discussion relative to having Mr. Mike Borgell the represen- tative on the Metropolitan Council meet with the City and Township joint Planning Committees and that when he was invited all other governing bodies and officials would be invited to sit in on the informational meeting. The meeting was adjourned to the Flood Information Hearing to be held on August 28, 197Z in the City Hall, Hastings. Mr. Jim Wright has been contacted to provide us with additional revised copies for news release purposes. This will be given to the press prior to the August 24 edition of the local press. John Davidson, City Engineer DAKOTA COUNTY HIGHWAY' DEPARTMENT 312 ~/¢rmillion Street Hastings, Minnesota 55033 August 10, 1972 Gentlemen: The Board of County Commlss~oners of Dakota County has authorized the Highway [~epa~tnmr~t Ix~ enter into a contract with Barton, .AShman and Assoc./ to gather data and develop a system of county highways that ~will provide safe and effieient transportation of people and materials that will most effectively serve the social and economic needs of the County. Furthermore, the County Board has stipulated that the cost ($38,000.00) be charged to the Road and Bridge Fund. The Barton-Ashman Study will be an extension of a comprehensive plan, recently completed by Midwest Planners; howeverv the Barton Ashman Study and Plan will be restrlcted to an in depth study that will produce a detailed highway system plan and a six-year construet;o,~ program. The study will evaluate community development, land use, social and environmental impact and other factors in their relation to the need to develop a balanced county highway network. A Technical Advlsary Task Force has been formed to meet wlth Barton-A~hman as often as needed, to assure plan completion before the end of this year. The Task Force is composed of County personnel as follows: Andy Anderson, County Admlnlstrator Gunnar Isberg, County Planner Joe Stinchfield, Asst. County Planner Ja~..es Gabi~u, County Highway Englneer - Chairman Kenneth Ait~erson, County Traffic Engineer James Gablou is acting as chairman of this group, and any questlons or comments relatlng to the study should be directed throuoh his office. WILSON ' e The Comprehenslv Plan for the City of Hastings recommends that the city have 14 acres of park land for every 1000 people. This 14 acres consists of 4.66 (33%) for neighborhood parks and 9.33 (66%) for community parks. I feel our present requirement of 5% is too low and will not give us sufficient acreage for the neighborhood portion of the requirement. Example: Siewert Plat West of Pleasant Drive and South of 15th Street. Plat acreage = 64 Assume: 4 homes per acre and 4 persons per home, thus: 64x4x4= 1,024 people. Per Comprehensive Plan~the neighborhood park requirement for 1,024 people should be 1/3 x 14 = 4.66 acres. We presently require 5% or (64 x 5) = 3.2 acres. As you can see we're losing ground in our neighborhood parks. The city will have to acquire the 9.33 acres for this additional 1,000 people so I feel it is only fair that the developer meet his requirement. Therefore, I would like to recommend the following changes to Section VI, (Public Land D~dication) of the Land Subdivision Ordinance. 1. All new subdivisions shall dedicate a minimum of 8% of the gross area of all property subdivided for public use as play- grounds. Such eight percent is in addition to the property dedicated for streets or other public ways. The subdivider shall leave land so dedicated in a condition suitable to the council. 2. The Planning Commission should consider the potential density of every plat and adjust this percentage, upward if necessary. The guideline to be used would be'4.67 acres of neighborhood park per 1,000 people. Changa paragraph 2 to read: The cash payment in lieu 0£ land can only be used for the purchase of additional park land. I would appreciate your consideration of this proposal and ask that you be prepared to vote on the issue so that a recommendation can be passed on to the council. Thank you. P. J.
