MINUTES OF HASTINGS PLANNING COMMISSION MEETING
HELD MONDAY, MAY ZZ, 197Z
The meeting was held at 7:30 P.M. in the Council Chambers of City Hall.
It was asked that minutes of the Planning Commission Meeting be furnished to
the Gazette, Mississippi Valley Star and KDWA Radio Station following the regular
meetings.
Those Present:
Mr. Wait Petersen, Mr. Dave Tanner, Mr. Fred Trautmann,
Mr. Arland Siebrecht, Mrs. Marcella Linde, Mr. Frank
Sieckert, Mr. Steve Gartzke, Mr. Steve Willeke, and Mr. Leo
Schumache r, Jr.
The minutes were accepted as read upon motion by Mrs. Linde, seconded by
Mr. Trautmann and unanimously passed.
Mr. Neal Siewert was present seeking a variance to building line setbacks for
Lot 1, Block 8, Townsview Estates, such lot being the southeast corner of Pleasant
Drive and 2gnd Street. Under the old zoning ordinance he would have been allowed
10% and 15% of the 71 foot lot in setbacks. The present 10' sideyard setback would
therefore be allowed. However, the new zoning ordinance requires that the side-
yard setback on corner lots be 15 feet and there is no allowance for a variance or
a special condition as a result of a garage as there is on the interior lot lines of
a block. This was referred to Mr. Fred Trautmann's study committee consisting
of Mr. Trautmann, Mr. Siebrecht and Mr. Petersen.
A letter was read by Mr. Petersen stating that the joint City-Township meeting
would be held next Thursday, May ZS, 197Z at 8:30 P.M. in the Council Chambers.
The two committee members chosen to be members of that committee were
Mr. Wilson and Mr. Tanner.
Mr. Petersen asked for a report from Mr. Wilson's committee on Dakota Hills 3rd
Addition. There was no report.
It was moved by Mrs. Linde to allow a variance for a non-conforming use in regard
to a mobile home for Mrs. Leone McNeal at 900 W. 3rd Street. The motion was
seconded by Mr. Siebrecht with the stipulation that it would be for her use only.
(See Don Fluegel and prepare a recorded document for her use only) (This should
be brought up at the Council Meeting of June 5th as a referral. ) (Contact Don
Fluegel that he has to prepare a recordable document stating that the variance will
be allowed for her use only).
There was a Beth Jones from Metro Cable and wanted response to her proposal for
TV cable. She was asked to contact Mr. Paul Kane the chairman of that committee
of the Council. This was not a regular Council Meeting, but Planning Commission

meeting and she was asked to contact the City Councll.
Mrs. Linde gave a report on the request of Mr. Jim O'Connor to check out the
parkland dedication and the mobile home requirements. She stated that they had
not had a chance to discuss all of the details, however, she did check with Burns-
ville and they have a 6,000 square foot area requirement for mobile homes. Ours
presently is 4, 050 square feet.
There was a request by the engineer, not to be publicized by the press, that
Mr. Bob Meters had met with the School Superintendent and members of the School
Board, Mr. Trautmann and myself and have basically agreed not to pursue the
variance or special use requirement for a multiple unit on the south side of T.H. 55
at Prairie Street, but rather that they would sell the property to the Schooi Board
and that the School Board in turn would dedicate the necessary frontage road, pro-
riding the City would guarantee that there would be no special assessment for the
construction of said frontage roads.
There was a request from Mr. Murray Laub to vacate the alley in Block 1, Hastings
Original Town. They presently own 10 feet south of the alley, would like the Z0 foot
alley which would add 30 feet of building space to their present facility. This was
referred to Mr. Trautmannts committee.
There was a note to put the Flood Plain Study on the agenda for the June 5th Council
fneeting to set a definite date.
The Planning Commission reviewed the Capital Improvements Program and the
series of prior.it[es as outlined by T.K.D.A. and the City Engineer. Each member
was asked to review the priorities list, come back with a separate report for the
next meeting of June lgth.
The Engineer reported that he had met with the Traffic Committee and furnished
each member of the Planning Commission a copy of that recommendation with this
agenda for their review. He stated that Mr. Glen VanWormer had the T.H. 61 -
T.H. 316 interchange under advisement and would be meeting with me sometime
within the next two weeks. Also mentioned the frontage road along T.H. 55, .in
particular the frontage road intersection with Pleasant Drive where the County
facility and the multiple dwelling units and shopping center will require a signalized
intersection in the future. The frontage roads wili be set up for the signalization
at this time. Some additional property willhave to be acquired there for frontage
road right-of-way.
We completed our meeting at approximately 10:30 p.M.
