In waiting for the Township officials to show up the Planning Commission proceeded with their Agenda. The first item was a motion by Mrs. Linde, seconded by Mr. Soleim to approve the minutes of February Z8, 197Z as presented. Next Mr. Richard Blun~quist from KDWAintroduced himself. He is a new reporter for KDWA. Also present were Mrs. Karol, Mr. Lew Jacquis, Mr. Petersen, Mr. Tanner, Mr. Hallberg, Mr. Soleim, Mr. Siebrecht, Mr. Wilson, Mrs. Linde and Mr. Leo Schurnacher, Jr. Present from the Townships were Mr. Willard Bauer and Mr. Paul Greten from Marshan and Iv~rs. Marion Schmotter from Ravenna Township. Also in attendance were Mr. Jim Peters as a interested citizen and Councilman Mr. 3ira O'Connor. Next Planning Commission Chairman Petersen read a letter from the St. Paul Archdiocese in regard to vacation of 13th Street to the proposed Townhouse Developments site of Hastings Construction Company. In essence it stated t?aat they did not want the street vacated until further studies have been made for access to their personal property. (See copy of letter from Walt Petersen). Next the chairman read a letter from Mr. & Mrs. James Haas in regard to sale of lot 7 and 8, block 120 in the City of Hastings. It was indicated that this was in a CZ area where no single family dwelling could be constructed. There was a motion by Mr. Soleim seconded by Mr. Wilson to deny a permit on the basis of the present zone/and lack of sanitary systems in the area. With the restriction that further study of city purchase of property would be referred to the Recreation Commission. (See copy of letter attached from James and Hazel Haas). (Make a note to dictate a letter to them indicating the decision of the Planning Commission so that they might be advised that the Natural Resources Commission will be studying the feasibility of land purchased. ) Next the Planning Commission took under advisement a request by Rueben Wittnebal in regard to the Hastings Barber Shop remodeling and refacing. The Planning Commission stated that they did not object to the reconstruction but would like to be advised by the Chamber of Commerce and the Downtown Businessmen's Association in regard to a policy regarding markings and awnings over the public right of way. (Make a note to contact Rueben Wittnebal in regard to their decision and write a letter showing and a copy of the print to Dennis Pellant, Chamber secretary, to contact the Downtown Businessmen, come back with a report regarding the awnings, marking situation in the downtown area. (See copy of drawing and request attached from Mr. Wittnebal). No additional Planning Commission members from the Townships were in attendance. Two residents from Nininger Township were present in the audience, both Mr. Endres'% however there was no Planning Commission representation from the Nininger Township. Minutes of Planning Commission (Cont'd) March 13, 197Z After some discussion in regard to the elevated tank it was pointed out that the elevated tank would be part of the total Hastings water supply in accordance with the 5 Year Capital Improvements Program by the year 2000 and as such the larger of the two tanks would be desirable. There was a motion by Mr. Wilson, seconded by Mr. Siebrecht that the recommendation to the Council be in favor of the 300,000 gallon tank for normal city growth to the year Z000. This was unar~fmously passed. Next Planning Commission Chairman Petersen indicated that in addition to the concern of water it was also a concern for sanitary sewer service in the area. That the pollution factors to the above water supply should be studied. It was indicated that Marshan Township is in the process of interviewing and will hire their own engineer. The Engineer reviewed the fire requirements for the Industrial Park and indicated that the surplus storage over 150, 000 would not be directly chargeable to the Industrial Park. Next the Chairman read a letter from Mr. Willis Olson, asking for a extension of services on a contract basis into Marshan Township. (See copy of the Willis Olson letter attached). After some discussion and the concensus of opinion it was agreed that the town Planning Corrmlissions should continue to meet with the City Planning Commission. Not necessarily to meet each time in the Hastings City Hall but to possibly meet in the Township meeting halls periodically, and that there next meeting would be toward the end of April. The time and date to be determined by the Planning Commission Chairman. Next item of discussion was the Montessori School which had been tabled by the Council at the last meeting for additional information. Councilman Hallberg quired the Planning Commission in regard to the program. The following statements were made that there would be no outside activities other than possibly hiking for the class. That it was doubtful that the Board of Education had any requirements over the pre-school operation and if so it was not known whether the Montessori would be approved by the State Board of Education as meeting those requirements. Also the question of whether the Montessori School met the Zoning Ordinance requirements was discussed. It was indicated that the Planning Commission at the last meeting thought it fell somewhere between a Day Care Nursery and a Parochial School. It wasindicated that it was a profit making organization, that the class size would be between Z0 and Z5 students. There would be morning and after- noon classes, each containing Z5 students. The information was noted and Mr. Hallberg will make a report to the next regular Council Meeting. Next the Engineer read a letter to Mr. Dave Tanner representing Mrs. David Turngren for acquisition for the Hy-De-Hi Bottling property for operation of an IZ Industrial Use Purpose for manufacture of candles. The motion was made by Mr. Hallberg seconded by Mr. Wilson, unanimously passed to approve the operation as complying with the zoning and is compatible with the industrial zone of the area. This would not be a commercial sales office but a manufacturing operation. (See copy of letter attached). {Make a copy of this letter to be attached and put the original in my Council file for next Council Meeting). /vIinutes of Planning Commission (Cont'd) March 13, 1972 Next the Engineer read a letter from Mr. Chester Aaron, 1820 Pine Street. (See copy of letter attached). (Here again make a copy of the letter for the minutes and put the original in my Council file). There was a motion by Mr. Siebrecht, seconded by Mrs. Linde to approve the Home Occupations Section of the Zoning Ordinance. A check with the Chief of Police and that the grant be made subject to the necessary safe guards in regards to firearms. The motion passed by a vote of 5-1. Mr. Tanner being the one single no vote. Next the Engineer read a note indicating that Mr. Bill Chaney, 701 West 17th was interested in a decision for building a garage closer than the 5 foot side yard set back requirements. This was referred to Mr. Sieckerts committee and there was no report at this time. Next the Engineer indicated that he had met with Mr. Dennis Held in regard to his selling the right of way for access to Pine Street over his parcel of property North of 10th indicating that he would like to bui. tda garage on the parcel owned by Star Realty and Trapp's North of the proposed street. The Planning Commission was unanimous in their objection to the use at this time subject to the entire area being studied for compatibility and to the holding of an informal hearing. It was suggested that we might hold an informal hearing of the Planning Commission Meeting April 10. The Engineer was advised to contact Mr. Held and inform him of the Planning Commission feeling and he would be allowed to present a formal presentation to the City Council on March Z0 or come back to the Planning Commission for an in.formal hearing prior to his formal submission. Next the ]Engineer indicated that he had met with Mr. Ackerberg. Sanders Ackerberg furnished a copy of the site plan and a picture of the proposed Phase I Development for Country Village First Addition. It was suggested that he make a informal presentation to both the City Council and the Plarming Commission that the Planning Commission be notified of his pre- sentation to the City Council for his application for building permit. The Engineer was advised to notify Mr. Ackerberg and advise him of the p re sentation. Completed our meeting at approximately 10:15 PM. TANNER MASONiO I~UILDING $1BLEY AT THIRD Hastings, Idinnesota 55033 Telephone 437-4188 437--6167 March 9, 1972 Mr. John Davidson, City Engineer City of Hastings Hastings, MN 55033 Dear John: Mrs. David Turngren has asked me to inquire of the City of Hastings and~ in particular, of the Planning Commission regarding the Hy- De-Hi Bottling Company property. As you know~ this property is located on Highway 55 adjacent to the city well and also adjacent to the Stoffel Beverage Company property. This property is pre- sently zoned I-2 for general industrial purposes. Mrs. Turngren intends to use the property for the manufacturer of candles~ which process basically involves the melting and molding of pre- pared candle wax. The business will be conducted in the name of Strawberry Entreprises, Inc. Mrs. Turngren is requesting at this time that the Hastings Planning Commission indicate that the proposed use would be appropriate for this parcel of land and that they approve of such use. I~ as a member of the Planning Commission~ propose to abstain from consideration of this matter except~ of course~ that I would be obliged to participate in any pertinent discussions.
