Secret,lry Ilas~ings PlanrGng Cor.'~rnlsston CITY OF HASTINGS 100 '~I~,LEY '~TP, EET, NASTINGS, I~INNESOTA Phone 437-6921 Hastings on tke Hississippi OFFICE OF CITY ENGINEER MINUTES OF HASTINGS PLANNING COMMISSION MEETING HELD MONDAY, JANUARY 10, 1972 Those present: Chairman Walt Petersen, Mr. Arland Siebrecht, Mr. Clarence Soleim, Jr., Mr. Dave Tanner, Mr. Don Hallberg, Mr. Fred Trautmann, Mr. Pat Wilson, Mrs. Marcella Linde, Mr. Steve Willeke, Mr. Steve Gartzke, and Mr. Leo Schumacher, Jr. Also present: Mr. Darrell Berkowitz and James Skarat from T. K. D. A. and John Davidson, City Engineer The first item of business was the revision of the minutes of December 13, 1971 to correct the last paragraph to read "Mr. Peterson was recommended for appointment to a one-year term". The paragraph should not read "appointed The next item of business was nominations for chairman. The first nominee was Mr. Walt Peterson being made by Mr. Hallberg and seconded by Mr. Siebrecht. Mr. Trautmann made a motion that nominations be closed, seconded by Mr. Tanner. The motion was unanimously carried. Mr. Fred nominated Mr. Tanner for Secretary, seconded by Mrs. Linde. Mr. Wilson moved nominations be closed, seconded by Mr. Siebrecht. The motion unanimously carried. Mr. Peterson read a letter from Mr. Marvin Biskupski stating that he would like to withdraw his request to relocate the Conzemius house to the northwest corner of 9th and Pine Streets. There was a report from the Traffic Survey Subcommittee of the City Council. Present were Mr. Hoffman, Mr. Differt, Mr. McNamara, and Mr. Swanson. They reviewed the one-way street systems on Ramsey and Tyler Streets suggesting one-way traffic on Tyler south and one way traffic on Ramsey north and further investigation into school bus unloading with the reverse in one-way systems. That the one-way systems be continuous from 18th to Znd Street and that a opening between Ramsey and Tyler be secured between llth and 15th Streets. The next item they reviewed was the interchange between T.H. 316 and T.H. 61. They suggested that we secure the Jensen (Horsch) property at the triangular intersection between present T.H. 316 and T.H. 61 so that the access between T.H. 316 and T.H. 61 would be a normal one to T. PI. 61 approximately at the north line of Livingston Ford garage property. It would require securing the Minutes of Hastings Planning Commission Meeting held January N0, 1972 Page entire area between T.H. 316 and T.H. 61 to the north line of Livingston Ford, the elimination of one home and relocation of the property owner. Mr. Swanson indicated that the State Highway Department now has the ability to secure property and relocate the resident to safe adequate housing, as well as paying the cost of all relocation to equal or better living conditions that those from which he was removed. The next item of discussion was the upgrading of CSAH 47. The Engineer suggested that the study committee might look into this .intersection. The planner had suggested a continuation of CSAH 47 to line up with Pleasant Drive extended and that the County Engineer was proposing to upgrade CSAH 47 from its intersection with GSAH 48 to T.H. 52. It was then suggested to the Traffic Committee that they submit their recommendations in writing in regard to the T.H. 316 re-alignment so that the City Council would take immediate action to authorize the Engineer to request the State Highway Department to acquire necessary right-of-way and construct the necessary relocation and intersection, along with the recommendation to upgrade T.H. 61 to four-lane urban status when .it is extended south to the proposed T.H. 55 by-pass interchange. There was a request from Ray Rother for a building permit to extend his garage. The drawing prepared by the City Engineer, along with the permit application was submitted in triplicate to the chairman of the committee, Mr. Wilson. The Engineer made a brief report to the Planning Commission that the proposed con- struction would require a Various Permit to the backyard setback in a C-3 zone. There was a presentation of the Comprehensive Sewer Plan by Mr. Darrell Berkowitz from the firm of T.K.D.A. He went through the report in detail and furnished copies to each member of the Planning Commission. It was suggested by the Planning Commission Chairman that copies of the report be submitted to the City Council for review prior to the Planning Commission recommendation at the meeting of February 7, 1972. After reviewing the Comprehensive Sanitary Sewer Plan, Mr. Berkowitz went into the outline for CapitoIImprovements Program regard.Lng storm sewers. We furnished each member of the Planning Commission~hao~m'g g the storm sewer districts that had been established to date. Within the 4 districts described there have been several area storm sewers constructed within that district, basically the northwest storm sewer district .is drained to the ponding basin at Husting-Bakken-Iverson gravel pit area, the southwest area to the ponding basin on the Maurice Zweber property south of 15th Street, and adjacent to the Hastings Golf Club. The district southeast runs basically to the Vermillion River watershed and the drainage area northeast to the Mississippi River. Upon this drawing the estimated five-year construction programshave been detailed, basically these are to form storm sewer studies within specific areas, principaliy those of the original town through which storm sewers have been designed, plans of which are not readily available, and will require a considerable amount of study to determine what the storm sewer needs are within these areas. Some of the storm drainage facilities will be designed at the time that the street construction and improvement programs are completed. After Mr. Berkowitz completed his report he was asked to return to the next meeting on January 24, 1972 at which time the Water Distribution section of the Capitol Improvements Program would be discussed and the Planning Commission would have reviewed the Sanitary Sewer Comprehensive Plan and will make any suggestions prior to submitting to the Council for final approval. The next item of discussion was the report by the coalition committee of the Planning Commission Chairman and the assistance of the Downtown Businessmen's Association and the Hastings Chamber of Commerce. A copy of that report was attached to the previous Commission minutes. The Planning Commission was asked to review the report and come back with recommendations so that a definite recommendation could be made to the City Council at their meeting of February 24, 1972. Mr. Peterson reviewed the request from Mr. Ray Nowicki to review annexation procedures and possible construction of a mobile home park on the Heschke farm property immediately south of the present corporate limits. Mr. Petersen also mentioned that the City Council had appointed Mr. Novak and the Finance Committee as the liaison between the Planning Commission and the Dakota County Officials and architects to improve or make additions to the Court House facility within the down- town area of the Gityof Hastings. It was generally suggested that Mr. Nowicki's situation be postponed until we have had our meeting with the town boards and that Mr. Peterson work with Mr. Novak in regard to the Court House Committee. Rev. Fair made a request under the Home Occupations Section of the Zoning Ordinance, if they would be free to buy single family residential homes for the purpose of operating a home mailing service out of a residential home. The Home Occupation Section of the Zoning Ordinance had been reviewed in general. There was a request made to the City Clerk-Administrator to have him put into the enforcement aspect of that updating and that the revised up-dated ordinance would be returned to the Planning Commission for final study. Chairman Peterson indicated that the Natural Resources Commission would be meeting with the Corps of Engineers on Tuesday, January 18, 1972 at 7:30 P.M. in the Council Chambers to discuss the Lake Rebecca recreation park plan. Mr. Peterson indicated that he had maps available showing land used on commercial industrial facilities within Dakota County which had been secured from the Gotmty Planning Office. The Engineer read a letter from the Division Engineer with the CMSt. P&P Railroad who requested that the access to 3rd Street in East Hastings be removed. It was the general concensus from the Planning Commission that the 3rd Street entrance access not be removed. There was also a request to have better control over the gnd Street signal in that this signal is activated much of the time because of local transfer switching traffic or engines sitting on trackage adjacent to the depot and activating the signal when in fact, no crossing was taking place. Minutes of Hastings Plannin~ Commission Meeting held Januar/ 10, 1972 Page 4, The Engineer stated that he had received a copy of the Capitol Improvements Program put out by the Metropolitan Sewer Board for review by municipalities. If anyone on the Planning Commission was interested, it was on file in the Engineer's office to review. There will be a meeting held on Tuesday, January 11, 1972 at 2:00 i~.M. Councilman Hallberg and the City Engineer were going to attend that meeting at which time they were going to organize an advisory hoard for the southeast service district No. 6. Also a letter was read from the Metropolitan League of Municipalities that there would be a meeting at 12:00 noon on Wednesday, January 26, 197Z at the office of the Metropolitan Sewer Board to discuss Capitol Improvement Programs and cost allocation formulas. The Engineer read a letter from Mr. Bernard Larson the new County Surveyor stat.Lng that .in the engineer's opinion this was a long overdue service require- ment of Dakota County to have a full-time registered land surveyor to establish land lines within Dakota County, that I would be working with Mr. Larson to establish those corners of most iminent need. We determined that the next meeting of the Planning Commission will be held on Monday , January 24, 1972 at 7:30 P.M. in the City Hall. We completed our meeting at approximately 10:00 P.M.
