Following the early Planning Commission meeting there was a Joint Council, Planning Co~nission Meeting at 8:00 P.M. Those Councilmen Present: Kane. Joe Novak, Jtm Mayer, Ray Driscoll, Paul Assistant l~yor, Clarence Soleim, presiding. It was explained that the purpose of the joint meeting was to review the testimony on the three zoning hearings held in October. There was a presentation of the comprehensive plan by Kermit Krouch of Hodne-Stageberg Partners, Inc., which gave a population report, a draft of the comprehensive plan, and a ~i~e'~an map. There were some changes proposed, Mr. Peterse~ has copies of this for the City Council. Mr. Hodne endorsed 55 by-pass we~t and suggested access on Pleasnat Drive to T. H. 55. He projected the population to 20,000 persons by 1985. Next there was a point by point discussion of the Zoning Ordinance. In regard to the shopping center, the planning commission approved the c-4 zoning pl&nned regional shopping center. Donald Hallberg objected to rezontng the area C-4 at this time. In regard to Used Car Sales Lots -(see Ed Fischers recommendations for Sections 7.8.1.2, 7.8.7, 9.8.4.1, and 9.9.3.3 atta~d.) Hallberg suggested that the 5 foot landscaped area between street right- of-way and parking zones be rewritten to allow no display of merchancdise on any commercial property to ten feet of face curb, irregardless of blvd.dtmensions. In regard to the ~?nd north of T. It was suggested that the section remain as is but only require upgrading to the extend that he would not be required to start over. Section 7.2.5 - Should be changes in fa~lSwing manner; issuance of license changed to 1979, replat must be completed prior to Jan. 1, 1979, replat must be submitted Jan. 1. 1972 and be approved or disapproved by the Planning Commission. CI?¥ OF HAS?INGS Office of ENGINEER MINUTES OF THE JOINT MEETING OF THE HASTINGS PLANNING COMMISSION AND CITY COUNCIL HELD THURSDAY, OCTOBER ZZ, 1970 The Planning Commission meeting started at 7:00 P. M. Those present: Mr. Petersen, Mr. Hallberg, Mr. Moen, Mr. Sieckert, Mr. Soleim, Mr. Fischer, Mr. Siebrecht, and Mr. Flnegel Also present: Kermit Crouch, John Davidson, Pat Foster, Xavier Kaiser, Bob Neujahr and Dick Collins The first item of discussion was the proposed T. H. 55 shopping center lying south of 55 between Westview Drive and Pleasant Drive. There was a brief review on the sub-committee report of Mr. Soleim, Moen and Siebrecht. It was suggested to Mr. Kermit Crouch that he rough out a C-4 Zone and moved by Councilman Fischer, Seconded by Councilman Soleim, and unanimougly passed to re-zone the area C-4 - Regional Shopping Center, with a stipulation that a section for C-4 zoning be added to the zoning ordinance. Next item was a motion recommending to the City Council that the zoning ordinance be amended to add a C-4 Zone, subsequent to Mr. Crouch's sub- mission of a C-4 zone requirement. Mr. Fluegel made a motion to accept the report of the sub-committee, seconded by Councilman Hallberg, which approved the concept on the C-4 zone based on the C-4 Zone requirements of Mr. Hodne & Associates. The C-4 zoning would also include that property between Bahls Drive and '~Vestview Drive in the original shopping center conaprehensive plan. Following the review of the shopping center the regular City Council meeting opened at 8:00 P. M. Present in addition to the Planning Commission were: Councilman Novak, Councilman Mayer, Council- man Driscoll, Councilman Kane. Coming in late was Mayor Rotty. Presiding at the initial meeting was ass't, mayor Soleim. Minutes of the joint meeting of the Planning Commission and October 22, 1970 Page 2 Mr. Soleim outlined the purpose of the meeting; to review the testimony of the three public hearings in regard to zoning. Next was the presentation of the comprehensive plan by Mr. Kermit Crouch of Hodne-Stageberg Partners, Inc. Mr. Kermit Crouch gave the population projection report, the draft of the comprehensive plan, a schematic plan map. He had some suggested changes to the zoning ordinance, and Mr. Petersen was furnished copies of the comprehensive plan for the City Council. Mr. Hodne did endorse the Highway 55 by-pass west of Hastings as proposed by the Township Council ad hoc committees. He did suggest access on Pleasant Drive to Highway 55 at the southerly limit of the Pleasant Drive where it crosses CSAH 47. Mr. Crouch's population projections for the purpose of this report were Z0, 000 person in the year 1985. The next item was a point by point discussion of the zoning ordinance. The first :item was the shopping center. The Planning Commission reported to the City Councilmen present and there was an affirmative voice vote for the C-4 Zone as planned for a regional shopping center. Councilman Hallberg expressed some opposition in opening this area for shopping in view of the fact that the original economic report showed that no additional shopping areas would be needed within the City. The next item of discussion was the used car sales lot. Mr. Ed Pischer presented a written recommendation for changes to the ordinance to allow the existing used car sales lot to remain in the present locations but to encourage no additional open sales lots along Highway 61. There was then some discussion about the parking of vehicles and equipment on public right-of-way; particularly these along Highway 61. These parties were now in violation of existing City Ordinances in parking equipment on public right-of-ways, particularly boulevards. It was suggested that the set back requirements outlined in the zoning ordinance be revised; that independent of right-of-way width 10 feet back from the face of curb would not be used for any purpose in open sales. In addition to this, the six inch curbing would be consfructed along the public right-of-ways but it would eliminate the necessities for a five yard planted strip between the street right-of-way and any open sales lots. Next, there was considerable discussion about the property on the north side of Highway 55 between Westview Drive and the ground storage tank. It was suggested that the area be re-zoned from the proposed R-1 to R-3, exclusive of the parcels owned by Mr. Stoffel and Hy-De-Hy Bottling Works. It was then suggested that we meet with Mr. Stoffel and outline the proposed Minutes of the joint meeting of the Planning Commission and City Council Page 3 zoning requirements and let him suggest to the Planning Commission and Council which zone would best fit his present operation. In reviewing the requirements, it was determined that the I-2 zone would most favorably fit the Stoffel and Hy-De-Hy operations, which would be the general industrial zones. Mr. Kermit Crouch went on record as being opposed to any commercial zoning north of Highway 55 because of the conflict with the proposed shopping center on the south side of 55 and that area. Mr. Crouch then reviewed the use by special use permit in R- 1 zones. He stated that the two family would very seldom be used as a double rental unit since the economic feasability of non-homesteading a two family dwelling does not make it a beneficial rental unit. Therefore, the two-family home would be owned and occupied by the owner in one of the two units and this would prevent a down-grading or deterioration of two-family units in an R-1 or R-2 zone. Next we reviewed Section 9.3.3.4 dealing with old age homes, rest homes and it was the general consensus of opinion that these types of facilities belong in an R- 1 zone rather than other use districts. Next there was a question of Section 9. 3. 3.5 relating to nurseries. It was also suggested that 9.3.3.3 be moved from R-1 to C-3. There was then a general discussion of mobile homes. It was suggested by Mr. Crouch that the City order a book entitled "Local Regulations of Mobile Home Parks and Travel Trailer Parks and Related Facilities", authored by F. H. Bait. This book can be acquired from the Mobile Homes Research Foundation, 20 North Walker Drive, Chicago, Ill. 60606. The next section discussed was 9.3. 3.3 - to be deleted (check this with Don Fluegel). Section 9.3.3.5 should be omitted and moved to Agricultural Zone. The next item was a discussion of Mobile Homes, Section 7.2. The following factors were pointed out; that we cannot license mobile homes by the City, secondly that we cannot require compliance in three years - that this is not reasonable - and that we suggest that the ordinance remain as is but only require up grading to the extent that he would not be required to start over with his development. Section 7.2.5 - issuance of license would be out. Change the date to 1979, replat must be completed prior to January 1, 1979, the replat must be submitted by January 1, 197Z, and be approved or disapproved by the Planning Commis sion at that time. Underground utilities in industrial and commercial districts, there was a question as to whether this was reasonable. I was to meet with Don Irvine and have some discussion in this regard. We should limit the minimum size of a mobile home park to five or eight acres. We completed our meeting at approximately 10:30 P.iVi. John L. Davidson City Engineer
