MINUTES OF SPECIAL PLANNING COMMISSION MEETING
HELD WEDNESDAY, AUGUST 19, 1970
The meeting convened at 7:30 P.M. at City Hall.
Those present:
Mr. Walt Petersen, Mr. Arland Siebrecht, Mr. Don Hallb~rg,
Mr. Frank Sieckert, Mr. Orvin Moen, Mr. Clarence Soleim,
and Mr. Fischer.
Also present:
Mr. John Davidson
The first item was to pass out the minutes of August 10th, 1970 and a note to
mail out copies of those minutes to those who were not present at this meeting.
In review of the Zoning Ordinance, Mr. Fischer had prepared for distribution
to the Planning Commission, comparison sheets of existing ordinances as com-
pared to the proposed ordinance in regard to zoning districts.
Section 10.6 of the Zoning Ordinance should be clarified by Mr. Don Fluegel:
Section 9.5.2.2, add to the uses: "Public and Parochial Schools and Churches".
It was suggested that a letter be written to Mr. Sanders Ackerberg explaining
that we are in the process of rezoning the entire corporate limits and would
like to know what his time schedule was for R-3 construction in the R-3 zone
that was adjacent to Country Estates Addition.
It was also suggested that the Engineer contact Mr. Charles Sigerud from the
Minnesota Highway Department to set up a meeting with the Township Boards.
I contacted Mr. Sigerud and he suggested setting up a meeting for Thursday,
September Z4, 1970.
We completed our review of the Zoning Map, indicating ail of the zones within
the Corporate Limits.
It was moved by Mr. Soleim, seconded by Mr. Sieckert that the Zoning Map be
approved and recommended to the City Council at the next regular meeting and
unanimous ly pas s ed.
The Mobile Home Ordinance was reviewed briefly. Mr. Frank Sieckert
had said that there would be some suggested modification to this section of
the Proposed Zoning Ordinance. Mr. Sieckert was going to review the Ordinance
and come back to the next regular meeting with a suggested amendment.

It was suggested that the Zoning Ordinance, with the Map be submitted to the
City Council at the next regular meeting of September 8th and that the first
reading be recommended for that date by the City Council, that the hearings
be set up for September 28thfor the east half of Hastings, that is east of T.H. 61
and that the hearing for the west hatf of Hastings, west of T.H. 61 be held on
September 30th, that a follow-up hearing be held the following week, during the
week of October 5th.
There were some questions to be determined by the City Attorney as to whether
all persons have to be notified by letter or if official publication in the paper
would be sufficient for these hearings.
The recap hearing would be set for October 7th, 1970 on Wednesday.
