HomeMy WebLinkAbout07/13/70CITY OF HASTINGS Office of ENGINEER MINUTES OF HASTINGS PLANNING COMMISSION MEETING HELD MONDAY, JULY 13, 1970 The Planning Commission Meeting convened at 7:30 P.M. at City Hall. There was a request from Don Hallberg that Standards and Regulations for APC be furnished each Council member for the meeting on Wednesday. (See copies in Air Pollution Control file. ) The first item on the agenda was the approval of the Planning Commission Meeting minutes of June gg, 1970, and approved as read. Those present: Mr. Walt Petersen, Mr. Ed Fischer, Mr. Don Fluegel, Mr. Don Hallberg, Mr. Leonard Bauer, Also present: Mr. Ben Sontag, Mr. Bob Swanson, Mr. Tom Majeski, Mr. Lew Jaquis, and Mr. John Davidson. There was a presentation of the Sontag plat and a review of the correspondence between the City and the School District Z00 School Board. The letter received from the School Board dated July 10, 1970 is attached. Mr. Sontag questioned the School Board recommending the east - west street abutting their property because they would be assuming all assessments for utilities, sewer, water and storm sewer, in addition to the street construction. The present plat leaves two accesses to the school property at the south line and in the future if they wanted an east - west street they could construct one at less cost privately. This also allows them the ability to construct a perimeter street on their property in the future if this is required so that no streets cross playground property. There was also some question as to whether there should be a thoroughfare collector through any residential area if all of the traffic generated by the school could be encouraged from Pleasant Drive, which is a thoroughfare or T.H. 55 which is a thoroughfare, the least traffic congestion would be ac- complished. It was suggested that the City Engineer meet with Mr. Ken Anderson, County Traffic Engineer and discuss the traffic problems in this area. Mr. Sontag presented the organization chart of the Industrial Development Corporation and stated that the bonding committee was being headed by Mr. Novak and the committee is gathering information for publication and publicity for a referendum vote. Mr. Fischer suggested an August 4th meeting at the Library with the School Board to discuss both the Sontag plat and the traffic situation at the Junior High School. Minutes of Hastings Planning Commission Meeting held Monday, July 13, 1970 Page Planning Commission Chairman Walt Petersen reviewed correspondence with the State Planning Agencies and presented to the Planning Commission a petition from Mr. Gordon Oehrlein for the 4th Street Truax Store asking for rezoning to C-1 from R-1. The petition was signed by the buyer and the seller of the property. The petition was reviewed by Mr. Fluegel and following the review it was moved by Mr. Fischer, seconded by Mr. Bauer to recommend an informal petition be furnished from the general area, that a public hearing be set by the City Council for granting a "Special Use" rather than the change in zoning. It was unanimously approved. It was mentioned by Chairman Petersen, that the City Council at the last regular meeting of July 6th, passed the first reading of the Zoning Ordinance. It was explained by Mr. Flnegel, that in order for the third reading to be passed, that the Zoning Map would have to be complete. In this regard it was suggested that the City Engineer furnish to the Planning Commission at the next meeting a street systems map of the entire area of Hastings so the main thoroughfares and collectors and residential streets could be determined before any zoning takes place. There was a presentation by Mr. Bob Swanson of the proposed shopping center, ggS, 000 square feet in area between Westview Drive and Pleasant Drive and between 13th Street and T.H. 55. Also, the proposed idea for an automobile center, a bank, savings and loan, dental clinic, a funeral home and a convenience center at the corner of the Frontage Road and Westview Drive. There are 1461 parking stalls for the main shopping complex. It was suggested that the City Engineer also discuss this with the County Traffic Engineer, Mr. Ken Anderson. It was moved by Mr. Fischer, seconded by Mr. Hallberg to purchase plan files and the Chronoflex zoning maps, two letter file cabinets and one plan file and to order out chronoflex copies of the entire corporate limits of Hastings plus any area south and west of the corporate limits that would include the T.H. 55 by-pass location. Mr. Fischer reada letter, which he prepared for the County Board, to be sent under the Engineer's signature. It was suggested that this letter be prepared for the City Council at the next regular meeting of July goth. A letter from the Office of Local and Urban Affairs was read by Mr. Petersen, suggesting that members of the Park and Recreational Space Committee attend work shops for this recreational program. The next item was a presentation of a questionnaire to be sent out to those applicants interested in the Park Recreation Open Space Program. The questionnaire was approved by the Planning Commission and the Engineer Minutes of Has~ings Planning Commission Meeting held Monday, July 13, 1970 was asked to have this questionnaire prepared for mailing to the applicants, applying for membership on the Open Space and Recreation Committee. The next item of discussion was the Vermillion River Flood Control Project. The Engineer informed the Planning Commission that Mr. George Skein from the Corps of Engineers was interested in a meeting with the City Council or Planning Commission or group of citizens to discuss the change in design required by the Plarming Commission, a motion to the City Council at the last meeting. It was suggested that the Engineer write to the Conservation Department and the Metropolitan Council in regard to the status of the Vermillinn River Flood Project. The Engineer then informed the Planning Commission that Mr. Xavier Kaiser had indicated that he wanted to proceed with his motel. The minutes of the September 29, 1969 meeting were read, at which time the Planning Commis- sion suggested that the motel not be approved and that acquisition of Mr. Kaiser's property be considered, which was appraised at $18,000 by the City Assessor. An attempt will be made to reschedule the address0 for the City Council meeting of August 3~ 1970. Regarding the Sontag proposed plat: A letter has been received from the School Board regar~-g tho street layout, etc. The hoard rnade the fo[lowing recommendations: ~;, That the school vacate the southerly $3 feet of its property and Sontag vacate the northerly $3 feet of this property and a road be established along the line. 2. Extend the service road south of Highway 55 through the park due West to the School property. $o The school requested a wide street from 15th Street North to the school property, Mr. Sontag commented: That the school should consider putting the entire 66 foot roadway on its property so ~l~_~_t there would be no need for the expenditure for utilities in the street~ since it would no doubt not serve any purpose to have utilities in place. Further because the street would not go any- where but would be a dead end. Sonteg further stated that he did not ~ht~ the _~_h-,_roughfare from 15th would or should go through the residential area. It was concluded that Fischer should set up a meeting with the school board and council and pl~-n4nS commission to discuss the street layout~ as weel as other matters involving both hodies. The petition of Gordon Oehrlein was next commented on. He is requesting ~t arrangements be made to allow operation of ~' netghborhobd grocery store at the former Truax Grocery Store location. It was moved by Fischer, seconded by Bauer, and -,~a-_~mously carried,, that the matter be referred to the Council for hearing on the speciul use permit and that the petitioner be requested to circulate a petition in the neighborhood to ~e'tern~tne the general attitude of the area. Mee in{ held Mouda¥ 'ul¥ I 70 The next item was the proposed shopping center in West Hastings° The principal area of the shopping center is between Pleasant and Westviow~ South of 55 and North of lSth. The principal structure would have approxi- mately 225,000 square feet of area. Additional bull~i~gs~ of a neighborhood conc~nerc~al type are proposed bet'w~en West~,iew and Bahls Drive. The total area is approximately 40 acres. Thirty-three acres being between Westview and Pleasant~ and between six and Seven between ~Testvtew and Babls. Fourteen Hundred Sixty-one (1451) parking areas are indicated between Westview and Pleasant. It was recommended that access be eliminated to 13th Street~ and this appear~ to present ne problem, The matter was referred to the study committee of Soletm, Siebrecht and Moen for review. Engineer Davideon next spoke with the commission about the Mark-Hurd air photos tl~_t are available. It was stated +~nt approximately 16 photos would be necessary:,to cover the City, and that possibly additional photos should be obtained for the area tm,~ediately outside the City expecially on the West and South. They are ~a?.2.50 each in lots of ten or more. Lloved by Fischer, seconded by Hallberg~ to obtain a file cabinet and obtain air photo maps ~rom ~unds allocated to the Planning Commission. Ayes all; Nays .- none. Fischer next read a copy of the letter sent to the County regarding the Ve~...tllion River project. Copies have been sent to appropriate agencies, legislators and representatives. Peterson next read a letter from the State Urban Office regarding Federal and State out door work shops to be held expl~4~t,,~ procedures, etc., regarat_,~g open area development. Further info~-~tion will be forth- Fischer next submitted a proposed letter to be sent to interested applicants for the park committee. These will be reviewed and sent out by the Chair- With reference to the Vermillion River project~ it was recommended that the Chairn~.an contact the conservation department to obtain the benefit of their thoughts on the proposed corp of engineers plan.
