MINUTES OF I-L~STINGS I~LANNING COMMISSION MEETING
HELD MONDAY, JUNE 22, 1970
The meeting convened at 7:30 P.M. at the Hastings l:~ublic Library Meeting
Room.
Those present:
Mr. Ed Fischer, Mr. Orvin Moen, Mr. Waiter l~etersen,
Mr. Don Hallberg, Mr. Arland Siebrecht, Mr. Frank
Sieckert, Mr. Skip Soleim
ALso present:
City Engineer John Davidson, the candidates of the l~ark
and Recreation Subcommittee, consisting of Mavis Nelson,
Mrs. Charles Thomas, Mr. Ray Knutson, Bert Lund,
Hiram Kilborn, James Grief, Tom Wollme=ing, Dave
Peterson, Tony Willeke, Chester Bassetti, Waiter Thomas.
Mr. Talafous, Werner Fasbender
Those members who had submitted names, but were on
vacation and could not attend were Mr. and Mrs. Roger
Youngquist and Mr. John McKane, Mr. John Lightbourn
and Mr. John Hernlem.
The first item was approval of the Planning Commission mihutes of June 18th
meeting.
Next item was the introduction of the volunteers to the Park and Recreation
Committee. Each individual standing and giving his name to be recognized.
The Sontag plat was discussed. Mr. Don Hallberg suggested meeting with
the School Board prior to making a decision on the plat since it was adjacent
to the 80 acre school parcel in West Hastings. It was also suggested that the
City Engineer make copies of the urban plan as submitted to the committee and
copies of the topographic area maps so that two each could be sent to the School
Board for their review. Mr. Ed Fischer will make prints from the prints sub-
mitted by Mr. Sontag and furnish them to the City Engineer by Wednesday,
June 24th. It was moved by Mr. Donald Hallberg, seconded by Mr. Sieckert
that the plat be submitted to the School Board, and unanimously passed.

The next item of discussion was the proposed Mobile Home Park furnished
by Mr. Bill Pechacek. It was moved by Mr. Fischer, seconded by Mr. Moen
that the plan be approved by the Planning Commission and submitted to the
City Council for approval. Mr. Pechacek indicated the sewer and water plans
would be submitted to the Engineer for approval. The motion was unanimously
passed.
Next item discussed was the proposed Mobile Home Park comprehensive plan
submitted by Mr. Nell Siewert. The presentation was made by Mr. Harry S.
Johnson, indicating that there were 9. Z acres requested by the Corps of
Engineers for straightening the channel of the Vermillion River. There would
be ll.g acres outside of the channel that the Corps is asking for as a spoil
area, the total area property owned by Mr. Siewert is 39.5 acres. This
would leave about 19 acres, plus or minus, for development outside of the
flood plain and property acquisition for spoil bank. We went through Plan A
and Plan B. Plan A would contain 175 lots, entirely outside of the Corps of
Engineers construction limits. Plan B would allow for ZZ5 lots, using part
of the Corps of Engineers construction limits above the 100 year flood profile.
He indicated earth work studies had been made, using the Corps of Engineers
100 year flood plain profile and that there was enough material on the property
to stay above the 100 year flood plain and grade, a 5/10ths percent grade
from the river up to the south line of their property, which is the abandoned
railroad right-of-way in that area. After a slide presentation that conformed
pretty much to the report that was handed out to the Planning Commission of
the City Council, it was indicated that the subcommittee would have to digest
this information and Mr. Fischer's committee would report back at the next
regular Planning Commission Meeting.
The request for a shopping center in Valley Manor Addition was discussed.
The Engineer reported that at the last regular Council Meeting, the owners,
Hastings Industrial Development Corporation, withdrew the request for C-1
zoning in this area and requested that consideration be given to C-1 zoning
for that area west of Westview Drive between Westview Drive and Pleasant
Drive, adjacent to T.H. 55 along the South Frontage Road. The Planning
Commission Chairman, Mr. Petersen, turned this over to Mr. Soleim's
committee, consisting of Mr. Soleim, Mr. Siebrecht and Mr. Bauer. It
was asked that the Engineer secure a layout from Mr. Gustafson for this
proposed new shopping center area and that copies of the letter of withdrawal
of the C-1 area and the petition for the rezoning be furnished the subcommittee.
The next item of discussion was the "Special Use Permit" for the Truax Store
on 4th Street west of Maple. There was an opinion for re-instatement since
the use was not conforming for the area and the original owner had gone out
of business in the past and anyone taking over this store would have to have
the '~Special Use Permit" granted on the same basis that previously had been

used for the warehouse on 5th Street and the Day School on McNamara Street,
whereby a petition from local residents within 300 feet would be submitted
to the Council. The Planning Commission recommended approval if the
petition is adequate and the City Council would then determine the acceptance
or rejection by petition.
The proposed fence ordinance as submitted by the Building Inspector, through
the Building and Zoning Committeee Chairman, Mr. Hallberg, was discussed.
It was suggested that possibly this fence ordinance be included in the Zoning
Ordinance, however it was suggested that the proposed ordinance be sent
out with the next meeting minutes for review by the Planning Commission,
before any determination is made since we do cover fences in Section 5.6
of the proposed zoning ordinance. A_ny inclusions in this proposed ordinance
should be added to this section of the proposed zoning ordinance.
The next item of discussion was the Vermillion River Project. The Engineer
reported that he had met with the County Board and also the County Planning
Commission on two different] occasions and suggested that we would be
requesting in writing a formal review of the Vermillion River l~roject since
the County Board was included in the original request for the study. It was
also brought out, that until this Vermillion River Flood Project is studied,
no final decision can be made on the Mobile Home Park as presented by
Mr. Niel Siewert.
The next item was a suggestion that a move be made for the first reading
of the new zoning ordinance. This will be brought up by Mr. Hallbergat
the next regular Council Meeting.
There was a review of the Zoning Map. Each member of the Planning Commission
was furnished with a 1" = 800' scale drawing of the entire City so that a block
zoning map could be made by each member of the Planning Commission and all
the maps be brought together and consolidated into a single map at the next
Planning Commission Meeting.
Next it was suggested that the Park improvement schedule worked up by the
City Engineer and Superintendent of the Parks Department at the last regular
budget discussion, would be furnished to the subcommittee of the Planning
Commission in regard to parks and recreation facilities to give them an initial
start into their improvement program. Copies of this will be made available
to the Planning Commission Chairman for distribution to the Park and Recreation

It was suggested that the Engineer furnish copies of the League of Municipalities
Legislation as proposed at the League of Municipalities Convention, that section
dealing with Planning be distributed to the members of the Planning Commission.
