HomeMy WebLinkAbout04/30/70CITY (DF HISTIlXIG O~ico of ENGINEER MINUTES OF SPECIAL PLANNING COMMISSION MEETING HELD THURSDAY, APRIL 30, 1970 The meeting convened at 7:30 P.M. at the Hastings Public Library Meeting Room. The purpose of this special meeting was to review the proposed Zoning Ordinance and the following corrections and amendments were made thereto: Section 1. 1 Second to the last paragraph to read: "a violation of this Ordinance and punishable as provided under Section Section 2. 1 Correct spelling of "text". Section 3. 3 Add "the" between "be" and "entire". Section 3.6.2 Correct this paragraph to read: "Limited sales of products produced on the farm may be conducted on the premises from a roadside stand upon issuance of a "Special Use Permit" after application showing location of proposed stand, parking facilities, and such other irr~ormation as may be requested by City Officials". Section 3.7 Add General Land Grading to heading. Section 3. 7.4 Section 3.7.5 Section 3.8 Section 4.4 Section 4.7 ) Section 4.8 ) The City Engineer is to incorporate a paragraph regarding open basements, pits or deposits, consolidating existing ordinances. The last paragraph of Section 3.7 to be numbered 3.7.5 This will be the Ordinance on Building Locks as passed by the City Council. The last line should be corrected to read, "the main tracks" striking "lines ". ' Correct "Board of Appeals" to "Board of Adjustment". Section 5. 1 Use heading "Intent" Section 5.2 Use heading "Building Regulations" - 1- Minutes of Special Plannin~ Commission Meeting held Thursday, April 30, 1970 Section 5.3 Section 5.4 Section 5.6 Use heading "Yard Regulations" Use heading "Yard Area Regulations" Complete this paragraph as follows: "Notwithstanding other provisions of this Ordinance, fences, walls, and hedges may be permitted in any required yard, or along the edge of any yard, providing that no fence, wall or hedge along the sides or front edge of any front yard shall be over thirty (30) inches in height where they would obstruct safe view from the driveway". Section 5. 9 Section 5. 14 Section 6. 1. 1 Correct this paragraph to read: "The height regulations contained in Section 9 - District Use Regulations ". Delete the word "required" and correct spelling of "health". thru Section 6. 1. 14 Section 6.2 Section 6.4.2 Section 6.5.3 Eliminate the Dewey Decimal System, incorporating them under Section 6. 1 Correct "Board of Appeals" to "Board of Adjustment". Correct the third sentence to read: " ......... replacement cost at the time of destruction". Correct "Board of Appeals" to "Board of Adjustment". The City Attorney was requested to study the legality of adopting the written Zoning Ordinance prior to adoption of the Zoning map. Section 7. 1.9 Section 7.3.23 Correct "three (3) off-street parking spaces" to "Four (4) off-street parking spaces." Add to this paragraph: "The permit for a billboard shall be issued for one year and must be renewed. Permits for ail other signs are for the period of time the premises are being used for the purpose stated or as advertised thereon". The next Rlanning Commission Meeting will be held on May 1 lth at which time we will begin with Section 7.7. John Davidson, City Engineer
