MINUTES OF HASTINGS PLANNING COMMISSION MEETING
HELD MONDAY, MAY 25, 1970
The meeting convened at 7:30 P.M. at the Hastings Public Library Meeting
Room.
Those present:
Walter Petersen, Don Hallberg, Leonard Bauer, Frank
Sieckert, Clarence Soleim, Don Fluegel, Councilman Jim
Mayer, Ben Sontag, City Engineer John Davidson
The first item on the agenda was the approval of the minutes of May 11, 1970.
The minutes were amended by Mr. Frank Sieckert to change Mr. Soleim's
committee from Mr. Sieckert to Mr. Siebrecht, so the committee would be
Mr. Soleim, Mr. Siebrecht and Mr. Bauer. This is the 4th paragraph on Page
The second item was the presentation of a proposed plat by Mr. Ben Sontag.
This is a 40 acre parcel northo£ 15th Street, west of Bauer's Addition. The
City Engineer also furnished an urban map showing the street system adjacent
to the present platted street systems. The plat has to be presented to the City
Council and referred back to the Planning Commission, however, an interim
committee of Mr. Hallberg and Mr. Fluegel and Mr. Petersen were appointed
to study the proposed plat. The City Engineer agreed he would present the plat
to the City Council for legal submission to the Planning Commission for study.
Mr. Walt Petersen read a series of letters from persons interested in the sub-
committee of the Planning Commission. It was also moved by Mr. Hallberg
to nominate Mr. Tom Wollmering to these committees.
The next item of discussion was a Full Securities Corrections Institution which
was bro~aght to the attention of City Officials by Senator George Conzemius and
Representative Walter Klaus . We were asked to make a recommendation to
them regarding the position of the Planning Commission in recommending for
or against the institution being built east of the State Hospital in Hastings. The
Chamber of Commerce has an economic study available which they did in Red
Wing, indicating what the economics of having an institution of this kind adds
or detracts from the City.
There was a brief review of the intention of the Department of Corrections and
the feeling of the Planning Commission was generally negative, however it was
tabled to the next regular meeting before any definite position was taken on the
issue.

The next item of discussion was the South Area Air Port. There was a brief
review of the meeting of May Zl~, 1970 which the Dakota County Development
Corporation sponsored and at that meeting Mr. Greggs, Vice-President of
Northwest Airlines gave a report on their position. It was suggested that
the City Engineer contact the Metropolitan Council and secure any inform-
at/on available in regard to facts of the Air Port sites, South Area versus
the Ham Lake site.
Under Committee Reports, the committee on Mobile Home Parks headed
by Councilman Fischer, stated that they had made no determination at this
time in their study, they were awaiting legislative tax study information
and also the outcome of the Vermillion River watershed study before they
make any recommendations to the Planning Commission.
The committee reported on the shopping center and apartment complex.
Mr. Leonard Bauer indicated they were having a meeting on Wednesday,
May 27th in this regard and could give no report at this time.
The next item of discussion was the Vermillion River Flood Project as pre-
sented by the Corps of Engineers at the last regular Council Meeting of
May 18th. It was suggested the engineer contact the Corps of Engineers,
determine what population projections were used for flood projection in
obtaining the 100 year flood curves, if in fact, ponds and possible dams could
be incorporated in the construction program.
Note: I called the Corps of Engineers today and talked to Mr. Bill Pearson
who stated they did no detailed population study for the watershed, however
they did determine there were 195 square miles in the Vermillion River
watershed and instead of using the actual 60% runoff coefficient from the area
they used 100% contribution of the entire 195 square miles which would allow
for some urbanization and full development of the watershed. He did want to
stress that the 1965 flood was not, and should not be construed to be a 100
year flood, that the projections the Corps of Engineers is using is a 100 year
frequency flood curve based on rainfall data which could easily exceed the
1965 Spring melt flooding that occured that year. He also stated that the Colonel
was responding immediately to Mr. Fischer's questions by written confirmation
and ail of this information would be contained in the report to Mr. Fischer.
He also stated that the damage figures given at the hearing is obtained by their
Economics Studies staff, where they take valuation of houses in the area, and
elevations of the first flood in the flood plain. Each house in the flood plain
is evaluated, these are generalized curves which have proven to be very
accurate in the past as to possible damage that could occur should a 100 year
flood actually occur. All businesses within the floodplain area are actually
interviewed and determined what their total business losses would be for the
duration of the flood. In 1965 the damage could have been $725,000 and would
be increased in accordance with price cost indexes and then discounted by
the affect of the levy and bridge construction which has already taken place.
On this basis, today's damage could exceed one million dollars.

The next item of discussion was modification of the Uniform Building Code
by Mr. Sieckert. He went into some detailed discussion on fire protection,
methods that could be incorporated into the Building Code. He stated that
he was taking those sections where some of the interpretation could be
misconstrued and actually drawing up statements of interpretation of the
various sections. In particular he talked about the parapet type overhang
of the present roof designs on the 36-plex being constructed by Hastings
Construction Co.
The next item of discussion was the review of the Zoning Ordinance.
The first change was in Section 5. 11.
The Figure 5. 11 should be marked "shaded" - storage not allowed
The "clear area" - storage allowed.
Section 8. Z. Z
Correct the spelling of spaces.
Section 8.2.3
Eliminate the words "by fire" and change the sentence to read:
"as permitted etsewhere in this ordinance ..... "
Add to the end of the paragraph "or increased".
Section 8.2.7
Change (300)to "(330)"
Section 8.2.8
Correct the spelling of "of", also correct the spelling of "utilized".
Delete "license", insert "tractor" and delete the last sentence after
s e rvice.
Section 7.2.22
Add "telephone and TV cables".
Section 7. Z. 3. 1
Check the Willis Olson Mobile Home Park and see if he is conforming
to the present ordinance and also check the trailers to see if they are
situated too close to the street, if there isn't any setback required.
The meeting adjourned at 10:30 P.M. The next scheduled meeting will be
June 8, 1970
