HomeMy WebLinkAbout03/23/70cc: Walt Petersen 3-26-70 CITY OF HASTINGS MINUTES OF HASTINGS PLANNING COMMISSION MEETING HELD MONDAY, MARCH 23, 1970 The meeting convened at the Hastings Public Library meeting room at 7:30 P.M. Those present: Mr. Walt Petersen, Mr. Orvin Moen, Mr. Leonard Bauer, Mr. Don Hallberg and Mr. Clarence Soleim. Also present: Mr. and Mrs. Leo Schumacher, Don Hess from Midwest Planners and City Engineer John Davidson. Because of the conflict between the Council Meeting and Planning Commission meeting, a quorum was not present at the Planning Commission Meeting until approximately 9:30 P.M. at which time the Commission was called to order. The first item on the agenda was the approval of the minutes of the meeting of March 9, 1970. It was moved by Mr. Moen, seconded by Mr. Bauer to approve the minutes as furnished and unanimously passed. The next item was a presentation by Mr. Don Hess of Midwest Planners. Mr. Hess was requesting formal action in accordance with a letter dated March 18, 1970. Mr. Hess asked what legal requirements were necessary for a formal petition for rezoning. These were outlined by the City Engineer; requiring the necessary 75% of frontage abutting the property to be rezonedwithin 100 feet. Mr. Hess was asking that an action rezoning be allowed for industrial zoning for the Mobile Home Park, R-3 for the Multiple Dwelling area, and C-1 for the Commercial zone, in accordance with the site plan furnished. It was suggested that a preliminary plat showing outlots, be furnished prior to request for rezoning so that the platting could be taking place at the same time that any rezoning would be accomplished on the property. This would eliminate the cumberson metes and bounds description for zoning purposes. Mr. Hess suggested favorable consideration based upon previous presentation, this same type of development in other communities and the tax structure being compatable for at least seven years, at which time it is expected that the tax structure would change on Mobile Home Parks. Mr. Moen said that there was certainly a question in his mind, if not all of the members of the Planning Commission on what could be done to maintain the aesthetics as proposed, what could be done to insure that the policy proposed would be carried out if there was a change in ownership of the property involved. What control could the City place on the subdivision to maintain the level of school aged children and is, in fact, this type of development good, or in the best interest in this particular Minutes of Hastings Planning Commission Meeting held Monday, March 23, 1970 Page 2. location. Mr. Hess stated that these same questions were asked about multiple dwellings in the past, and that from a planning point of view, this is, in fact a good location for a mobile home court because of the natural topography and because of the fact that the area is visible from Highway 55 and that a planned view of the area can be seen from the highway by-passing the route of the low area in which the mobile homes will be situated. It was then asked by the Planning Commission Chairman exactly what the Planning Commission was to decide tonight. Mr. Hess asked, first of all the Commission must decide what legal procedures are required, and what they can do to have the property platted and rezoned, and if necessary the rezoning, for instance in the mobile home area be on an interim basis or zoned commercial with a special use permit. It was explained that on a special use permit, this also was required by an informal petition and action by the City Council to grant a special use based upon retention of ownership and change in use. Mr. Hess then called for a straw vote from the Planning Commission, either against or in favor of the Mobile Home Park in this area. Mr. Moen and Mr. Petersen were in favor of proceeding to the final plan stage, Mr. Soleim, Mr. Haliberg and Mr. Bauer were against any further planning until it was decided whether this was in fact the best use of this particular land area. The meeting was adjourned at approximately 10:30 P.M. The next meeting will be held on Monday, April 13, 1970 at 7:30 P.M. at the Hastings Public Library. WALTER PETERSEN, CHAIRMAN In the notice of our past ]Planning Commission Meeting, I expressed the intention of dividing the Planning Commission into sub-committees for the purpose of expediting the completion of the Zoning Ordinance. Due to lack of time during the last meeting, we did not do this, consequently, I am taking this means of doing so.
