MINUTES OF HASTINGS PLANNING COMMISSION MEETING
HELD MONDAY, MAY ll, i970
The meeting was held at 7:30 P.M. at City Hall.
Those present:
Chairman Walt Petersen, Mr. Frank Sieckert, Mr. Clarence
Soleim, Jr., Mr. Orvin Moen, Mr. Ed Fischer, Mr. Leonard
Bauer, Mr. Arland Siebrecht, Mr. Don Fluegel, Mr. Don
Hallberg, a delegation of local residents and the City Engineer

The first item on the agenda was the approval of the minutes of April 13, 1970
and amendment to the April 30th minutes as follows:
"The Planning Commission unanimously recommended Mr. Frank Sieckert
to the Planning Commission for City Council approval".
The next item was a discussion on a request by Mr. Leonard Bauer to extend
sanitary sewer along the north right-of-way of T.H. 55 from Maple St. to
approximately 80 feet west of Walnut Street in 9th Street. The Planning
Commission recommended approval so this would eliminate two septic tanks
and the possibility of a third.
There was a presentation by Mr. Harry Johnson and Mr. Wayne Leonard from
Harry S. Johnson Associates representing Mr. Nell Siewert. They presented a
plan for a Mobile Home Park south of and adjacent to the Vermillion River in
accordance with a report written in May of 1970 and furnished the City Council,
City Engineer and some members of the Planning Commission. (See this formal
report for details and photographs and site plans. ) After the presentation,
Mr. A1 Sieben who owns property south of and adjacent to the property in question
asked what property access they would provide for his 13 acres which is presently
land locked. The Planning Commission indicated that they would have to study
the traffic pattern in this area. There was a question from Mr. Mackey regarding
the tax base for Mobile Home Parks. It was mentioned that the tax base, is in
fact, less than on single family dwelling or real estate at this time and this is
part of the study included by the Planning Commission at the present time in
regard to Mobile Home Parks. Mr. Johnson also indicated it would require
some fill if Plan "B" is approved to bring it up above the 1965 flood stage.
It was also reported that the Mobile Home Park as proposed would compliment
the Industrial Park area which is located south and east of the property in question.
It was suggested from the floor that they leave the Vermillion River Water Shed
in its natural state and do as little as possible to change the present channel and
the present flood plain. Mr. Johnson indicated that the storm water from the
south would be piped to the subdivision and they are aware of the dry stream bed
entering the Vermillion River near the westerly extremity of their property.

Chairman Walt Petersen turned this proposed development over to a
committee headed by Councilman Fischer and also serving, Mr. Sieckert
and Mr. Moen.
The next item of discussion was a presentation by Industrial Builders for
a Shopping Center rezoning to C-1 the area presently zoned R-3 in the area
of Valley Manor Addition.
Mr. Dick Fox from the audience explained that we do need a shopping center
but questioned whether this is the place it should be located. He represented
residents along Lyn Way questioned the safety from traffic flow and the
accessability from Lyn Way to T.H. 55. He explained that Lyn Way is a
residential street and not designed for heavy traffic loads. Also, it is
constructed to a narrow design. Another concern is the fact that this is
very close to the present Junior High School which will be in the future a
senior high school and the pedestrian traffic between the school and this
shopping center would be excessive over private property.
Another resident from Lyn Way explained that this would be the third zoning
change since he has resided in this area. He questions the wisdom of rezoning
from its present zoning of R-3. He also explained that the playground area
just south and west of this area and would not be compatible with shopping
center of this area next to a playground and park area. This also was referred
to a study committee chaired by Mr. Soleim and also serving was Mr. Sieckert
and Mr. Bauer. Mr. Peterson recommended that they consider this in
accordance with our comprehensive plan.
The next item of discussion was a proposal by Chairman Petersen to
establish a sub-committee to the Planning Commission of interested
citizens in connection with park and recreation and park planning. The
name of this board would be "Conservation Advisory Committee". There
was some discussion pro and con and it was recommended that this committee
be established and the press so notify the general public so persons so interestedin
serving on this committee might have an opportunity to apply.
The next item of discussion was a report from the Corps of Engineers in
regard to the Vermillion River Flood Plain changes and the hearing coming
up on IV!onday, May 18, 1970. The Corps suggested that they set up an
office in Hastings for Thursday afternoon and evening and Friday morning
at the Hastings Public Library and any interested Hastings citizen would
learn more of the design and the proposed project by contacting members
of the Corps of Engineers for review of the project plan.

The next item of discussion was a recommendation by Mr. Petersen
that an Advisory Committee be set up for citizens tax committee. After
some discussion it was recommended that this not be done at this time.
There was a presentation of the R-4 request from a change in zoning from
R-3 and R-1 zones presently zoned for Norbert Conzemius and Leonard
Bauer in Bauer's 2nd Addition. This would be the apartment complex
proposed by Industrial Builders at the second to the last Council Meeting.
This item was also turned over to Mr. Soleim's committee for study
with the Shopping Center.
The next item of discussion was a request of Mr. Sieckert in setting up
a fire code for new buildings, particularly apartments. Mr. Sieckert
suggested that the Uniform Building Code sets minimum standards and
that in many areas these minimnm standards have been upgraded by
amending or addending the Uniform Building Code, particularly in the
Burnsville - Bloomington areas. Mr. Sieckert suggested that the City
of Hastings also amend the Uniform Building Code to correspond to
more strict fire controls, also to noise factors and some of the other
amenities in apartment living.
Mr. Petersen requested involvement of high school seniors in the Planning
Commission business. This could be done by working with high school
classes who would attend Planning Commission and City Council meetings
and write reports on their attendance and involvement and in the future
these people might be given some areas in which to return studies and reports
to the Planning Commission.
After some discussion, it was decided that they would table this matter for
further discussion at a later date.
The meeting was completed at approximately 10:30 P.M. and set the date
for the next meeting to be held May 25, 1970, 7:30 P.M. at the Hastings
Public Library.
