MINUTES OF HASTINGS PLANNING COMMISSION MEETING
HELD MONDAY, FEBRUARY Z3, 1970
The meeting convened at 7:30 P.M.
Those present: Mr. Walt Peterson, Mr. Orvin Moen, Mr. Leonard Bauer,
Mr. Skip Soleim, Mr. Don Fluegel
Also present:
City Engineer John Davidson, Mr. Baem, Mr. Kilborn, Mr.
Don Hess representing Midwest Planners.
The first item on the agenda was a film shown by Mr. Don Hess in regard to
mobile home parks and the type of persons living in these parks and what can be
done in a true mobile horrepark concept. Mr. Hess also stated that the tendency
is to get away from the glossy aluminum finish on the mobile homes and are going
to stamped wood grained finishes and rough siding on mobile homes, similar to
the Pem-tom development. He stated that the mobile home park would eliminate
the necessity for large urban renewal projects in that these mobile homes could
be removed from the site after they have outlived their usefulness. Also there is
Mot of land that could be used as an interim basis as a mobile home park until a
higher land use would be made of the property at a later date. He also asked if
we would be interested in him showing this film at a public hearing. He stated
the film xvould be made available to the Planning Commission or City Council at
their leisure. He also mentioned that the recreational open space areas would
be maintained by the park owner or the residents and that there would be very
little maintenance and upkeep as far as the City forces were concerned. The
streets would be privately owned, maintained and operated. He proposed a reasonable
approach to the tax situation and would work with the finance committee in regard to
the taxable approach. He also furnished the Planning Commission with a copy of
regulations, specifically for this mobile home park, stating that there could be
built-in to the protective covenance or regulations, which would be a contract signed
by the leasee of any of the parcels in the park to control the number of school aged
children residing within the park. The City could also select reasonable point of
return of investment for a number of school children per unit in point 8 per unit
student ratio, the City would break even. There was a question as to whether the
City had any jurisdiction in this area, if they could enforce the number of school aged
children per unit within a development.
Mr. Hess stated they would review our Mobile Home Park Regulations as proposed
and make any comments that they felt would be constructive criticism in the way of
review. He did explain that they planned on exceeding any minimum requirements
that were set up in the Zoning Ordinance.
Mr. Hess stated that he did want approval of a concept plan before he proceeded any
further with detailed design. The Planning Commission unanimously agreed that they
would have to have two to three weeks to study the proposed concept plan before they
could give him that consent.

He also suggested that the area be rezoned on an interim basis to Industrial
which is the present requirement for Mobile Home Parks and at sometime in the
future when the Zoning Ordinance was adopted that this Industrial Zoning would
revert to whatever zone would be required for Mobile Home Parks. Hopefully,
the zoning would be other than Industrial in the future.
Mr. Hess mentioned that there were other communities with parks under develop-
ment by Midwest Planners. There were two parks within Burnsville and a park
within Inver Grove Heights that was under development. He suggested that the
Planning Commission would review Cimmaron Park on the East side of St. Paul
and is being developed by Pem-Tom Development Corporation.
He stated the area he is proposing for a mobile home park in the Schumacher park
would be 45 acres which is the minimum and approximately 10% of this would be
open space and recreational facilities. He stated that the commercial area or sales
lot would be part of the park and integral part such as the model homes in an on-site
development.
After Mr. Hess concluded his presentation, the Planning Commission reviewed
Section 3. 9 of the Zoning Ordinance. (See copy attached. ) This would require bolt-type
locks on all doors in multiple dwelling units, however the ordinance, "proposed"
should be changed that the enforcement agent would be the building inspector. It
was moved by Councilman Soleim, seconded by Councilman Hallberg to recommend
passage of the amendment as corrected.
The next item of discussion was the second story development of the Reuter Paint
Store. The Planning Commission asked that an architectural sketch be furnished
before approval would be given this second story addition.
Moved by Mr. Soleim, seconded by Mr. Hallberg to amend the minutes of the
February 9th, 1970 minutes to add Councilman Soleim to those present. This was
a typographical error in the minutes distributed. The minutes were then approved
as corrected.
The next item of discussion was the fact that Mr. Ken Truax had been absent for
more than the four meetings in a row which requires replacement under present
Planning Commission rules and regulations. This was deferred for further action
at the next regular meeting.
Mr. Pechacek's Mobile Home Park was discussed. The City Engineer was to
contact Mr. Bill Pechacek and have him bring in a revised layout in accordance
with the proposed Mobile Home Park Ordinance to the next regular Planning
Commission Meeting to be held March 9, 1970.
It was requested that the City Clerk contact the league representative on Mobile
Home Parks and have him available at the next regular Planning Commission Meeting.
The meeting adjourned at approximately 10:00 P.M.
