HomeMy WebLinkAbout01/26/70r~ngr'$ Flanning Commission Meeting minutes s~nt out with Mr. Fluegel's signature 2-6-70 CITY OF HASTINGS Office of ENGINEER MINUTES OF HASTINGS PLANNING COMMISSION MEETING HELD MONDAY, JANUARY Z6, 1970 The meeting convened at 7:30 P.M. at the Hastings Public Library Meeting Room. Those present: Chairman Wait Petersen, Mr. Orvin Moen, Mr. Don IIallberg, Mr. Ed Fischer, Mr. Arland Siebrecht and Mr. Don Fluegel Non-members present: Mr. and Mrs. Wallin and their son, Mr. Stute and Mr. Don IIess and City Engineer John Davidson. The first item of discussion was the minutes of the last regular meeting. (Attached is a re-write of Section 3.6 - Farming, as corrected by Mr. Fischer and referred to in the first paragraph of the minutes of January 12, 1970. ) The minutes were then approved as submitted. The next item of discussion was the testimony of Mr. Wallin, son of the owner of that part of the East 1/2 of Section 32, Ti15N R17W, lying west of and adjacent to the West Corporate Limits, south of 15th Street. Mr. Wallin was asked to appear before the Planning Commission to give testimony in regard to the proposed T. II. 55 by-pass which bisects his property diagonally and made the following comments. In view of the fact that the proposed highway corridor bisects the property diagonally resulting in splitting the property for further farm use and possible future use in regard to a develop- ment plan and in view of the fact the highway is too close to the present corporate City Limits, restricting the boundaries of future Hastings, he would urge the Planning Commission to move the highway westerly from his property, and that the Planning Commission would so advise the City Council, the State Highway Officials and Edwards and Kelsey who are doing the comprehensive plan for the proposed by-pass. The property in question is about 300 acres in size outside of the present corporate limits. They have sold ali of their property that is within the present corporate limits. Mr. Wallin was thanked for his testimony in that the Planning Commission and the City Council is formulating opinions at this time and are very interested in testimony from those persons immediately affected by the by-pass system. Mr. Wallin was advised that he would be notified of the next joint City - Township Meetings at which time he would be invited again to attend said meetings. The next item of discussion was a proposed comprehensive plan by Mr. Don Hess representing Midwest Planners, the work being done for Mr. Leo Schumacher for approximately a 320 acre parcel lying north of T. FI. 55, west of Farm Street, south of 1st Street to the west Corporate Limits. Mr. He ss laid out an overlay over the site plan indicating land uses. (Attached to these minutes is a drawing of the approximate land use as outlined, showing the traffic patterns and the proposed road systems. ) Mr. Hess indicated that the Mobile Home area would be designed for approximately 300 mobile homes and they would be placed in a setting similar to the l~em-Town Movila area. There would be a recreation center provided for the mobile home park that would cost from $80, 000 to $125, 000 to construct. This would be a recreation facility for both adult and youth recreation programs. Also Pleasant Drive was relocated from the top of the slope to the bottom of the slope as was originally proposedin Leo Schumacher's first design of Imperial Estates. This would allow a better traffic pattern for this thoroughfare to come in at the bottom of the Featherstone Hill on 1st Street rather than on the top of the hilI as proposed in Mr. Schumacher's final preliminary plat. Also, Westview Drive ~vou[d be extended in a northwesterly direction rather than northeasterly as in the original plat of Imperial Estates, outletted what is referred to as Farm Road to Farn~ and the 1st Street area. The proposed plan would connect Westview Drive with Pleasant Drive which would be a collector into a thoroughfare and a more realistic plan. First Street would be a east-west collector and Highway 55 would be an east-west thoroughfare. There would be no backing onto any of the thoroughfares, either T. H. 55 or Pleasant Drive and there would be a proposed north-south street which would be a collector at the westerly corporate limits, in a curvalinear alignmen~ Mr. Hess was asked to furnish the Planning Commission information in regard to mobile home tax structures. It was also suggested that one of the areas north of T. H. 55 be set aside, approximately 10 acres in size, for an elementary school location. Mr. Hess also pointed out that the concept plan would be initiated or the first step of construction would be the mobile home park area. The engineer pointed out that if a HUD Grant were obtained for extension of the west trunk from 4th and Farm Streets to the West Corporate Limits out the old railroad right of way, that this area could not be served in 1970 unless Mr. Schnmacher would elect to construct this sewer to the adequate size which would be I2" size for his use. The engineer was also to check with Mr. Schumacher and see if he wanted to withdraw his petition for utilities within Imperial Estates from the 1970 construction program. The next item of discussion was a hearing for Mr. Stute who wanted to place a mobile home on a permanent foundation on the l~luender property east of Glendale Road and northeast from the City Land Fill. Mr. Stute was advised by the Planning Commission that the present City Ordinance does not allow a mobile home to ~ocated in any other area except in a mobile home park within the City of Hastings. This would require a special amendment to the Ordinance and would require three readings of the Council. It was also mentioned that the Council would not be very cooperative in ailowing mobile homes to be placed in any other area that within a mobile home park area. Mr. Stute then left the meeting stating he would not persue the issue any further. In the first paragraph of these minutes in regard to approval of minutes, the meeting minutes of January 12th should be corrected to include Mr. Orvin Moen as being present at that meeting. John Davidson, City Engineer SUPPLEMENT TO ZONING ORDINANCE Section 3.6 Section 3.6. 1 Section 3.6. Z Farming Ope rations Farm operations in existence at the time of passage of this Ordinance shall be permitted to continue operation subject to the following conditions: Agriculture, excepting commercial animal farms, fur farms, kennels, and poultry farms, but including truck gardening and other horticultural uses, is a permitted use in the district in which an existing operation is located. Any new stable or building added to the existing farm operation in which farm animals are to be kept or other similar use of property may be permitted only in the "A" and "R-i" Use Districts and only after written consent of 75% of all property owners within 500 feet of the proposed use after which an application for a "Special Use Permit" must be filed with the City Clerk. Upon issuance of a Special Use Permit by the City Clerk, limited sales of products produced on the farm may be conducted on the premises from a roadside stand.
