HomeMy WebLinkAbout11/10/71CITY OF HASTINGS lO0 SIBLEY STREET, HASTINGS, MINNESOTA 55033 Phone 437-6921 OFFICE Of City ENGINEER MINUTES OF THE PLANNING COMMISSION HEARING HELD ON WEDNESDAY, NOVEMBER 10, 1971 The meeting was held at 7:30 P.M. in the City Hall. I arrived early at 7:00 P.M.. The Council Chambers were filled to capacity. Mr. Petersen read through the zoning ordinance and we answered questions in the same format as our last hearing of November 3. Walt Petersen gave a brief introduction and a brief review of the purpose and definition of the Comprehensive Plan. There was then a question from Mr. Harry Tri asking about multiple dwelling units, adequate space, and mobile homes. Each was answered in general terms. We then had Mr. Ralph Swanson, representing the Minnesota Tax Payers' Assoc., giving testimony in regard to the T.H. 61 corridor hearings and his opposition to expending funds for planning. Mr. Ed Fisher asked if our planning into the townships was binding. The answer was that although the plan went out to the by-pass, no planning outside the present corporate limits .is binding to anyone. Mr. Dick Dobrick asked about arterials and driveway access, particularily in regard to T.H. 42 connection to the T.H. 61 by-pass. The question was answered that the corridor hearings have not yet been determined, the specific connections to the by-pass have not been determined, that the connection at T.H. 4Z was question- able. Mr. Duane Groth asked about the parkway features and particularily in regard to the flood plain. The question was answered. In relation to flood plain zoning, no construction would be allowed. The City was looking for this land for park land , greenland, and open space. Mr. Paul Embritson stated that he thought park development should include level land, flat areas for neighborhood parks so that recreation facilities could be con- structed without securing alot of open space and nondevelopable open space which could not be used for recreation programs. Mr. EdFisher then asked about the status of the Vermilion River. A brief status report was given in that regard. Mr. Xavier Kaiser asked about the sewer service stating that he had received an assessment for water but had never received a sanitary sewer assessment on his property. Further testimony was given by Mr. Ralph Swanson that was quickly dispelled. He was criticized for diverting the direction of the hearing. How do we obtain funds and a brief outline of the capital improvements program was made at this point. Mr. Tri wanted to know what density there should be for multiple dwelling units. This was approximately 14 units for acre. Mike Gray, Central Natural Gas, asked about the buffers around the shopping center. The plan for cluster housing or town houses was then reviewed. Those that had been approved previously by Norbert Conzemius in that general area. Had the letter read from the Chamber of Commerce and Mr. ~[ohn McKane also complimented the Planning Commission on the total plan. Completed the hearings at approximately 10:30 P.M..
