HomeMy WebLinkAbout10/25/71GITY OF HASTINGS 100 SIBLEY STREET, HASTINGS, MINNESOTA 55033 Phone 437-6921 OFFICE OF CITY ENGINEER MINUTES OF THE HASTINGS PLANNING COMMISSION MEETING HELD MONDAY, OCTOBER 25, 1971 The meeting was held at 7:30 P.M. in the Council Chambers of City Hall. Those present: Chairman Petersen, Mr. Wilson, Mr. Tanner, Mrs. Linde, Mr. Soleim and Mr. Siebrecht had called and stated that they would not be present. Also present: City Engineer John Davidson, Mr. Dewey I{asma and Mr. Daryl Berkowitz from T.K.D.A., Mr. Dennis Pellant from the Chamber of Commerce, and members of the press and radio. Because of a lack of a quorum, this was an unofficial meeting. The Engineer reviewed a letter from Mr. Wally Swanson which stated that he would serve, along with Mr. Ronald Hoffman and Mr. Douglas Differt on the Transportation-Planning subcommittee of the Planning Commission. Mr. Walt Petersen stated that he would send out letters to Mr. Swanson, Mr. Hoffman, Mr. Differt and also to Mr. Larry McNamara asking them to serve on this committee. Next item of discussion, Mr. Wilson asked about the Schmitz Realty use in an R-2 zone. The Engineer stated that he had interpreted the Zoning Ordinance to read that this was an allowable use under the professional offices section of R-2 zones. The Engineer stated that he did have a non-conforming sign attached to the building which was removed after being approached by the City Engineer and the Sign Ordinance being explained. He was however allowed a 2 square foot name plate sign as part of the in-home commercial use form. It was recom- mended that the committee discussing Home Occupations take this into account when working with the licensing and enforcement of the Home Occupation Section of the Zoning Ordinance. Mr. Dewey Kasma reviewed the outline for preparation of the Public Works Five Year Capital Improvements Program for the City of Hastings. The outline included the work in the area of streets and bridges, sewers, watermains, storm sewers, and community facilities. It was recommended by Mr. Wilson that the Municipal Facilities Section be implemented first, that in connection with this the City Engineer would notify his staff, Superintendents of Water, Street and Parks Departments that they would be required to outline their needs for municipal facilities. Mr. Dennis Pellant from the Chamber of Commerce stated that they would like to participate as a Chamber and make this a Chamber of Commerce project. The Engineer was also asked to distribute the remainder of the copies to Mr. Kilborn, Chairman of the Natural Resources Committee, Minutes of Hastings Planning Commission Meeting held Monday, October 25, 1971 Page 2. the balance of the Planning Commission members not in attendance and ail members of the City Council. Also the Chamber of Commerce took two copies of the outline. Mr. Kasma was invited back to the meeting of November Z2, which would be one month hence and all of the feed-back then would be collected from the various organizations and from the City staff, for them to evaluate the needs and set priorities on the Community Municipal Facilities sect[on.
