HomeMy WebLinkAbout05/24/71CITY OF HASTINGS Phone 437-692'1 Hastings on the ~lississippi OFFICE OF CITY ENGINEER MINUTES OF HASTINGS PLANNING COMMISSION MEETING HELD MONDAY, MAY 24, 1971 The meeting was held at 7:30 P.M. in the Council Chambers of City Hall. Those present: Mr. Wait Petersen, Mr. Pat Wilson, Mrs. Marcella Linde, Mr. Fred Trautmann, Mr. Bob Neujahr, Mr. Frank Sieckert Also present: Mr. Ben Sontag, Mr. John Davidson and members of the press. There was a correction to be made to the minutes of May 10, 1971. The last paragraph of the first page and part of the first paragraph of the second page should be corrected to read; "The Planning Commission recommends thai the Natural Resources Committee be given Commission status. TM It was moved by Councilman Wilson, seconded by Mr. Neujahr to accept the minutes as corrected. The engineer commented that Mr. Novak at the last Council Meeting suggested that the Natural Resources Committee be concerned only with Park and Recreation Development and not with specific recreation programs. Mr. Ben Sontag requested that the Planning Commission take no further action in regard to his Mobile Home Park site proposed for the 80 acres of Featherstone property since the Court House Committee has determined that the Featherstone property would be included in the 160 acre site suggested as site No. 2 by the CouniyBoard for a relocation of the present Court House facility. Mr. Sontag stated he expected that any action would be taken within four months. If no action were taken in regard to this property he would be back to request that the City Council again take the proposal under advisement forpossible use as a Mobile Home Park area. Mr. Neujahr asked that the Engineer get any information that could be secured from the Lakeville School District Studies which included the impact of Mobile Home Park Development on the School District. The City Engineer stated that Mr. Neal Perlich, representing the Summit Park in St. Peter had requested information in regard to Mobile Home Park zoning within Hastings. Because Mr. Frank Sieckert was not yet present at the meeting, the Car Wash facility report was postponed for the time being on the Paul Reuter request and since no one present from the Eagles Club no report was given on the proposal for a Archery Range on their property. The Siewert annexation proposal had been discussed at the last City Council Meeting and it was suggested that no action be taken at this point by the Planning Commission Minutes of Hastings Planning Cornmission Meeting held Mondav, May 24, 1971 Pa e 2, since the next step is a hearing to be held by the Municipal Commission. Mr. Walt Petersen, Planning Commission Chairman, handed out the Dakota County Planning Advisory Commission Newsletter. (See copy of handout attached. ) The next item of discussion was the Natural Resources Committee Report. (See copy of report attached. ) It was suggested that the Natural Resources Committee Report be tabled for future action by the total Planning Commission since all members were not present at this meeting. The Engineer reported on the Hagan farm and stated that Mr. Don Hagan was in his office and reported his mother was ill and that the City Engineer had asked Mr. Hagan to give the City first option for any sale of this property in South Hastings. The next item of discussion was a proposal by the Natural Resources Committee that no vehicle traffic be allowed within the Mill Park. The Engineer stated that he thought it was necessary for vehicle traffic to be allowed to the shelter since, when large picnics are held in the area of the shelter, it is sometimes necessary to carry heavey coolers, coffee urns, and this type ofeqipment to the shelter area and as a result of the toilet facilities being in close proximity to the shelter a drive area should be retained from the upper level to the shelter at the lower level. Mr. Neujahr suggested that as a result of people not showing up for adequate reference in regard to Planning Commission Applications for "Special Use" and Variance Permits, he furnished the following resolution: (See copy attached.) It was moved by Mr. Neujahr, seconded by Mrs. Linde to adopt the resolution as read. This was followed by a motion to postpone by Mr. Wilson, seconded by Mr. Trautmann and unanimously passed. This will be discussed in more detail at the next regular Planning Commission Meeting on June 14th. Mr. Prank Sieckert arrived late and gave the report on the Reuter Car Wash. (See copy of report attached. ) He also suggested that the building be concrete block rather than metal. The Engineer is to check to see if a metal building would meet the code in this area. The Engineer also reviewed the recommended changes in the traffic pattern between what Mr. Reuter proposed and what was finally accepted by the committee. It was moved by Mr. Sieckert, seconded by Mrs. Linde to recommend the acceptance of the sub-committee report and recommend to the City Council that the Paul Reuter Car Wash be approved with the recommendations of the sub-committee. Mr. Neujahr reported that he had contacted Mr. Anderson's office to be present for the hearing on June ggnd, 1971. He will drop off a draft of a letter to be mailed to Mr. Anderson on City of Hastings stationery. (Make a note that this letter, if it is not in by the end of this week, we should contact Mr. Walt Petersen or Mr. Neujahr for a rough draft so this letter can be mailed well in advance of the June ZZnd hearing. ) Minutes of Hastings Planning Commission Meeting held Monday, May 24, 1971 Page 3. The Engineer reported on the referrals of the last regular City Council Meeting and reminded the Planning Commission that there would be hearings on June 7th for the First Federal Sign and for the Hy-de-Hy Bottling rezoning. Also for the agenda of June 21st there should be a change in time for the Bierstube Hearing. Change the time to 7:00 P.M. so the hearing on the Housing and Redevelopment Authority can be held at 8:00 P.M. (Discuss this with Mr. Erickson. ) The Chairman, Mr. Petersen, reported that Mr. Bob Eidem should be heard in regard to future Planning Commission responsibilities. He was instrumental in securing Federal Funds for the original ~'701" Program. Mr. Petersen also suggested that we continue to week 2 Mondays per month through the summer. There was no voiced opposition. The next regular meeting of the Planning Commission will be held on Monday, June 14th, 1971 at 7:30 P.M. We completed our meeting at approximately 9:15 P.M.
