MINUTES OF IL&STINGS PLANNING COMMISSION MEETING
HELD MONDAY, MAY 10, 1971
Those present:
Mr. Walt Petersen, Mrs. Marcella Linde, Mr. Pat Wilson,
Mr. Don Hallberg, Mr. Bob Neujahr, Mr. Frank Sieckert
and Mr. Arland Siebrecht
Also present:
Mr. John Davidson, City Engineer
It was moved by Mr. Sieckert, seconded by Mr. Hallberg to approve minutes of
Planning Commission Meeting of April 26th, 1971 and unanimously approved.
There was a Special Planning Commission Meeting held April Zg, 1971, minutes of
which were to be corrected to include Mr. Wait Petersen as present. It was moved
by Mr. Sieckert, seconded by Mrs. Linde to correct minutes and unanimously
approved.
Mr. Sieckert stated that he felt it was bad practice for the Planning Commission
to act on any proposal not referred by the Council. This has happened in some instances
where the request had come in after a Council Meeting and referred to the Planning
Commission before formal action had been taken by the City Council.
Mr. Neujahr stated that ail persons affected by Planning Commission action should
appear at the Planning Commission where study can be made before it is referred back
to the City Council for action.
It was further suggested that at the time the proposal or request is made, thatat the
time it is referred to the Planning Commission, the individual involved should be present
at that first referral. This would enable him to answer any questions that the Planning
Commission might have before their review.
The Planning Commission was reminded that on June 21, 1971, there would be a public
hearing to determine the need for a Housing and Redevelopment Authority in Hastings.
It was suggested by Mr. Petersen that Mr. Anderson of Housing and Redevelopment be
invited to that meeting.
There was a discussion on the Natural Resources Committee status, should it be a
commission? A better liaison is needed between the two groups. Minor items such
as equipment needs should not be referred to the Planning Commission. All items
relating to future planning should go through the Planning Commission.

Mr. Hallberg stated that the reason the Planning Commission acted on ail Natural
Resources business is because the original intent to form a separate commission was
not approved by the previous council. It was moved by Mr. Sieckert, seconded by Mrs.
Linde that the Natural Resources Committee be put on a commission status, and un-
animously passed. Mr. Hallberg will make the recommendation at the next regular
Council Meeting. (Since Mr. Hallberg was not present at that meeting, the original
ordinance was furnished to the City Council with the agenda for the meeting. Mr.
Hallberg was not present to discuss it so the Council took no action. )
The City Engineer reported that Mr. Don Carl submitted a letter to request with-
drawal of his request for a basement apartment in his home. The information will
be furnished the City Council at their next regular meeting.
There was a committee report which reviewed the preliminary plat of Dakota Hills
3rd Addition. It was pointed out that it conforms to the approved preliminary plat
of the Norbert Conzemius farm. It was moved by Mr. Siebrecht, seconded by Mr.
Wilson to recommend approval and unanimously passed.
The Engineer related the concern over the tree planting taking place along the river-
side park wKich has been developed by the Junior Chamber of Commerce. He stated
the trees have been planted very close to roadways and that they have not been planted in
a straight row so maintaining of the parks could be done easily without damaging the
seedlings. Mr. Petersen reported that the Natural Resources Committee had no
knowledge of the planting in that area and no one on the Planning Commission had been
notified of the planting to take place in that area. He also related that four of the
five members on the Natural Resources Committee agreed with Plan No. 3 for the
Lake Rebecca area which had been proposed by the Corps of Engineers.
Chairman Walt Petersen went through the future p~anning for the City of Hastings
and stated that we should be setting some priorities, they consisted of the following:
Capitol Improvements
Long- range financing

Housing for the elderly
Selective upgrading of housing
A letter shall be sent to Mr. Anderson of Housing and Redevelopment authority to
attend the hearing on June gl, 1971.
We completed our meeting at approximately 10:00 1~. M.
