The Engineer arrived when the Planning Commission was reviewing
Mr. Jim Weiland's request for a warehouse on Lot 7, Block 122, Original
Town of Hastings. This was referred to a committee of Mr. Trautmann,
Mr. Peterson and Mr. Siebrecht.
Mr. Fred Trautmann reviewed the Neal Siewert plat. This would be
considered as Counfry Club 2nd Addition locafed entirely on the exception
to original Country Club Addition. The plat would be an extension of Louis
Lane north from gist Street. Mr. Neal Siewert was present and reviewed
the plat with the entire Planning Commission. Mr. Don Hallberg was
opposed to Louis Lane being extended into or through the ponding basin
facility. Mr. Trautmann explained that in the committee review of the plat
the committee felt that the street should be left open so that it ultimately,
if not presently could be extended to 15fh Street if required in the future.
Also, that a condition of plat approval be that 19th Street would be dedicated
from Louis Lane through to Pine Street. Also under Subdivision Ordinance,
this plat would require sidewalks, 5% park area, etc. In reviewing the
park platting requirements, Mr. Siewert stated that his requirement would
be for one-half acre of park, however he would dedicate the 3/4 acres
adjacent to the present City property as an extension of fheEast 18th Street
Mixing Yard, ponding basin complex. It was moved by Mr. Trautmann,
seconded by Mrs. Linde that the plat be recommended for approval to the
City Council with the stipulation that the 3/4 acres of park would be
dedicated adjacent to the landfill, that 19th Street would be dedicated
through between Louis Lane and Pine Street. The motion unanimously
passed.
Mr. Sieckert's committee, consisting of Mr. Sieckert, Mr. Hallberg and
Mrs. Linde had no report on the proposed annexation of the Siewert property.
Mr. Joe VoLt from the Eagles Hall was present and stated that he had not met
with Mr. Sieckert's committee and this committee had no report.
Mr. J. Pallor from Harry S. Johnson reviewed the proposed land development
plan. This was property originally proposed for development by Mr. Leo
Schumacher as Imperial Estates, presently owned by Mr. Leonard Gasparre
and Harry Dokmo. The development consists of 16.45 acres, with 3. 5 ~ acres
park land. The density proposed, allowing for credits under the new zoning
ordinance would allow for 15.46 units per acre. The development would also
comply to off-street parking facilities and garage requirements and also the
20% open space factor would be allowed under the proposal. Mr. Pallor
explained the three types of apartment units, the "A" type would be a large
two bedroom unit, the "B" 271-1/2 square feet, a single bedroom unit and
"C", a 2-bedroom unit of 832 square feet.

The Engineer reviewed the 1971 Construction Program as it related to this complex,
stating that sewer, water and street grading would be completed in Pleasant Drive
and Westview Drive adjacent to this area. The plat was referred to a committee of
Mr. Pat Wilson, Mr. Leonard Bauer and Mr. Robert 1Neujahr.
Under correspondence, Chairman Walt Petersen read a letter which he had sent
to the Corps of Engineers requesting a meeting for April ZZ, 1971 to meet in
regard to the Lake Rebecca development.
The City Engineer notifiedthe Planning Commission that the movie "Multiply--and
Subdue the Earth" would not be shown on March ggth, that a cancellation notice had
been sent from the University of Indiana, indicating that the film would not be
available until May 24, 1971.
Mr. Petersen notified the Planning Commission that next Monday there would be
a joint meeting between the City Council and Planning Commission and the Natural
Resources Committee to determine what position the City is going to~ake in regard
to annexation and other problems.
Chairman Petersen gave a report on the Natural Resources Committee Meeting
and their meeting with a member of the Historical Society and stated there was
a general discussion in regard to the Historical Society taking over the Ramsey
Mill site in the Old Mill Park as a historical monument.
Mr. Frank Sieckert had furnished the Planning Commission copies of a review
of the Building Code for their discussion and comment.
There was a Special Use Application Permit from Mr. Don Carl, 406 W. 18th
Street for an apartment unit on Lot 9, Block 13, Young's Addition. This was
referred to a committee of Mr. Sieckert, Mr. Hallberg and Mrs. Linde.
It was moved by Mr. Neujahr, seconded by Mr. HaHberg to recommend to the
City Council to proceed with a resolution to establish a Housing and Redevelop-
ment Authority for Hastings and unanimously passed.
There was a building permit request for extension to the building being used by
the Bierstube. This was referred to Mr. Trautmann's committee.
The Engineer mentioned a policy statement by the Sewer Board in regard to
running sanitary sewers through open space and it was requested that copies
of this statement be furnished the Planning Commission and City Council.
There was a brief discussion on the sign request from First Federal who wanted
to extend a sign more than the 6 feet allowed under the ordinance, however since
no one was present from the First Federal Savings and Loan, the matter was
tabled.
