MINUTES OF HASTINGS PLANNING COMMISSION MEETING
HELD MONDAY, FEBRUARY Z2, 1971
The meeting convened at 7:30 P.M. in the City Council Chambers.
Those present:
Mr. Walt Petersen, Mr. Don Hal[berg, Mrs. Marcella Linde,
Mr. Pat Wilson, Mr. Bob Neujahr, Mr. Fred Trautmann,
and Mr. Frank Sieckert.
Also present:
City Engineer John Davidson, City Clerk Wallace Erickson,
Councilman Jim O'Connor, Mr. Wieck representing the
Hastings Jaycees, Mr. Lee from KDWA, and Mr. Fran
Hayes present to outline a proposed Mobile Home Park concept.
The first item was review of the minutes of February 8, 1971. There were two
corrections to be made:
l)
Paragraph 3, Page Z, correct the reading of the first sentence to read
"Special Use Permit and Variance Request for Clark Oil Company for
the Southeast corner of 15th and Vermillion Street;
z)
Correct the second to the last paragraph on the first page. The opinion
of Mr. Hallberg should be corrected to read "No Mobile Home Park
would be recommended for approval within Hastings until action has
been taken on present pending legislation."
It was moved by Mr. Neujahr, seconded by Mr. Wilson and unanimously passed
to accept /he minutes as amended.
There was a presentation by Mr. Fran Hayes of the Mobile Home Park to be
constructed on the 76 acres south of 1st Street and west of the Featherstone
homestead. Said property being:
The North half of the Northwest 1/4 of Section 29, TllSN, R17W
The proposal is for 164 pads in the first phase, being the first of two phases,
or approximately 36 acres. Each lot would be 6600 square feet or 60' x 110.
The streets would be 38 feet wide. The entrance boulevard would be 6Z feet
wide with a 12' center boulevard for the length of the entrance road. The park
would be a complete gas operated park as far as heat was concerned for fuel.
There would be a 6' x 8' building on aach lot for storage of lawn equipment, tools,
etc. He would request that the Zoning Ordinance be changed to allow that no wheels woul{
be allowed to remain on the units. The mobile home would be placed on foundation
footings. He stated there would be no pets within the area. Homes would be not

less than 1Z feet wide nor more than tt~_.years old.
48% of all the single family dwellings in 1970 were mobile homes. The proposed
mobile home park would be pads to rent at $60 per month. He also questioned
the necessity of sidewalks with the wider streets. There would be an entrance
fee to each mobile home coming in. He would have no mobile homes for sale within
the area. The average trailer would be from $8000 to $10,000 and would be financed
on a 10 year basis with interest at 7% on the total value or a multiplier of 1. 78 x
the interest rate. He would have a large contractor come in and construct the
area as rapidly as possible.
There was some discussion in regard to utilities within the park, including
television cables, ina general review of those section of the present Zoning
O rdinance.
Mr. Hayes stated that he was presenting this merely for the Planning Commission
to review. He would like some indication as to whether the Planning Commission
thought his proposal was feasible~or not feasible. He definitely wanted to carry
through with his five star park and if Hastings was not the City which favored
such a proposal that he would look elsewhere to gain permission to proceed with
the type of park that he is proposing.
The next item the City Engineer presented the referral from the City Council
for an apartment unit at the first floor level in a C-3 Zone for Mr. Clarence
Merkling and Mr. Hawkinson at the Wash-A-Rama Laundromat located at 2137
Vermillion Street, Vermillion Addition, Hastings. This was turned over to a
study committee of Mr. Wilson, Mr. Neujahr and Mr. Bauer.
A request for Special Use from Mr. Delbert Hamilton for a variance to construct
a two-family dwelling in an R-2 zone, at the southeast corner of 12th and Pine
Street. The committee report was read by Mr. Trautmann recommending against
the construction as proposed and suggested that the home would be recommended
for approval if it were to face on 12th Street with the necessary sideyard setbacks.
The only requirement then would be for a Special Use and no variance would be
involved. Mr. Hamilton said he would review the plan and come back to the Planning
Commission. It was recommended that it be held in Planning Commission until
the revised plan was secured, rather than refer it back to the Council at this time.
There was a review of the plat from Mr. Don Fluegel and Dr. Kugler. The report
of the subcommittee was read by Mr. Fred Trautmann recommending approval of
the preliminary plat with a maximum of 15 lots within the 15 acre parcel which
would amount to one acre per lot. They are also requesting cash payment be made
in lieu of park land dedication. It was moved by Mr. Trautmann, seconded by
Mr. Sieckert to accept the committee report. Daring the discussion however, a
motion was made to table by Mr. Neujahr and seconded by Mr. Hallberg pending
clarification of the park designation, greenway along the Vermillion River and a
review of the final platting. The motion carried by a unanimous vote to table.
Mr. Trautmann reviewed the David Fasbender proposal for a Special Use at
3rd and Pine Streets. The committee recommended continuance of the private

playground, two parking spaces per unit, one garage for each two units to meet
all the requirements of the Zoning Ordinance. It was moved by Mr. Trautmann,
seconded by Mr. Sieckert to recommend approval for a Special Use Permit and
unanimously passed. This will be referred back to the City Council so that a hearing
can be set for the next meeting to be held on Monday, March l, 1971. It was
recommended that a date be set for the hearing on the Dave Fasbender Special
Use for Monday, April 5, 1971. Notices will have to go out by March 25, 1971.
Mr. Walt Petersen read correspondence. First was three letters from existing
mobile home park o~v-ners within Hastings favoring a new modern park concept.
Second,a letter written by Mr. Petersen to the Metropolitan Council in regard to
comprehensive plan and return letter stating that after adoption by the Planning
Commission, but before adoption by the City Council, the Comprehensive Plan
should be submitted to the Metro Council for approval.
Mr. Petersen also read a letter from Hodne/Stageberg, complete with a format
for the Comprehensive Plan brochure and the additional cost to the City for
additional copies of 3, 000, 4000 and 5000 copies.
Mr. Petersen read a letter from Mr. John McKane to Col. McGinnis, Corps of
Engineers stating that there would be ahearing on Tuesday, March 23, 1971
at the City Hali in Hastings in regard to the Lake Rebecca proposal for Federal
Park.
Mr. Hallberg reported that the Council reviewed letters from Col. McGinnis and
the Council would like committee study of the implication of the return of the lease
agreement to Corps of Engineers for Lake Rebecca Park. Also a question as to the
eligibility of recreational development at Federal expense and/or if there would be
City participation in any park development.
Mr. Hallberg also reported on the League Conferences which he had attended the
past week. There was a committee appointed for review of annexation consisting
of Mr. Sieckert, Mr. Hallberg and Mrs. Linde.
There was some discussion in regard to Plarmed Unit Development. It was brought
up by Mr. Neujahr, in view of the fact that we have several proposals for Mobile
Home Park units, the Planning Commission should take some action as to where
these units should be located within the City.
Mr. Fred Trautmann brought up the problem of the administrative officials enforce-
ment of existing ordinances when variances have been allowed recently to very basic
planning concepts, particular reference to the allowed driveway entrance to Pleasant
Drive,an arterial street. Mr. Sieckert suggested a coordination of ail planning
programs. This would be in regard to the recreation, parks, Vermillion River study
committees, and all other ad hoc committees within the City.
The meeting was adjourned at approximately 10:30 P. M.
