MINUTES OF HASTINGS PLANNING COMMISSION MEETING
HELD WEDNESDAY, JANUARY 13, 1971
The meeting convened at 7:30 P.M. in City Hall.
Those present:
Mr. Fred Trautmann, Mrs. Marcella Linde, Mr. Don
Hallberg, Mr. Pat Wilson, Mr. Frank Sieckert, Mr. Leonard
Bauer, Mr. Arland Siebrecht and Mr. Walt Petersen.
Also present:
Mr. John Davidson, as advisor.
Spectator members including Mr. Paul Dondelinger,
Mr. Robert Neujahr, Mr. Ray Nowicki and members
of the press and radio station.
The first item was approval of the minutes of the Planning Commission meeting
of December 14, 1970.
Election of Officers: Moved by Mr. Sieckert, seconded by Mr. Siebrecht to
nominate Mr. Walt Petersen as Chairman. It was moved by Mr. Hallberg,
seconded by Mr. Trautmann to close nominations. Mr. Petersen was appointed
by unanimous vote.
It was moved by Mr. Siebrecht to nominate Mrs. Marcella Linde as Secretary.~
Mrs. Linde requested her name be dropped from the list of candidates. It was
moved by Mr. Sieckert, seconded by Mr. Siebrecht to nominate Mr. Fred
Trautmarm. It was moved by Mr. Sieckert, seconded by Mr. Bauer to close
nominations. Mr. Trautmann was unanimously appointed secretary.
Mr. Walt Petersen made note of the following correspondence: Letters to
Mrs. Linde and Mr. Trautmann dated December 28, 1970 confirming their
membership on the Planning Commission.
A letter to the Upper Midwest Research and Development Council, attention
Mr. Warren P. Eustis, asking Mr. Eustis to appear at a future Planning Commission
Meeting to discuss the "701" Comprehensive Plan. Mr. Petersen stated that the
Comprehensive Plan for the City of Hastings was referred to Mr. Lowell Thompson
at the Community Services Department of the Metropolitan Council, that letter
dated January 6, 1971.
It was noted that the Natural Resources Committee reviewed the Comprehensive
Plan in regard to Parks and Open Space. In particular, this committee unanimously
agreed not to consider public camping in park areas within the City of Hastings.
Mr. Petersen read letters of commendation to Mr. Moen and Mr. Fluegel from
Mayor Rotty.

Mr. Petersen made note of a letter written to Mr. Alien E. Anderson, Director
of Housing and Community Development - the State Planning Agency on January 6,
1971.
Mr. Petersen indicated that the City Council had passed the third reading of the
reorganization of the Planning Commission at their last regular meeting held
January 11, 1971 and that after publication on January Zlst there would be one
opening on the Planning Commission. Mr. Sieckert recommended a one-year
term for this member to coincide with Chairman Petersen's unexpired term.
This motion was seconded by Mr. Hallberg. It was approved that the member
be recommended to the City Council at their next regular meeting. It was moved
by Mr. Sieckert, seconded by Mr. Wilson to nominate Mr. Bob Neujahr. It
was moved by Mr. Sieckert, seconded by Mr. Wilson to close nominations.
Mr. Neujahr was unanimously recommended to the City Council for the vacant
position.
The
City Engineer reviewed variance requests:
Mr. William Erickson 217 W. 9th Street for a side yard setback
variance to extend his garage.
Siewert Construction Co. property for 1358 W. 19th Street asking
for entrance priviledges to Pleasant Drive, an arterial Street.
Mr. James S. Brosk[e to operate a small engine repair shop at
1905 Eddy Street in an R-3 zone.
Mr. David Fasbender, requested a Special Use Permit for Pine
and 3rd Street for an R-3 Dwelling addition in an R-2 zone under the
Plarmed Residential Section of the Zoning Ordinance.
Mr> was moved by Mr. Sieckert, seconded by Mr. Hallberg to recommend
rejection of the entrance to Pleasant Drive based upon plat design policy
and previous design restrictions. All of these items should be taken to
the City Council who act as Building Board Adjustment and Appeals.
The City Engineer read a letter from Northern States Power Company outlining
the recommended changes to the Zoning Ordinance. (See copy of letter attached).
Mr. Ray Nowicki presented a Mobile Home Park plan for 129. 18 acres of land
located in the northwest quarter of Section 4, Tii4N, R17W in Marshan Township
south of Hastings which is adjacent to the South Corporate Limits. He would require
annexation priviledges in order to attach this area to the City of Hastings. He is
proposing the following:
508 Lots @ 6,000 square feet each = 70.40 acres.
A recreation area of 10.30 acres.
Park and footpath areas - 31. 18 acres.

Storage area - 1.35 acres. (Mr. Nowickipointed out that the storage
area would be for both trailers and materials that could not be stored
on the site.)
A roadway area of 15.95 acres.
The park area to total area ratio is 32%.
Lot density - 3.95 lots per acre.
Recreation facilities which include an indoor pool, saunas, exercise
room, party room, dance hall, card room, billiards, table tennis,
volley bah and also outdoor recreation areas including bah parks, tennis
courts and foot path areas.
Mr. Nowicki furnished a copy of the print to the Study Committee of the Planning
Commission. This Study Committee appointed by Mr. Petersen was Mr. S~ezkert,
Mr. Hallberg and Mrs. Linde. They suggested that possibly Mr. Nowicki should
be back to the Planning Commission Meeting on February 8, 1971.
Mr. Petersen stated the next regular meeting of the Hastings l~lanning
Commiss[onwould be held on Monday, January 25, 1971.
The City Engineer turned over to Mr. Petersen, nine sets of Open Space
Recreation Bulletins from the Association of Counties.
Mr. A1 Sieben commented frown the floor that a topographic map should be secured
of the 129 acres of Nowicki property. He stated there may be a drainage problem
in this area.
Mr. Greg Wollmering, representative from Marshan Township asked that a copy of
the Mobile Home Section of the City's Zoning Ordinance be sent to Mr. Harry Schoen,
for use by the Marshan Town Board.
It was mentioned that Mr. Gunndr Isberg is the new Dakota County Planner.
Mr. Petersen asked if there had been any more correspondence from Mr. Ackerberg.
The Engineer indicated that the last meeting was prior to final adoption of the
Zoning Ordinance, at which time Mr. Ackerberg was working on an "H" type
unit containing 108 units rather than three separate 36-plexunits on the first site.
It was moved by Mr. Bauer, seconded by Mr. Sieckert to adjourn to Monday,
January 25, 1971.

Dear Sir:
During our conversation on December 14, 1970, you provided me with
a copy of the section of a recently adopted zoning ordinance as it
pertains to utilities and underground construction of same.
You further indicated interest in any comments NSP might have con-
cerning this section with the thought changes could still be made
when the city codifies its ordinances in February of 1971.
I have now had an opportunity to route this section of the ordinance
through our management and received the following comments and
impressions.
It would have to be said that NSP is in favor and in accord with this
type of action as we believe underground ~stribution {s definitely
the' coming thing.
Our people commented specifically on two items of the ordinance as
follows:
1. Example.
Sec. 3.9.4 reference is made to "this section". We
think it might better read Section 8.9.4. This same
situation exists in other sections.
2. We would recommend section 3.9.3.$~Y added as follows.
"Underground placement would place'an undue financial
burden upon the landowner or the utility company or
deprive the landowner of the preservation and enjoyment
of substantial property rights".
Item 2 of above was placed in the previously discussed proposed North
~,~nkato Ordinance by the city attorney. In his opinion, there could
be isolated cases where the underground requirement would in fact
make it impossible for a land owner to develop his property.
I hope these comments and suggestion will be helpful to you and other
city officials. Please do not hesitate to call any time I can be of
service to you and the City of Hastings.
