Road all the way to their end point at the Water Treatment Plant. Because of its age and <br />condition, the street pavement was completely reconstructed between Pleasant Drive and <br />Westview Drive, with spot curb and gutter replacement, and spot sidewalk replacement. <br />On the east side of Westview Drive, only the pavement on south side of North Frontage <br />Road was completely reconstructed, with the north side being milled and overlaid for a <br />contiguous new surface. The pavement replacement activity on this section of the street <br />was limited because it was relatively younger and in much better condition than the <br />pavement west of Westview Drive. <br />ASSESSMENT RATE: $45.00/FF -Unchanged from the July 2006 Feasibility Report <br />ASSESSMENT ISSUES <br />Only the properties on the west side of Westview Drive are being assessed for the street <br />reconstruction costs that occurred on that section of North Frontage Road. This is so <br />because this segment was in need of reconstruction, and because it was also prudent to <br />perform the street work in conjunction with the installation of the watermains rather than <br />in two separately timed projects. The remaining portion of North Frontage Road east of <br />Westview Drive is being funded through bonded debt and also the WAC Fund, as it was <br />not in need of reconstruction and was rebuilt as a result of installation of the watermains. <br />PROJECT 2000-3 INDUSTRIAL PARK 7T" ADDITION <br />PROJECT FUNDING SUMMARY <br />FUNDING SOURCES <br />Assessments <br />Total Project Costs <br />AMOUNT <br />$298,937.66 <br />$298,937.66 <br />IMPROVEMENTS <br />This project consisted of the grading of land contained in the Industrial Park No. 7 plat, <br />the construction of sanitary sewer, watermain, and storm sewer facilities, and the <br />construction of Lightborne Court connecting to 31 S` Street. <br />ASSESSMENT RATE: The project was assessed on a per lot basis, with the grading and <br />storm sewer costs spread equally among the six cul-de-sac lots and the three Spiral <br />Boulevard lots. The street and utility costs for constructing Lightbourn Court were then <br />added to the grading costs to form the assessments on the six cul-de-sac lots. <br />COUNCIL ACTION REQUESTED <br />Council is requested to approve the enclosed resolutions adopting the proposed <br />assessments for the 2006 Street and Utility Improvement Programs. <br />3 <br />
