<br />MEMO <br /> <br />To: <br />From: <br />Date: <br />Re: <br /> <br />Honorable Mayor and City Council <br />Nick Egger <br />August 1, 2007 <br />City Project 2007-3, Quiet Zone Improvements <br /> <br />Council received the feasibility report for the proposed Quiet Zone Improvements at the July 16th <br />meeting. The public hearing for this project has been scheduled for the August 6th Council <br />meeting. A neighborhood meeting was held on July 24th to receive comments and input from <br />affected residents. <br /> <br />The proposed Quiet Zone Improvements project is a City initiated project, and will require the <br />votes of m Couneil members to approve the project. <br /> <br />PROPOSED IMPROVEMENTS <br /> <br />The proposed Quiet Zone Improvements would include the removal of existing turnaround <br />islands west of the 2nd Street railroad crossing, construction of concrete medians on both <br />sides of the railroad crossing, relocation of the railroad signal and crossing arm on the west <br />side of the tracks, and installation of a vehicle gate on each side of the 3rd Street railroad <br />crossing. Prior to the installation of the quiet zone items, extensions would be made to the <br />City's water distribution system beneath 2nd Street on the west side of the tracks in <br />preparation for trunk watermain connections that will be made in the near future north and <br />south along Bailly Street. <br /> <br />SUMMARY OF IssUES AND COMMENTS <br /> <br />Comments from about 15 residents were received at the July 24th neighborhood meeting, with <br />mixed sentiments about the concept of the Quiet Zone. Staff clarified with meeting attendees <br />that the decision to move forward with the installation of the Quiet Zone was made by the <br />City Council earlier in the year, and that the purpose of the neighborhood meeting was to <br />explain what, when, and where improvements would be made in order to create the Quiet <br />Zone. Staff also explained that the costs are being assessed to lIRA owned property on <br />Block 1 of the future redevelopment parcel located north of 2nd Street, as this property is the <br />prime beneficiary of the improvements. A tabulation of the comments received. along with <br />staff responses, has been included for reference. <br /> <br />COUNCIL ACTION REQUESTED <br /> <br />Council is requested to adopt the enclosed resolution ordering the improvements and <br />approving the plans for the project, and authorizing staff to obtain quotes from contractors. <br />
