Osberg, City Administrator <br />City of Hastings <br />101 Fourth Street East <br />Hastings, MN 55033-1955 <br /> <br />RE: <br /> <br />Comprehensive Plan Amendment and MUSA Expansion- Glendale Heights <br />Subdivision <br />Referral File No. 18248-8 <br /> <br />Dear Mr. Osberg: <br /> <br />The Metropolitan Council reviewed the plan amendment for a land use change from <br />Rural to Medium Density and MUSA expansion for the 80- acre site on the southeast side <br />of Hastings. The Council determined that the proposed amendment has no impacts upon <br />metropolitan system plans. The amendment is consistent with the Council's Regional <br />Growth Strategy and compatible with the plans of adj acent communities. The city may <br />place the amendment into effect immediately. <br /> <br />The Council also adopted the following two recommendations. <br /> <br />1. The city of Hastings re-evaluate the proposed Spiral Boulevard extension. One <br />option is relocation of the roadway outside of the ravine. A second option is to not <br />build the eastern portion of the Spiral Boulevard extension through the ravine; which <br />is not needed to serve the proposed housing development. The city of Hastings <br />reevaluation of the road extension should include a study of the likely impacts of the <br />road extension on the habitat. <br /> <br />2. At least sixty (60) days prior to its approval of the preliminary subdivision plat, the <br />City will submit for review and comment by the Metropolitan Council, (1) the <br />completed detailed traffic study related to the proposed mixed-use residential <br />development, which is the subj ect of this Comprehensive Plan amendment and <br />MUSA expansion, with any recommended mitigating traffic improvements, and (2) <br />the final proposed alignment of the Spiral Boulevard extension with any proposed <br />environmental mitigation proposals. <br /> <br />A copy of the staff report to the Council is attached for your records.
