<br />MEMO <br /> <br />To: <br />From: <br />Date: <br />Re: <br /> <br />Honorable Mayor and City Council <br />Tom Montgomery <br />April S, 2004 <br />Hwy 316 Construction and 10th St. Traffic Control <br /> <br />Council is requested to add to the agenda, discussion on 10th S1. and adjacent <br />neighborhood traffic control measures that may be needed when Hwy 316 is closed for <br />construction. In addition, Council is requested to schedule an Open House for Tuesday, <br />April 13 from 4:00 PM to 7:00 PM and a special Council meeting on AprillSth. <br /> <br />TRAFFIC CONTROL <br />The Operations Committee of the Council met this moming to discuss options for <br />protecting the neighborhoods adjacent to East 10th Street from cut through traffic <br />resulting from the closure of Hwy 316 and traffic backups on 10th Street. Options" <br />considered were: <br />. Manage traffic increase on 10th S1. but close access to intersecting <br />neighborhood streets <br />. Close 10th S1. to through traffic, and close access to 18th St. from <br />intersecting neighborhood streets. <br /> <br />The Operations Committee recommended closing 10th St. if problems with traffic <br />volumes and cut through traffic occur. The Committee expressed concerns about <br />Kennedy students walking to school and about Smead employees crossing 10th S1. from <br />the parking lot to the office building. No decision about traffic levels that would trigger <br />closing of 10th St. was made, though all agreed that complaints from neighborhood <br />residents, and safety concerns of school crossing guards and Smead employees should be <br />a factor in the decision to close 10th Street. <br /> <br />NEIGHBORHOOD MEETING <br />The Operations Committee recommended holding an Open House to receive <br />comment from the 10th St. and other affected neighborhoods on the proposed 10th St. <br />closure plans. Council is requested to order the Open House for Tuesday, April 13th from <br />4:00 PM to 7:00 PM. <br /> <br />SPECIAL COUNCIL MEETING <br />The next scheduled Council meeting is Monday, April 19th. However, <br />construction on Hwy 316 is scheduled to begin on Friday, April 16th. Council is <br />requested to schedule a special Council meeting for Thursday, April ISth to review the <br />comments from the Open House and adopt a traffic management plan and triggering <br />events for implementing the traffic management plan. <br />
