MIN U'I'ES -March 30, 2000 <br />Present: Chief Mike McMenomy Skip Soleim <br />Marty Jorgensen Judy Gilbert <br />Mike updated the Commission on the status of the Department. Ten of the twelve patrol <br />officers have three years experience. By the end of June, there will be four officers <br />appointed from the list provided to the Mayor on Jan 17, 2000. <br />Officer Larsen is on an unpaid leave of absence. The City Council approved this leave at <br />a Council Meeting. Motion by Marty to ratify the action the Council took on this leave. <br />Motion seconded by Skip. Motion carried. <br />There was discussion regarding reviewing and updating the Hastings Police Civil Service <br />Commission Rules and Regulations. It was suggested that City Attorney Moynihan, Chief <br />McMenomy and City Clerk Mesko be responsible for this project.. <br />Motion by Marty to amend the Minimum Application. Requirements in the Hastings <br />Police Civil Service Commission Rules and Regulations for the Police Lieutenant as <br />follows: <br />Education equivalent to that of a high school graduate plus the completion of two <br />years ofpost high school college level course work (90-quarter credits or 60 semester <br />credits; age 25 and 3 years supervisory experience in police work on the Iastings <br />Police Department; citizenship and character requirements as set forth herein for <br />Peace officer; free from any physical condition which might adversely affect <br />Applicant's performance as Lieutenant of Police. <br />Motion seconded by Skip. Motion passed. <br />Lieutenant's Position: <br />Mike reported that he, Mayor Werner & City Administrator Osberg met on this position. <br />Because the Lieutenant position is part of the bargaining unit with the Sergeants, the <br />Mayor decided that the vacancy position would be a Lieutenant as opposed to a Captain. <br />The Chief announced that there are four sergeants who meet the minimum requirements as <br />arnended_ <br />Motion by Skip to proceed with the Lieutenant's vacancy as follows: <br />1. The applicants are to submit of Letter of Intent by April 15~~`. This letter should be <br />directed to Commissioner Gilbert. <br />2. A Resume providing the work experience should be submitted at the Oral Interview. <br />3. An Oral Interview will be conducted on Thursday, Apri127~~'. Each will be scheduled <br />far I/Z hour. The panelists will be Commissioner Jorgensen, Farmington Police Chief <br />Dan Siebenaler & Inver Grove Heights Police Chief Fred Stahl. <br />
