Charter Commission <br />Minutes <br />April 3, 1986 <br />Present: D. Dobrick, F. Beltz, J. Gilbert, M. Bolden, J. I~1cGree, W. Hartman, <br />M. Hovgaard, J. Johnson and C. Caturia <br />Absent: S. Avent <br />kttorney: ~~. Herbst <br />The meeting was called to order b,y C. Caturia at the American Legion Club- <br />rooms on kpril 3, 1986 at '7:30 pm. <br />A. Herbst passed additional information with changes from the mailed <br />in#'orma.tion. <br />A. Herbst stated that any Charter changes should be presented to the Council <br />by the first of May. <br />It was suggested that the Commission vote an each ammendment and when each <br />is approved an affidavit must be signed and dated by thane voting with the <br />majority. <br />A. Herbst lead us through the proposed changes. <br />Item #1 Cif Council: <br />At the previous Commission meeting A. Herbst was directed to eliminate the <br />ward system. Through discussion instituted by W. Hartman the elimination <br />of the ward system would not work in Hastings. The matter was debated with <br />the following action taking place. <br />D. Dobrick moved to rescind the previous motion on the elimination of wards <br />and council persons elected at-large. W. Hartman seconding. vote was <br />5-¢ -- motion passed and carried, <br />Dick Dobrick moved to re-do language - wards put back -- 3,02 drafted <br />taking out °beginning in 1989 -- and whatever changes are necessary. Four <br />caucilpersons -- 1 per ward and two at large elected in 1986 for four <br />years. W, Hartman seconding. <br />Discussion -- those who terms end in January 1987 and seats will ee <br />eliminated but can be elected a-~ large. <br />J. Gilbert -- if we could offer 3 proposals: all-at-large -- 1 per ward <br />and two at-large and keeping the present system. It was determined by <br />offering 3 proposals we could not get a 51/ vote. <br />The vote was 5--4. Motion was passed and carried. <br />Item ~2 N~ayor <br />Section 3.025 In analysing Sec. 3.025 it was determined that the following <br />be eliminated -- but shall relinc}uish the chair when advocating a position <br />adding -- likew~~.se the mayor presides, may make motions and second. <br />Additional language -- preside at all meetings shall be a full-fledged <br />participating member of council. <br />J. Johnsazz moved to accept Sec. 3.025 and 3.07 with the above corrections. <br />
