MINCIT ES <br />CHARTER COMMISSION <br />CITY OF HASTINGS, MINNESOTA <br />JANUARY 14, 1988 <br />Present: Z.tintan Hartman Eari Beltz <br />Jeanne McGree Dick Dobrick <br />Rick Law Agnes Kobiexowski <br />Janice Johnson Judith Gilbert <br />Michael L?avgaard <br />Absent: Dick Lee <br />Presiding: Winton Hartman, Chairperson <br />Call To The meeting was called to order at 7:30 P.M, by Chairperson <br />Order and Winton Hartman and the chairperson declared a quorum to be <br />Quorum: present. <br />Approval of Chairperson Hartman stated that the minutes of the previous <br />Minutes: meeting had been distributed by mail, and asked if there were <br />any corections or additions. Dick Dobrick pointed out a few <br />corrections and suggestions. Mike Hovgaard moved that the <br />minutes of the October $, 1987 meeting of the Commission be <br />approved as corrected. Second by Earl Beltz. The motion carried <br />unanimously. <br />Unfinished Chairperson Hartman reported that in accordance with the action <br />Business - of the Commission at the October 8, 1987 meeting, the amendments <br />Action on to the City Charter had been submitted to the City Council for <br />Sec. 3.09 amendment by ordinance. Sec. 3.09 was defeated for lack of a <br />& 3.04 of unanimous vote. Sec. 3.04 was tabled and referred back to the <br />Charter: Commission for clarification regarding the tenure of the Council <br />Persons at large. Chairperson Hartman stated that he was of the <br />opinion that a unanimous vote of approval by the Council on <br />either issue was unlikely at this time. He suggested that later <br />in the meeting the Commission decide an whether or not these <br />changes should be submitted to the voters at the November <br />election. <br />Incompatible Committee Chairperson Dick Dobrick then reviewed Item A <br />Offices: which was adapted at the October 8, 1987 meeting, and Proposed <br />Charter Changes - Item B "Contracts" and Item C "Conflict of <br />Interest". He felt the public should be concerned not only with <br />actual. inpropriety but with the appearance of inpropriety. <br />Therefore, he felt a "strongly worded" provision should be <br />included in the Charter. <br />Chairperson Hartman then suggested that the Committee consider <br />each item and deal with them in terms of approval for submitting <br />them to the public at the November Election. He reminded the <br />Commission that although the Gity Code incorporates some of <br />these provisions, it is a matter of discretion which can be <br />changed by the majority vote of the Council, If these provisions <br />are incorporated into the City Charter they can only be changed <br />by an Amendment to the Charter. <br />
